Many local contractors are receiving leads from the emPower San Luis Obispo County program, which
offers single family homeowners access to energy efficiency upgrades by connecting them with qualified
contractors, financial incentives, and optional low-interest, unsecured financing.
The emPower program benefits local contractors through a widespread marketing campaign throughout
the county to attract homeowners. Outreach includes print publications, television, radio and community
events promoting the benefits of completing home energy efficiency upgrades, as well as how they can be
done affordably through available incentives. Incentives include the Energy Upgrade California Advanced
Home Upgrade that can exceed $6,500 for HVAC, water heaters, windows, cool roofs, insulation, and air
sealing.
emPower has also teamed up with local credit unions to make unsecured, low-cost financing available.
An emPower energy coach has been meeting with these homeowners one-on-one – often on-site at the
home – and then referring them to local, qualified contractors participating in the program.
Contractors with B, C-2, C-10, C-20, C-36, or C-46 license can participate by attending required training
and orientation and signing a participation agreement. Other benefits include opportunities to exhibit at
regular emPower homeowner workshops countywide, a listing in the emPower contractor website directory, highlighted projects at “Home Energy Showcase” Events, a free tool lending library, and free or discounted training.

There is one problem with not telling the truth on your license application that is almost self-explanatory.
Don’t let this happen to you. Does passing one national evaluation exam open doors to state licensing?
As you will learn, it’s yes and no!..
Q: I have had an Inactive Sole Proprietor “C-36” Plumbing license since 2002. I never got my business
off the ground but I’ve kept paying the fees to keep it Inactive. I work for a General Building contractor
and they want me to add my “C-36” qualification to their license. I have several convictions from back in
the 90’s and now that the CSLB requires fingerprinting, I need to know, first, whether that will prevent me
from being a Responsible Managing Employee (RME) on his license, and second, if the fact that I lied on
my application back in 2002 and marked “no” to the conviction question will affect my Inactive Sole proprietor license.
A: To answer your first question, the fact that you have convictions will not alone prevent you from acting as the RME on your company’s license. Each conviction is evaluated on a case-by-case basis to determine whether it’s related to the duties or qualification of a contractor and whether it presents any potential conflict with the public’s health, safety, or welfare.
Although it depends on things such as the severity of the crime, the length of time that has passed since
the crime, and rehabilitation efforts, a very small percentage of applications are denied due to criminal
background.
With regards to your Sole Owner license, while the CSLB most likely has authority to go back and say
that your 2002 application was falsified, they do not play the “gotcha” game. Still possible, but it is highly
unlikely that your Sole Owner license would be affected.
Q: We are forming a new Limited Liability Company and are interested in obtaining Contractor Licenses
in numerous States across the country. I saw on your website that you specialize in CA, NV, and AZ, all
of which we are interested in. One of our new employees has passed the NASCLA (National Association
of State Contractors Licensing Agencies) General Building exam. Will that work for us to be licensed in
the States that you handle?
A: Nevada accepts the General Building NASCLA exam in place of their ‘B’ or ‘B-2’ trade exam. You
will need to submit your transcripts from NASCLA along with your application. Your company will still
need to apply for a Nevada license and meet all the other licensing requirements such as passing the
Business/Management exam, references, providing a financial statement, fingerprinting, etc.
California and Arizona do not recognize the NASCLA General Building exam. Your Qualifier will need to
take and pass the trade and law exams in order to become licensed.
Q: I am an attorney and you have obtained license histories and copies of license files for us before.
What I need for an upcoming case is the work experience page that a contractor originally submitted
when they filed their application. Is that something you can get for us?
A: No, the only way to obtain a copy of that document is to Subpoena it. Be aware too that it will be a
redacted version. The CSLB typically leaves out third party information or personal information if mentioned on the form.

Eye Protection - Seeing is Believing
In just the blink of an eye, an incident can injure or even blind a worker who is not wearing proper
protective eyewear. The type of eye protection-safety glasses, goggles, face shields, or helmets
must meet the requirements of the Occupational Safety and Health Administration (OSHA) and
the American National Standards Institute (ANSI). In hazardous workplaces, streetwear eyeglasses should only be worn in conjunction with ANSI-approved additional cover protection.
Eye safety requirement signs should be posted for anyone entering a work area that requires industrial-quality eye protection. Warning signs should be placed near machines, equipment, or
process areas that require specific eye protection.
Eye injuries can be reduced when workers are trained to recognize the eye hazard they may encounter and to use and care for eye protection equipment properly. Workers in hazardous areas
should also know what to do in case of an eye injury. In all eye injury cases, professional medical
attention should be sought as soon as possible after taking initial first-aid measures. There are
several causes for eye injury:
Foreign particles such as dust, dirt, metal, wood chips, even an eyelash can cause eye damage. These get into the eye from the wind or activities like chipping, grinding, sawing, brushing, hammering, or from power tools, equipment, and machinery. Flush the object out with water. Never rub or try to remove objects embedded in the eye. This can cause further damage.
Loosely bandage eyes to stop movement then seek professional care.
• Chemical splashes from solvents, paints, hot liquids, or other hazardous solutions can cause
great damage. Go immediately to the nearest emergency shower or water source. Look directly into the stream of water. With fingers hold eyes open and flush eyes for at least 15 minutes.
• Light burns can be caused from exposure to welding, lasers, or other radiant light. Their effect
may not be felt until hours later when the eyes begin to feel gritty and become sensitive to
light, then redness or swelling may occur. Keep eyes closed while awaiting medical attention.
• Bumps and blows to the eyes can be helped if a cold compress is applied for 15 minutes to
reduce pain and swelling.
• Cuts in or around the eyes should be loosely bandaged to stop any eye movement until professionally attended. Don’t rub, press, or wash the cut; this can cause further damage.
Eye safety is no accident. Nothing can replace the loss of an eye. Protect your eyesight from
workplace hazards by wearing and caring for appropriate, approved protective eyewear. You’ll
see the difference.
