Stepping up
T
hey’re two of a kind.
Twin 15-year-old students have
been offered an opportunity to study at the
Jacqueline Kennedy Onassis (JKO) School of
the American Ballet Theatre (ABT).
And now the two tenth graders at the
Inwood Academy for Leadership Charter
School students need help covering their
tuition costs at one of the top dance schools
in the country.
Dancers Fabián and Sebastián García were
lauded by Inwood Academy’s administrators.
Christian Guerrero, the school’s Director
of College and Career Readiness, has known
the 15-year-old dancers since the sixth grade,
when they first enrolled.
“They’ve
always
been focused and
driven despite the
challenges that they
face,” said Guerrero.
“During the school’s
retreat last summer, the
boys used their free time
to do their stretching
and flexibility routine. I
admired their diligence
to keep developing
as dancers while still
participating fully in all
activities.”

us build a stronger ballet technique and gain

Y ahora, los dos estudiantes de décimo
grado de la Escuela Charter Academia Inwood
de Liderazgo necesitan ayuda para cubrir sus

Por su propia cuenta, los hermanos, quienes
empezaron a bailar en serio a los 13 años, viajan
seis días a la semana y pasan cerca de 18
horas a la semana en clases, además del tiempo
que dedican a los estiramientos y a ensayar
por su cuenta. Los sábados también ayudan
a estudiantes de secundaria con sus propias
clases de baile.
Ellos están motivados, en parte, por la idea de
que podrían inspirar a otros.
“Vamos a sobresalir en la multitud y
[ayudaremos a] sensibilizar a los latinos en el
mundo del ballet”, escriben en su discurso de

With subway and bus fares rising
every few years, transit advocates and lowincome workers are asking the city to allow
riders below the federal poverty level to
purchase half-fare MetroCards.
A new study has indicated that one in four
New Yorkers report the inability to afford
Metropolitan
Transportation

(MTA) Metrocard fares, while 31 percent of
African Americans and 43 percent of Latinos
cite the cost of MTA fares as prohibitive
to looking for a job outside of their home
neighborhoods. The report was issued by research and

for discount MetroCards for low-income
workers.
For more than 300,000 city residents, MTA
fares exceed 10 percent of their annual budget,
said the report.
“The rising cost of a MetroCard is a big
chunk of my salary,” stated Riders Alliance
member Leslie Wells, a teacher and Harlem
resident. “When I don’t have the money for
the fare, I just don’t go to work. The hidden
message is that the working poor should not
be living in New York City.”
Based on the half-fare proposal, an
estimated 800,000 riders in the city would be
eligible for a discounted card, saving those
who opt to participate up to $700 per year,
according to the report.
CSS and Riders Alliance members rallied
outside of City Hall on April 10, joined by
Public Advocate Letitia James and City
Comptroller Scott Stringer, who pledged their
support to the plan. “This city relies on public transportation,
and yet too often New Yorkers are forced to
choose between going to work putting food
on the table,” said James. “We must work
together to ensure that every New Yorker has
the ability to move around our city.”
“Half-priced fares for low-income families
will put up to $700 a year directly in the
pockets of New Yorkers who need it the
most,” stated Stringer.

A “damning” disparity

M
ind the gap.
Women in New York City earn
about $5.8 billion less than men in wages
each year, according to a new report issued by
Public Advocate Letitia “Tish” James. The report revealed that women working
in New York City government experience
a gender wage gap three times larger than
women working in the private sector, and
two-and-a-half times larger than women
working for nonprofits.
“The very government that is supposed to
protect our equal rights is the biggest culprit
of them all,” charged James.
She announced the report’s findings during
a press conference on April 11 – one day
before National Equal Pay Day – where she
was joined by advocates for equal wages.
“New York City is a place where trends
are set, but when it comes to pay quality, the
city is in the Stone Age,” remarked Penny
Venitis, Executive Vice President of Legal
Momentum.
The city’s pay gap is even wider when it
comes to women of color.
According to the report, Latina women fare
the worst.
They are paid 46 cents for every dollar
their white male coworkers make, while black
women get paid 55 cents and Asian women
get paid 63 cents.
Additionally, the report detailed that wage
disparities for women of color in New York
City are significantly worse than the national
average.
“It is alarming that the disparity is even
greater for women of color in a city that is
supposed to be the most diverse,” stated
Jacqueline Ebanks, Executive Director of the
Women’s City Club of New York.
James’
report
outlined
several
recommendations for closing the gender wage
gap ― the Public Advocate wants to prohibit
city agencies from asking for previous salary
information of job applicants, and ensure that
agencies provide a salary range to applicants
in job announcements and advertisements.
She also urged private employers to
discontinue requesting previous salary
information from applicants.
Additionally, James called for the creation
of an Equitable Pay and Opportunity Task
Force, suggested that employers improve
family-friendly work arranges, and said she
wants to encourage city contractor to disclose
wage information about their employees.
“It is pretty damning,” said
Public Advocate Letitia James.
“This is not a new problem,” said James.
“We cannot wait any longer to fix it and
must take proactive steps.”
The report incorporated U.S. Census data
from the past five years, explained James.
While the report contained no specific
details on the city agencies with the biggest
pay disparities, James said that the task force
would take a closer look at data regarding
wage gaps at particular city agencies.
Phoebe Taubman, Senior Staff Attorney
of advocacy group A Better Balance,
commented that workplace data indicates
that the gender pay gap widens as a women
gets older.
“This reflects a persistent motherhood bias
in the workplace,” Taubman said.
James’ recommendation to improve
family-friendly policies was praised by Gina
Strickland, Vice President of public sector
workers union Local 1180.

Proposed revisions to M5 bus route
The Metropolitan Transportation Authority (MTA) proposes to revise the M5 bus route in Manhattan. These
changes are proposed in order to improve reliability on the M5. The M5 would be split into two separate routes:
the northern route would run between the George Washington Bridge Bus Terminal at West 178th Street
and West 37th Street in Midtown and the southern route (M55) would run between West 37th Street and the
South Ferry Terminal.
The M5 is a 12-mile, north-south route that provides local and limited-stop bus service in Manhattan between
the George Washington Bridge Bus Terminal (at West 178th Street) and the South Ferry Terminal. The M5
serves approximately 11,700 daily riders. The M5 is consistently one of the worst performing bus routes in
Manhattan and is plagued by operational issues that result in uneven and unreliable service.
Splitting the M5 route into two shorter routes will help to mitigate the effects of delays along the route
while allowing for better recovery from delays and providing more even and reliable service for customers.

abriella B. wants to be a
singer.
The eight-year-old mused on her future
plans between bites of her sandwich this past
Sat., Apr. 9th during an event at Google’s
Chelsea headquarters.
But as she perfects her scales, Gabriella is
learning codes.
She, and approximately 70 other girls
and teens, had just spent the morning
developing during the Build a Game in a Day
with Scratch event hosted by Black Girls
CODE (BGC).
The event was an all-day workshop
teaching girls ages 7 to 17 how to code their
own game.
BGC is a non-profit organization that
aims to establish equal representation in
the tech sector by supporting girls of color
as innovators in the science, technology,
engineering and math (STEM) fields. To
this end, the group has held hundreds of
workshops and project-based camps around
the country similar to the one on Saturday.
Its organizers look to cultivate an interest for
technology and seek to diversify the sector.
Throughout Saturday’s session, three tech
instructors rotated among the girls teaching
the girls how to build a game with the aid
of an app development program called
Scratch created by MIT.
“My mom wanted me to do something
for black girls,” said Brown about her
involvement with BGC. “I’ve now been 3
times.”
According to the Bureau of Labor
Statistics, there will be an estimated 2.4
million positions available within the STEM
field by 2018. At present, approximately only
24 percent of STEM workers are female,
and an even smaller percentage of those are
women are of color. Kaiya Idlett has participated in BGC events
for the past 5 years, and served as a volunteer
helping other girls learn how to code.
“Events through Black Girls Code really
help put you ahead of the game,” said Idlett.
“This is an opportunity to produce something
in a world that is being taken over by
technology.”

Ali said the workshops are for any
girls with or without tech experience.
“Girls who have or have not done coding are
able to complete an entire coding project in 1
day,” said Ali, adding that it was the sessions
offered the participants an opportunity
to build a camaraderie with others interested
in STEM.
BGC’s work in New York has found major
support from tech giant Google.
William Floyd, Head of External Affairs,
said that the partnership was years in the
making.
“Over the past couple years, we have
been giving some significant amount of help
to BGC to help them grow and build their
infrastructure,” said Floyd. “They’re a national
organization that is mainly volunteer-based,
so our help comes through our philanthropy.”
Google has provided BGC a capacity-building
grant of $190,000, in addition to hardware
such as laptops and mobile phones, and
also opens its doors to provide event space.
“Partnerships like this are part of our overall
efforts to diversify the tech ecosystem,” said
Floyd. “We want more women and more
people of color to be able to go into this

Focus on the Fellows

C
arlos Cuevas was at a
crossroads.
Working as a hedge fund manager after
graduating from college, he felt unfulfilled in
his career.
“I hated it,” remarked Cuevas. “I was
having a mid-20’s crisis.”
Cuevas quit his finance job in 2013 and
applied to the Empire State Fellows Program
— a full-time leadership training program
aimed at professionals from a variety of fields
who wish to refocus their careers on public
service.
As his father was a consultant to healthcare
networks, Cuevas witnessed the need for
Medicaid reform and began thinking he could
play a role in changing policy.
“I started to envision myself going to
Albany and working on Medicaid, and the
Empire Fellows gave me a pathway to do just
that,” he said.
Each Empire Fellow works at a state office
or agency for two years, and is appointed to
work directly with a Commissioner, Deputy
Commissioner, or other high-level policy
maker.
“The unique thing about the fellowship is
how it connects you to the top policy makers
in Albany,” said Cuevas, who was mentored
by former Deputy Secretary for Health
Courtney Burke.
“It’s an experience second to
none,” says Carlos Cuevas.
“You see these top people in action and
witness policy making unfold,” stated
Cuevas. “You’re in the room, and at the table
with them, and you’re involved.”
While an Empire Fellow, Cuevas refined
his interest in Medicaid policy, and ended
up playing an integral role in creating the
state’s $8 billion Medicaid waiver through the
Delivery System Reform Incentive Payment
(DSRIP) program.
He now serves as Senior Policy Advisor
to the New York State Medicaid Director.
Among his current initiatives, Cuevas is
working on garnering a Medicaid waiver for
Puerto Rico.
In addition to a strong interest in public
service, Empire Fellow applicants should
have an advanced degree and at least three
years of professional work experience, and
the ability to work in Albany for a full two
years.
Applications are being accepted until April
22 for the next class of Empire Fellows,
who will serve from September 2016 to
September 2018.
Laura González-Murphy, Director of the
New York State Office for New Americans
(ONA), graduated from the fellowship in
2015.
She currently leads the statewide ONA
office, which has helped more than 106,000
immigrants learn English, get naturalized
and receive entrepreneurial training since
launching in 2013.
The agency sponsors 13 “opportunity
centers” throughout New York City, including
locations at the City University of New
York (CUNY) and the Hispanic Federation,
that offer programing geared to assist the
immigrant population.
González-Murphy said she joined the
Empire State Fellows Program specifically to
get involved with ONA.
“I was interested in the relationship between
the state and immigrants, and how citizenship
is granted,” she explained.
González-Murphy spent her two years in the
fellowship working at ONA, before becoming
its Director in October 2015.
A native of Mexico, she said her own
immigrant experience has helped her in that
role.

To reduce homelessness, a revamped plan

“I
’m a little nervous.”
Keisha Wood fought back tears as
she explained how she was on the brink of
homelessness after her husband abruptly left
her and their three children in 2014.
Speaking at a press conference for Mayor
Bill de Blasio to announce a broad-scale, citywide homeless services plan, Wood detailed
how she was struggled to pay the bills and
also discovered that the family was six
months behind on rent.
“We were served an eviction notice,” she
said.
Fearing her children would end up
in a shelter, Wood was connected with
HomeBase, the city’s homeless prevention
program, which helps people fight evictions
and provides rental assistance.
Wood told of how the work became a team
effort with HomeBase case manager Patrick
Lovelace and attorney Alberto González
doggedly taking on and executing one
approach after another to get her rent lowered,
her back rent paid off, and her family avoid
the shelter.
When she finished her story, a beaming
Wood was applauded by the crowd and
embraced by de Blasio.
“We know that prevention works,” de
Blasio stated. “We know that we can keep
people from ending up in a shelter if we get
to them in time, as is true in Keisha’s case.”

At the April 11 press conference at
BronxWorks on the Grand Concourse, the
mayor unveiled the city’s comprehensive
plan to combat homelessness, which includes
the consolidating of the Human Resources
Administration (HRA) and Department
of Homeless Services (DHS) under one
commissioner ― current HRA head Steven
Banks.
The consolidation would save about $38
million by streamlining back office functions
across the two agencies, said Banks, and no
layoffs would occur.
He said that the review had been intended
to take a “fresh look” at the whole system.
Banks remarked that the focus was doing
with a confusing “alphabet soup” of resources
and ensuring that clients were provided with
a streamlined network of timely and effective
services.
“Since many people are served by both
HRA and DHS, the best way to do that is to
have the two agencies work closely together
and have all the prevention services in one
agency,” he said.
De Blasio also announced the creation of
an inter-agency Homelessness Accountability
Council, helmed by Deputy Mayor for Health
and Human Services Herminia Palacio.
“The combination of agencies is so
important to bring all in the resources of the
city to bear,” said Palacio.
The plan comes after a 90-day review of
the city’s homeless services.
Among those who attended the press
conference to laud the restructuring were
Councilmembers Vanessa Gibson (who
represents the district in which the conference
was held), Stephen Levin (who serves as
Chair of the Committee on General Welfare)
and Ben Kallos.
Also accompanying the mayor were James
O’ Neill, New York Police Department
(NYPD) Chief of Department; George
McDonald, President of the DOE Fund; Mary
Brosnahan, President of the Coalition for
the Homeless; Jennifer Jones Austin, Chief
Executive Officer at Federation of Protestant
Welfare Agencies and members of the
advocacy group VOCAL-NY.
Banks said that the city uncovered
unsatisfactory conditions that prompted the
city to end contracts with two shelter providers
and to issue a warning to two others. De Blasio, who has been critical of the
safety and physical conditions in the shelter
system, said that shelter safety will be
improved by leveraging an NYPD team to
upgrade security and retraining peace officers
at each site.
The city’s repair squad will be aided by
a unit to address problem conditions, and a
“shelter report card” will be produced to hold
providers publicly accountable.
To help reduce the number of street
homeless, the HOME-STAT initiative will
be used to transition homeless individuals
from the streets, and the city will increase the

Indeed, in the six years since the school’s
founding, many of its students have attended
premier learning institutions.
Each year, for example, one or more of
Inwood Academy’s middle school students
are accepted to Columbia University’s Lang
Youth Medical Program, a six-year science
enrichment program that provides structured
activities on the weekends and during the
summer. Some have also earned acceptance
to New York City’s specialized schools,
including the High School for Math, Science
and Engineering and the Brooklyn Technical

to improve mental
health support

O
ne in five adult New Yorkers
is estimated to experience a
mental health disorder in any given
year.
And those residing in the New York City’s
lowest income neighborhoods are twice as
likely to be hospitalized for mental illness
compared to residents of the highest income
neighborhoods, according to the Department
of Health and Mental Hygiene (DOHMH).
To improve mental health support
within at-risk areas, 14 community-based
organizations have been selected for grants
through the Connections to Care program,
part of ThriveNYC, the city’s $850 million
mental health package.
Under Connections to Care, each
organization will have mental health experts
train their staff members on how to identify
people who might be suffering from a mental
health condition and learn how to connect them
to treatment.
Organizations were selected across all five
boroughs by the Mayor’s Fund to Advance
New York City, in collaboration with DOHMH
and the New York City Center for Economic
Opportunity.
“I think it’ll have an extraordinary
impact,” said New York City First Lady
Chirlane McCray, Chair of the Mayor’s Fund
Board. “These are historically underserved
communities, and we are bringing services
to people where they live, at organizations
they trust, and that are culturally competent.”
McCray has openly shared how mental
illness has affected her own family, including
the struggles her daughter Chiara and her
own parents faced with depression.
Launched last July, Connections to Care
is expected to serve more than 40,000 lowincome New Yorkers over the next five
years, McCray said.
McCray referred to mental illness as a
“hardship multiplier” that touches every facet
of people’s lives.
“It exacerbates so many other challenges
that people have, whether it’s poverty or
health issues,” McCray remarked. “And you
can’t go to school, you can’t keep a job, be a
good parent or have a healthy relationship if
you also have mental health problems.”
The 14 organizations chosen for the grants
will receive training on offering non-clinical
mental health support to clients in three
target populations — expectant parents and
parents of children up to the age of four, out
of school and out of work young adults ages
16 to 24, and unemployed adults age 18 and
over.
Harlem-based STRIVE International,
which provides job readiness and career
advancement for chronically unemployed
individuals, is one of the Manhattan grant
recipients.
Lakythia Ferby, Vice President of Programs
at STRIVE, said the agency had examined
factors that preventing people from attaining
jobs or keeping them, and determined that
mental health issues were a contributor.
“We saw that there were a number of people
having challenges that were derailing their
chances of getting employment,” said Ferby.

also struggling for contract opportunities –
despite increased efforts by the city to improve
policies that once hindered M/WBEs.
In 2015, only 5.3 percent of the city’s $13.8
billion procurement budget went to M/WBEs.
James said that she has urged the de Blasio
administration to hire a diversity officer for
the city.

deals with M/WBE issues, she is also involved
in many other projects, said James.

diversity officer to look at every agency and

“I first heard about BGC on the Melissa
Harris-Perry Show on MSNBC,” said
Harris (no relation to the former television
show host). She said she had worked in
coding throughout her professional career
and wanted to create greater opportunities for
a new generation. “Women, especially women of color, are
poorly represented in this field,” she noted.
“As a former young black girl who grew up
to pursue a career in coding, [I know how]
important that these girls get an understanding,
and general knowledge of coding early,” said
Harris.

“This is really cool,” she beamed.
“Learning coding is really important, and
more girls need to learn how.”

I
went to my first Bernie Sanders
(for Senate) rally in 2006.
His passion and energy and fist-in-the-air
championing of the little guy are infectious and
real.
His continued presence in the Democratic
Primary has allowed it to be dominated by
substantive talk about ideas. And when decent,
smart Democrats talk about issues that matter –
the economy, living wage, women’s rights, civil
rights, energy, education, jobs, the environment,
international affairs, immigration, SCOTUS,
bi-partisan cooperation, and so much more –
America wins.
I happily will take either of ours over any of
theirs on November 8th.
Let me be clear: I’m not against Bernie. I get
the appeal: simple slogans that belie a yearning
for asimpler time. But the United States is
bigger and more diverse than Vermont.
I am for Hillary: a nuanced and pragmatic
thinker who considers the whole picture and
chooses from among the options we actually
have, while working to create new ones. It’s
an adult way of thinking that I find appealing,
for it acknowledges the reality of a difficult and
complicated world.
Every politician has a stump speech that tells
the crowd what it wants to hear. More telling
is how a candidate responds to questions that
are not rehearsed, where the candidate must

rely on a store of knowledge and experience.
It’s powerful to hear why the mothers of
Trayvon Martin, Eric Garner, Sandra Bland
all believe she is the best choice to move
this country forward on race relations and
law enforcement in communities of color.
Even more compelling was her response to a
middle-aged white man’s question at a North
Charleston, South Carolina town hall,
where she spoke on the importance
of listening with empathy and
putting herself in the shoes of
people who struggle every day
with both the gross and subtle
indignities of racism.
I believe that she is the most
qualified candidate to run for
office in my lifetime.
Hillary Clinton had an 8-year first-hand
view of the White House from the perspective
of First Lady, though she cannot fairly take
credit – or blame – for her husband’s policies
and actions while President.
She represented New York State ably in the
Senate. And on a world stage, she has
a deep and broad knowledge of issues
and actors that is unmatched in either
party.
I was skeptical when Hillary first ran
for Senate in 2000, because she wasn’t
really from here.
But as surely as I became a true New
Yorker by getting involved, Hillary
made herself a New Yorker when she:
• fought for NYC immediately after
9/11 to secure recovery aid, and fought
for the Zedroga Act for the healthcare
of first responders;
• co-sponsored or introduced bills to
raise the minimum wage, boosted the
upstate economy with initiatives to move
local agricultural products to downstate
consumers;
•advocated for our Veterans, National Guard
and Reservists as the first NY Senator to serve
on the Senate Armed Services Committee;
•expanded Head Start and healthcare for
children, Pell Grants for
college students, and
introduced legislation to
fund Historically Black
Colleges and Universities;
• introduced legislation to mitigate lead
paint in public housing to strengthen
lead safety standards in child
care facilities and to ban the
sale of toys with lead paint;
•forced a thoughtful review of safety standards
at the Indian Point nuclear facility during its
relicensing application;
Hillary has stood strong on gun violence,
working to pass sensible gun legislation and
to hold gun manufacturers responsible for the
havoc that their products wreak every day in
this City, in this State, and nationwide. She
supported the Brady Bill, as well as legislation
to revoke licenses of gun dealers that break
the law, and to fund CDC research into gun
violence as a public health issue.
Bernie Sanders opposed all of these
measures.
Since 90% of the guns seized or used in
violent crimes in New York come from outof-state, we depend on federal legislation and
the federal enforcement of laws in jurisdiction
outside of our City and State.
Hillary has been talking about women’s
rights and LGBT rights being human rights in
the Senate, in the United Nations, around the
country and around the world.
As Secretary of State, she quietly fought to
include LGBT protections in State Department
aid initiatives and for our US employees around
the world.
Presidency.
We need someone who can do the job
already because she has done so many parts of
the job already.
As a Democrat, I also appreciate the work
that Hillary has done supporting “down-ticket”
races – i.e., races for State legislatures and local
councils and assemblies as a way of building
up the Party throughout the country, rather than
just keeping her focus on her candidacy and her

MetroCards to seniors, students under 18 and
people with disabilities.
Fare discounts are also attained by those
who purchase a monthly unlimited card,
which advocates say are unaffordable to many
low-income workers.
“Sometimes I have to decide either to buy
a MetroCard or spend on food or rent,” said
Riders Alliance member Manny Aguilar. “It’s
not an easy choice, and I’m not the only one
making it, as lots of people in the neighborhood
are getting arrested for hopping the turnstile.”
Farebeating arrests are on the rise across
the city, and constitute the most common type
of arrest conducted by the New York Police
Department (NYPD).
In 2015, more than 29,000 New Yorkers
were arrested for jumping subway turnstiles.
At the rally, transit riders started a petition
calling on Mayor Bill de Blasio and the City
Council to support the half-fare proposal.
The report suggested that in providing the
discounted fares, the MTA could be made
whole from the city’s budget or revenue from
new bridge tolls. The city would also save
money from the $48 million it spends on
MetroCards for people enrolled in job training
and education programs, the report said.
“Last year, the de Blasio administration
committed to an unprecedented $2.5 billion
contribution to the MTA,” said a spokesperson
for the Mayor’s Office in a statement
responding to the report. “The Riders Alliance
and the Community Service Society have put
together an interesting proposal, and we look
forward to reviewing the report in greater
detail.”

“We want to be able to recognize and
respond external to factors affecting people,
and with Connections to Care, our handling of
it will be more formalized,” said Ferby.
Ferby explained that due to the associated
stigma, THRIVE refrains from using the term
“mental illness” with clients.
“We prefer to frame it in terms of ways that
people manage stress,” she said.
At Sheltering Arms Children and Family
Services in the Bronx, parents of children in six
of the organization’s early childhood programs
will be screened for signs of anxiety, depression
and substance abuse.
“If there are any indications, we will work
to get parents connected with essential services
to help them,” said Sheltering Arms Chief
Program Officer Jane Golden.
Early childhood education teachers at
Sheltering Arms will also receive be trained in
mental health first aid.
Golden said that parents in low-income areas
are subjected to “toxic stress” that affects their
ability to relate to their children.
“We are hopeful that by introducing it in that
context, parents will be more likely to take us up
on it when services are needed,” said Golden.
“We’re targeting parents of young children
with this, because if a parent gets treated
because of the program, that’s going to have
lifelong consequences for that child,” said
McCray.
“Every time we treat individuals, we’re also
affecting other relationships that they have,”
noted the First Lady. “So I think it will greatly
affect the younger generation.”

Though González-Murphy said always
knew what she wanted to do with her career,
that was not the case for Tamara Dews, a
member of the initial Empire Fellows class
that began in 2012.
Prior to becoming an Empire Fellow, Dews
worked in the music industry, for the business
and legal affairs division of Sony Music
Entertainment.
“The fellowship piqued my interest
because I was in a transitional period,” Dews
explained. “Negotiating music contracts
wasn’t inspiring anymore. I wanted to get
involved in public service but I didn’t want to
start my career all over.”
Rather than recruit recent college graduates,
the Empire State Fellows Program is aimed at
mid-career professionals.
“I wasn’t just out of school,” Dews said.
“I wanted to take the skills I’d gained in the
workforce and leverage them into helping
state government.”
In 2012, Bronx resident Dews was
selected as one of nine participants out of
900 Empire Fellows applicants. She began
her fellowship with the Office for People
with Developmental Disabilities, where she
managed the MWBE Program Unit.
Because of her background negotiating
contracts, Dews was tapped to assess
contracts the agency was awarding to ensure
MWBE goals were being met.
“I was able to leverage my skills into
helping state government,” Dews said.
All fellows participate in a public
policy “boot camp” and take classes at the
Rockefeller Institute of Government, as well
as engage in debates, speeches and mock
legislative sessions.

advisor to State Medicaid
Director Jason Helgerson.
“The ancillary classes and the boot camp
were really valuable and give you a good
foundation on how policy is made,” Dews
said.
“It’s an experience that’s second to none,”
said Cuevas of the Empire Fellows program.
“In two years, you’re gaining experience
it would normally take you many years to
achieve. And you have the ability to do good
work and help impact people’s lives.”

State Fellows Program is April 22.

la exención de Medicaid de $8 millones de
dólares del estado a través del programa de
Reforma del Sistema de Entrega de Incentivos
de Pago (DSRIP por sus siglas en inglés).
Ahora se desempeña como asesor principal
de políticas del director de Medicaid del estado
de Nueva York. Entre sus iniciativas actuales,
Cuevas está trabajando en lograr una exención
de Medicaid para Puerto Rico.
Además de un gran interés en el servicio
público, los solicitantes de la beca Empire
deben tener un grado avanzado y al menos
tres años de experiencia profesional, y la
capacidad para trabajar en Albany por un total
de dos años.
Las solicitudes están siendo aceptadas
hasta el 22 de abril para la siguiente
generación de Becarios Empire, que brindará
servicio de septiembre de 2016 a septiembre
de 2018.
Laura González-Murphy, directora de la
Oficina del estado de Nueva York para Nuevos
Americanos (ONA por sus siglas en inglés), se
graduó del programa de becas en 2015.
Actualmente lidera la oficina estatal de ONA,
que ha ayudado a más de 106,000 inmigrantes
a aprender Inglés, conseguir la naturalización
y recibir capacitación empresarial desde su
lanzamiento en 2013.
La agencia patrocina 13 “centros de
oportunidad” en toda la ciudad de Nueva York,
incluyendo ubicaciones en la City University
de Nueva York y la Federación Hispana, que
ofrecen programación orientada a ayudar a la
población inmigrante.
González-Murphy dijo que se unió
al programa de becarios Empire State
específicamente para involucrarse con ONA.
“Estaba interesada en la relación entre el

familia y mudarte a otro país”, dijo. “Todo eso

Aunque González-Murphy siempre dijo saber
lo que quería hacer con su carrera, no fue el
caso de Tamara Dews, miembro de la generación
inicial de becarios Empire que comenzó en 2012.
Antes de convertirse en becaria Empire, Dews
trabajó en la industria de la música, para la
división de negocios y asuntos legales de Sony
Music Entertainment.
“La beca despertó mi interés porque estaba
en un período de transición”, explicó Dews.
“Negociar contratos musicales ya no me
inspiraba, quería involucrarme en el servicio
público pero no quería
empezar mi carrera de
nuevo”.
En lugar de contratar
a recientes graduados
universitarios, el programa
de becarios Empire State está dirigido a
profesionales a mitad de carrera.
“No estaba recién salida de la escuela”, dijo
Dews. “Quería tomar las habilidades que había
ganado en la fuerza laboral y aprovecharlas en
ayudar al gobierno estatal”.
En 2012 Dews, residente del
Bronx, fue seleccionada como

“We have no illusion that this is going to
be easy,” stated de Blasio. “We believe that
these new initiatives will work, but they will
take time.”
De Blasio said there has been a 115 percent
increase in the city over the past 20 years.
Currently, there about 58,000 people
currently in city shelters, said de Blasio, up
from about 53,000 when he first took office
in 2014, and up from about 33,000 on the first
day of former Mayor Michael Bloomberg’s
administration.
De Blasio blamed a rise in housing costs
for the ballooning head count in the shelters.
“Even after the great recession, the cost of
housing kept skyrocketing in this city,” he
remarked.
BronxWorks Chief Executive Officer
Eileen Torres said she was honored that city
chose the social services organization, which
provides homeless prevention and other
services, unveil its homeless services plan.
“It’s wonderful to have them making
this huge announcement that will have a
tremendous impact on the folks that we serve
here,” said Torres.
She said that the administration included
BronxWorks in roundtable discussions with
nonprofits to gather feedback on how changes
would affect the homeless system.
“Some of the ideas we had about improving
services are in the plan, so we’re glad about
that,” Torres said.
For Wood, the housing stress of her recent
past is behind her and she is moving on with
her life.

days of uncertainty and instability.
She was working her way towards a new
goal: becoming a registered nurse.
“I’m working full-time as a homecare
assistant and trying to get my associate’s
degree,” she said.
