Our one day charities conference has been specifically designed for partners and senior managers

Hot Topics in Charity Accounting
Peter Herbert, Insight Training
2015 is a big year for charity accounting with two SORPs (FRSSE
SORP and FRS 102 SORP) taking effect. This session will consider
the different options and explore the practical challenges facing
accountants as they implement the new standards. A key issue is
that, in view of the FRC’s likely decision to remove the FRSSE from
2016, the FRSSE SORP will disappear from this time.
The session will also use regulator feedback and the findings of our
own compliance reviews to cover a range of practical auditing and
financial reporting issues which charity accountants and auditors face.

Charities – the Regulator’s View
Nigel Davies or David Walker, Charity Commission
This session will look at whistle-blowing, vulnerabilities to financial crime,
due diligence and highlight the Charity Commission’s latest guidance
and regulatory themes.
Tony Austin
In this session Tony will look at the latest developments in direct tax for
charities, including Gift Aid, looking at both the legislation and HMRC
guidance and practice.
Tony will also cover some of the more difficult aspects of direct tax on
trading income particularly regarding membership, sponsorship and
certain other fundraising activities, including:
• What constitutes trading
• Mixing primary and non-primary purpose trading
• “Simplified” Gift Aid scheme for charity shops
• Using trading subsidiaries effectively.

issues. Vaughn will discuss the following topics within a case study:
• How to differentiate between outside the scope of VAT, exempt and
taxable income streams
• Partial exemption issues including deminimis limits
• VAT liability of charity advertising
• Recovery of VAT on expenses.

Rosie Chapman
Rosie will provide an update on reporting senior executive pay to assist
you in advising your clients. She will cover:

executive pay, and how these recommendations relate to the 2015

Nigel Davies
Nigel is Head of Accountancy Services at the Charity
Commission and since July 2014 Joint Chair of the Charities
SORP Committee. He oversees the work of the team of
accountants who cover all accountancy aspects of operational
and inquiry activities for the Commission. He leads for the Commission on
accountancy related collaborations with umbrella organisations, professional
accountancy institutes and technical panels and working parties. He regularly
speaks at events and conferences on charity accounting issues and publishes
articles on charity accountancy matters. He also responds on behalf of the
Commission to IPSASB and IASB consultations.
Nigel joined the Commission in 2001, first heading up the Accountancy Unit team
and subsequently becoming Deputy Head of Financial Regulation and from 2006
Deputy Head of Accountancy Policy and Technical Secretary to the Charities
SORP Committee prior to a promotion to his current policy role in 2014.
Rui Domingues
Despite holding Bachelor’s and Master’s degrees in Civil
Engineering, Rui turned to accountancy in the 1990s. After a
number of years in commerce, he has been in the not-for-profit
sector since the turn of the millennium.
Rui has been with Friends of the Elderly since 2010, bringing charity and RSL
experience. He is also the charity’s company secretary and scheme administrator
for Friends’ closed defined benefit pension scheme. Rui is an FCCA, Chair of the
CFG’s Technical Accounting Forum, a member of the ACCA’s Charity Panel and a
finance committee member at BMS World Mission.
Peter Herbert
Peter qualified as a Chartered Accountant with an international
accountancy firm before working in industry. He has over 20
years of training experience. He writes and presents technical
updates for managers and partners of national firms of
accountants and qualified accountants of private and listed companies. Peter
specialises in financial reporting, auditing and practice regulation. Peter also
regularly carries out compliance reviews for firms of accountants which provides
him with an invaluable insight into the practical financial reporting and auditing
issues that they face.
David Walker
Dave is the Head of Monitoring, Assessment and Development
at the Charity Commission. He is responsible for the effective
development of Investigations related strategy, policy and
procedures, and leads other work on key strategic risk areas
from a policy development perspective, including safeguarding vulnerable groups
from abuse, fraud and financial crime and abuse, and counter-terrorism and
counter-extremism issues in relation to the charity sector. This includes carrying
out strategic liaison work with other regulators, law enforcement and other
government agencies. Dave leads an Outreach team, a Development team, and
also leads and manages a Pre-Investigation Assessment and Monitoring team
which assesses referrals for new investigations and carries out investigative
monitoring casework.

Vaughn Chown is a Partner at Gabelle LLP. He is a Chartered
Tax Adviser and has 30 years professional experience. He
specialises in VAT. Vaughn spent nine years as a senior officer
with HMRC. He has represented many cases in the VAT Tribunal
including takeaway food, mixed and multiple supplies, VAT liabilities and VAT
bad debt relief. He regularly lectures on all aspects of VAT and writes on the VAT
issues facing OMBs and their advisers.
