Hundreds of tenants, activists, and
elected officials took to the streets this past
Sat., Oct. 25th at noon to call for greater
protections for affordable housing.
The march, which spanned from 135th
Street to Dyckman, was intended to call
attention to the state’s rent regulation laws,
including the Emergency Tenant Protection
Act, which are set to expire in the coming
year.
Saturday’s march was organized in part by
State Senator Adriano Espaillat, the Ranking
Member of the Senate Housing, Construction
and Community Development Committee.
He was joined by fellow elected officials,
including City Comptroller Scott Stringer,
Assemblymember Herman “Denny” Farrell,
Assemblymember-elect Guillermo Linares,
and Councilmember Ydanis Rodríguez, and
members of the non-profit organizations
People Against Landlord Abuse and Tenant
Exploitation (P.A.’L.A.N.T.E. Harlem) and
Make the Road New York.
“Upper Manhattan has the largest
concentration of regulated apartments in New
York City,” said Sen. Espaillat. “The fight to
renew and strengthen the rent laws next year
will determine the future of our community.”
A report released last week by advocacy
group Community Service Society of New
York found that there are over 85,000 rentregulated apartments in Northern Manhattan,
including over 80% of all apartments in
Washington Heights and Inwood.
“As tenants in these areas find their rents fast
outstripping their incomes, the affordability
protections of rent regulation become even
more important,” read the report.

an information fair was held for tenants.
“We are fighting to ensure that these laws
are renewed but in ways that strengthen the
rights of tenants and strengthen our city’s

“Today’s march communicates to Albany
that they need to pass stronger rent laws,”
added Councilmember Rodríguez. “The
state legislature must empower Northern
Manhattan to fight rent deregulation so
that we can make sure the identities of our
communities stay intact.”

A
s New York’s first confirmed
Ebola patient waged battle
against the disease in Bellevue
Hospital downtown, his uptown
neighbors struggled to come to
grips with their proximity to the
worldwide phenomenon.
Since the news broke of Dr. Spencer’s
diagnosis, the blocks surrounding 546 West
147th Street on which he resided with fiancée
Morgan Dixon have been crammed with
members of local and international media
outlets.
Moreover, the process of removing
potentially hazardous material from their fifth
floor apartment meant workers and vehicles
from city health agencies, the New York
Police Department (NYPD), and the cleanup crew from Bio-Recovery Corporation also
took up residence in the neighborhood.
Some found it too unsettling to stick
around.
Wendell Dennis lives across the street from
Dr. Spencer’s building. He said he would be
moving out of the neighborhood in coming days.
“It’s too close to home,”
said Wendell Davis.
“It’s too close to home,” he said. “I don’t
want to be part of it.”
Rolando Tapia was equally concerned.
“Ebola can spread like HIV,” he said. Tapia
said he had seen Dr. Spencer around the
neighborhood, but that they had not spoken.
“This is serious.”
Michael Armstrong was critical of the
manner in which the NYPD interacted with
residents.

“I don’t know what is going on,” said street
vendor Juana, who declined to give her last
name, as she pushed her cart full of tamales.
Others had been keeping track of the news.
“I’ve lived here for 50 years,” said Genova
Castro, who had been reading and watching
the news. “And I have never seen anything
like this.”
Castro voiced sympathy for the doctor, and
said she hoped he would recover soon.
“He got Ebola while trying to help,” she
said. “He has a good heart.”
In serious but stable condition
Dr. Craig Spencer, the Hamilton
Heights resident who became the first
New Yorker to be diagnosed with the
Ebola virus, remains in the isolation
ward at Bellevue Hospital in serious but
stable condition.
Spencer received a plasma transfusion
from Ebola survivor Nancy Writebol,
who was successfully treated for the
virus in August.
Health officials said that the
33-year-old Spencer was awake and
communicative but was “entering the
next phase of his illness, as anticipated
with the appearance of gastrointestinal
symptoms.”
Spencer is a Doctors Without Borders
physician who recently treated Ebola
patients in Guinea, and returned to New
York City on Fri., Oct. 17th.
He has been treated at Bellevue since
Thurs., Oct. 23rd, when he reported
having nausea and a fever of 100.3
degrees.
Mayor Bill de Blasio visited with
Spencer in the hospital and said the
patient was “looking better.”
Spencer shares the uptown apartment
with his fiancée Mary Dixon, who was
released from quarantine at Bellevue last
Saturday evening.
Though she has yet to exhibit
symptoms of Ebola, Dixon is being
kept under mandatory quarantine at the
couple’s apartment for the remainder of

Why Cuomo Needs to Go
N
ew Yorkers pay the highest
taxes in America—40% more
than the average American—in a
state ranked as having the Worst
Economic Outlook in America.
It is no coincidence: High taxes and the
country’s worst regulatory burdens are
bleeding New York to death. Middle class
and working class New Yorkers feel it most,
as do struggling small business owners and
employees. It feels harder than ever to get
ahead in Andrew Cuomo’s New York.
Mr. Cuomo promised to address New
York’s economic spiral four years ago,
then did nothing—other than enrich
connected insiders who were given tax
breaks in exchange for political donations.
Mr. Cuomo’s New York hands corporate
and Hollywood elites our money—more
than $20 billion in tax breaks—five times
more than any state in the country. Those
companies then contribute money back to
Mr. Cuomo that he uses to air false negative
TV ads. It’s a neat arrangement. Eighty
percent of Mr. Cuomo’s donors have
contributed $10,000 or more; 50 percent
have contributed $80,000 or more. Mr.
Cuomo is now under federal investigation
for, among other things, trying to shield
some of those donors from criminal
investigations. I am a true reformer with a powerful
record of cutting taxes and creating jobs.
As Westchester County Executive, I cut
or froze county taxes every year, creating
30,000 good paying jobs along the way.
Westchester’s budget is smaller today than
it was in 2010 when I entered office. The
only area of the budget that has grown? The
social safety net for those most in need. I
cut the size of my own office 19 percent to
set an example. I understand that achieving the American
Dream can only happen when there is a
healthy economy with
good paying jobs, so
that families can move
up the economic ladder
and into the middle
class. Good schools,
safe communities, and
economic opportunities
have been the formula for
success for immigrants to
America for more than
200 years. Somehow,
New York’s leaders have
forgotten that.

A 3D heart model was used
to successfully treat an
infant’s congenital disease.

fter a couple’s unborn child
was diagnosed with a deadly
heart problem, a team of doctors
and scientists devised treatment
using imaging technology and
a perfect 3D model—and paved
a new way for the treatment of
congenital defects.
Physicians at NewYork-Presbyterian/
Morgan Stanley Children’s Hospital found
the problem early on, at the 35th week of
pregnancy. It was a rare condition, known as
a double-outlet right ventricle, meaning that
the same chamber of the heart pumps blood to
both the body and the lungs.
The defect occurs in roughly 1 in 10,000
births, but this particular case was especially
rare and complicated.
“The baby’s heart had holes, which are
not uncommon with CHD [congenital heart
disease], but the heart chambers were also in an
unusual formation, rather like a maze,” said Dr.
Emile Bacha, Chief of Cardiac, Thoracic and
Vascular Surgery at NewYork-Presbyterian/
Columbia University Medical Center.

surgery to stop the heart, look at it and then
decide what to do. After that, it would take
more delicate and complex surgeries—on

D
espués de que el niño no nacido
de una pareja fue diagnosticado
con un problema cardíaco mortal, un
equipo de médicos y científicos ideó un
tratamiento usando tecnología de imagen
y un modelo 3D perfecto, abriendo un
nuevo camino para el tratamiento de los
defectos congénitos.
Los médicos del hospital NewYorkPresbyterian/hospital infantil Morgan Stanley
encontraron el problema en una etapa
temprana, en la semana 35 de embarazo. Es
una enfermedad rara, conocida como una
doble salida del ventrículo derecho, lo que
significa que la misma cámara del corazón
bombea sangre tanto para el cuerpo como a
los pulmones.

cada 10,000 nacimientos, pero este caso en
particular fue especialmente raro y complicado.

She mentioned the idea to the parents,
who were still in a state of shock about their
unborn baby’s condition. “I explained to them
that the surgery would be very complicated
and that even multiple operations may not
restore a completely normal circulation,” she
said. “But I mentioned that we were hoping to
try to use a printed model to help visualize the
heart and plan the surgery.”
The baby’s heart was scanned soon after
it was born. Those images were sent to
Materialise. Two days later, the doctors
received an exact 3D copy of the heart.
In July, when the 7-pound baby was just a
week old, Dr. Bacha performed the surgery.
By studying the model, he knew the problems
and fixed them with a single surgery.
After the operation, Dr. Bacha said the
heart looked exactly like the model.
Matthew’s Hearts of Hope, a non-profit
organization that supports families and
patients with congenital heart disease, paid for
the undisclosed cost of the 3D printed heart.
“After the success of this surgery, it’s clear
that 3D models can be successfully used to help
surgeons in complex procedures,” said Dr. Bacha.
Dr. Chelliah added that this type of 3D
modeling would someday be commonplace.
“I imagine this day will be sooner than one
may think—likely within the next decade.”

Being that we are in World Series mode,
our Time Travel Tuesdays post took us
back to June 1st, 2008 for a wonderful article on
neighborhood kid turned pro, Pedro Alvarez of
the Pittsburg Pirates. Pedro commendably
turned down a big time contract to finish college
and get his education. This past weekend the
George Washington Bridge turned 83.
The GWB is the world’s only 14-lane suspension

octogenarian.
As I am sure you have heard by now,
Dr. Craig Spencer, a member of our
community has been diagnosed with Ebola.
Councilmember Mark Levine penned a
must-read piece about Ebola that attempts to puts
thing in perspective and tamper down hysteria.
Dr. Spencer is currently being treated in the
isolation ward at Bellevue. The entire community
wishes him a speedy recovery.
On Saturday, October 18th, I had the honor
of moderating the Quisqueya Heights
panel at Word Up Books. The event was a
lively discussion about Dominican identity in the
21st Century and included entrepreneur Juan
Camilo, playwright Jose Batista-Ayala,
Educator Rosanny Cuello Ventura
and Kaity Modesto. Miss Modesto was
instrumental in making the panel a reality. Mel à

Restitution deadline extended

he New York State Attorney
General’s office extended a
deadline to Nov. 6th for individuals
seeking compensation from
two fraudulent immigration
organizations.
In July, the New York State Office of the
Attorney General announced the creation of
a $2.2 million fund to compensate the clients
of two non-profits that allegedly defrauded
immigrants and engaged in the unauthorized
practice of law.
Anyone who received services from the
International Immigrants Foundation, Inc.
(IIF) and the International Professional
Association, Inc. (IPA) is eligible for
funds and should file for restitution with
the New York Legal Assistance Group
(NYLAG).
“Thousands of immigrants who had
their trust abused and their money stolen
by these organizations deserve to receive
compensation, and now they can,” Attorney
General Eric Schneiderman said in a press
release.
Yisroel Schulman, NYLAG’s President,
added, “Every immigrant who was defrauded
and put at risk should be given the opportunity
to share in this fund, which was created on
their behalf.”

The deadline has been extended due to the
continuing high volume of interest.
According to NYLAG immigration attorney
Indiana Porta, about 2,000 people have
already responded to calls for compensation.
She estimates that roughly 5,000 are entitled
to compensation.
“NYLAG reviewed thousands of cases
when we took over as receivers when IFF/IPA
closed. But their office and their records were
in shambles, so it is really hard to be precise
about who is entitled,” she said.
Both IPA and IFF were sued by the State
Attorney General’s office in 2010 after it was
revealed that representatives from both firms
falsely claimed to be lawyers and gave their
clients incorrect advice. The founder and
president of IIF and IPA, Edward Juárez, was
not a lawyer, but claimed to be one.
In a 2013 settlement with the State,
Juárez’s businesses were closed and he was
prohibited from engaging any form of legal
services or acting as a fiduciary for any
not-for-profit corporation or charity in New
York State. Proceeds from the businesses
were set aside for a $2.2 million restitution
fund.
According to Porta, people who’ve been
deported as a result of dealings with the two
firms are also eligible for funds, though she
noted, “The chances of returning to the U.S.
would be extremely low.”
“We have also received claims and calls
from people who were not deported, but
have chosen to move abroad—typically to
their country of origin—since receiving legal
services from IIF/IPA,” she added.
Carlos Menchaca, the New York City
Councilmember who chairs the city’s
Committee on Immigration applauded the
extension by the AG’s office. “The extended
deadline gives us the unique opportunity
to reach out to a large universe of affected
individuals and families,” he said. “[It] helps
us ensure that justice is served more broadly.”

heering fans filled the gallery
of the New Balance Track and
Field Center at the Armory this
past Sat., Oct. 25th as thousands
of children gathered for the New
York Road Runners (NYRR) Youth
Jamboree.
The fun-filled day of competition—the
largest of NYRR’s youth running events—
was presented by global IT organization Tata
Consulting Services (TCS) and served as the

official kick off for a week of festivities leading
up to the TCS New York City Marathon on
Nov. 2nd.
The Road Runner’s motto “Run for Life”
was the theme of the day as kids from pre-K
through high school competed in a multitude of
free events, including relays, runs,
long jump, and shot put.
Organizers reported that this year was the
largest NYRR Youth Jamboree to date, with
more than 2,100 children participating and
more than accompanying 1,500 adults.
“Our mission is to help and inspire people
through running, through movement, through
action,” said Michael Rodgers, NYRR’s Vice
President of Development and Philanthropy.
Though the marathon is the
culminating event of the
year for the organization, “it
starts with the kids,” Rodgers
added.

competing at Saturday’s
jamboree also participate
in regular events, such as
Mighty Milers, said Rodgers.
The incremental mileage plan
helps kids run between 1⁄2 a
mile and a full mile, two to
three times per week.

way to assist in goal setting.
NYRR provides such fitness and healthy
living programs to kids across all income levels
thanks to donors such as the Team for Kids
program, where adult runners raise funds to
participate in races such as the TCS marathon.
Approximately 1,700 Team for Kids runners
will compete in the upcoming marathon,
resulting in $4.5 million dollars towards the
organization’s student programs.
As a result, NYRR serves over 200,000 kids
throughout the school year in New York and
across the five boroughs, as well as providing
programs in all 50 states, according to Rodgers.
In addition to youth competitors, Saturday’s
jamboree also featured another special group of
participants.

festividades previas al maratón de la ciudad de
TCS Nueva York del 2 de noviembre.
El lema de los corredores “Correr por la
vida” fue el tema del día mientras los niños

compitieron en una multitud de eventos gratuitos,
como relevos, carreras, salto de longitud y

hey want more than promises.
Latino leaders, activists and local
elected representatives gathered this past
Sun., Oct. 26th on the steps of City Hall
to rally voters – and to urge them to vote
specifically on the Working Families Party
ballot line.
With just over a week to go before Election
Day on November 4th, they argued that the
issues at stake included raising the minimum
wage, women’s rights, affordable housing
availability and passage of the DREAM Act
– and that a vote on the Working Families
Party line would help ensure that they become
progressive priorities for Albany legislators.

stood alongside legislators, including
Congresswoman Nydia Velázquez and
Assemblymember Victor Pichardo, among

earnings that are below the poverty line,”

Eating healthy from the Hub

A
new resource to help lowincome residents access
nutritious food has debuted.
Just don’t call the West Harlem Community
Healthy Food Hub your typical food pantry.
Run by West Harlem Group Assistance
(WHGA), a community-based development
corporation, the food hub will focus on
healthy food options and also offer cooking
demonstrations and nutritional education
classes.
And rather than provide visitors with a preselected bag of groceries, the hub will operate
on a “client choice” method, allowing people
to select their own food items.
“Giving people choice takes some of the
stigma away from using a food pantry,” said
Deborah Pollock, Director of Social Services
at WHGA.
“It also offers the opportunity to inform
clients of the advantages to selecting
particular foods, as well as advice on how to
prepare them.”
Clients can sign up to receive a weekly
market share of farm produce from Corbin
Hill Food Project, and attend demos on how
to incorporate fresh ingredients into their
home cooking.
“Rather than just feed people, we’re looking
to affect their lifestyle going forward so they
become healthier at home,” stated Pollock.
The new hub will allow
participants to select
their own food items.
Visitors to the center can also get assistance
with food stamps, income taxes and more.
“One of the problems for low-income New
Yorkers is going to different places to receive
support services they need,” said Colleen
Flynn, the Green and Healthy Neighborhoods
Director at the Local Initiatives Support
Corporation (LISC), one of the partners
behind the food hub.
“We’re really looking to be a one-stop shop
for people.”
Flynn said that the site will also sponsor
grocery store tours to help people learn
to shop for healthy foods on a budget.
On Wed., Oct. 15th, a launch party was held
for the Community Health Food Hub, which
featured business partners, local families and
a cooking demonstration by celebrity chef
Marcus Samuelsson of Harlem restaurants
Red Rooster and Ginny’s Supper Club.
Operating out of a formerly vacant WHGA
storefront, the Community Healthy Food Hub
is the result of more than a year and a half of
planning, said Pollock.
“It was created with input from the
surrounding community, which said it
really needed something like this,” she
explained.
With several subway and bus lines
operating nearby, the hub was designed to
be easily accessible. It is also situated near
several homeless shelters and properties of
WHGA, which operates more than 1,000
affordable housing units in the area.
“There is a real lack of healthy food in
low-income neighborhoods,” Pollock said.
“And these neighborhoods also suffer from
the highest rate of diet-related diseases and
health problems, so it is essential to reach that
audience.”
The Healthy Food Hub will be open each
Wednesday from 9 a.m. to 12 noon. Visitors
can acquire food for their entire family if
they bring proof of their household size, said
Pollock.
Food items are supplied by City Harvest and

and dispel miscommunication and myths
regarding the Ebola virus.
The event will feature medical, public
health and human rights experts looking
to offer an open and honest conversation
about the effects of the virus in Africa and
the current climate in our own communities,
while providing facts about Ebola that can
save lives.
This forum aims to diminish bias,
as West Africans throughout the area
are currently feeling the effects of
discrimination due to fear of the disease.
Speakers will include Dr. Barbara
Wallace, Columbia University, Teacher’s
College; Dr. Mardia Stone, MD, PhD,
Health Advisor to Liberian Government;
Eluemuno Blyden, PhD, Virologist
AfriVax; Dr. Aletha Maybank, MD, MPH,

Best-selling mystery writer Walter
Mosley will receive the 2014 Langston
Hughes Medal at The City College of
New York’s Langston Hughes Festival, on
Fri., Nov. 21st. Mr. Mosley, who earned
a master’s degree in creative writing
from CCNY in 1991 and was awarded an
honorary Doctor of Humane Letters degree
at the 2004 Commencement, is the author of
more than 40 acclaimed books which have
been translated into 21 languages. He is
best known for the Easy Rawlins detective
mystery series, the first of which, Devil in a
Blue Dress, was made into a movie starring
Denzel Washington.
The Medal is awarded to highly
distinguished writers from the AfricanAmerican diaspora for their impressive works
of poetry, fiction, drama, autobiography
and critical essays that help to celebrate the
memory and tradition of Langston Hughes.
Established in 1978, the Langston Hughes
Festival celebrates and expands upon the
literary legacy of, James Langston Hughes,
the poet laureate of Harlem.

99-year-old Ida Keeling, who recently broke the
world record for her age group in the 100-meter
at the Gay Games in August 2014.
“It’s just beautiful,” said Keeling, who started
running at age 67 and described daily exercise
as important as anything doctors prescribe.
“When I feel bad, it’s like medicine,” she
said.
Before her event, Keeling sat on the infield
as pre-K children prepared for one of the day’s
premiere events, a 55-meter dash for pre-K
children.
“That’s what I’m talking about—that drive,”
said Keeling as she watched youngsters run
towards the finish line. For kids, running can be
the key to a different mindset, she added.
Parents, too, reap the benefits.
Bronx resident Lydia Davis was one of
many parents who touted the day’s events as
she watched from the gallery with her three
children.
“The first time they came here, they
raced, and they won,” said Davis of her
three children. Davis said such programs are
integral to keeping her children active and out
of trouble.
As part of a special ceremony, NYRR
presented Dr. Norbert Sander the Abebe Bikila
Award for his contributions to the sport. Sander
spearheaded the efforts to restore the Armory
and also won the marathon in 1974. To date,
he is the only male New Yorker to have won
the race, according to New York Road Runners
officials.
As Sander accepted his award, he shared
running’s transformative power with the
Jamboree’s audience.
“Thousands of runners are running
themselves to their future. Start today. Start
your career in running today,” said Sander to
the crowd. “Put your mind to it. You can do it.”

El “Forever Young Invitational” incluyó a más
de una docena de personas mayores de 75 años
de edad, incluyendo a Ida Keeling de 99 años
de edad, quien recientemente rompió el récord
mundial de su grupo de edad en los 100 metros

There were hearty cheers in reply.
The festival runs until October 31st and
aims to bring the cultural and expressive
diversity of contemporary’s children’s
cinema directly to youths in uptown
communities. This year, films will be
screened in four venues: Alianza Dominicana
Cultural Center, Beacon MS 326, CUNY in
the Heights and Casita María in the Bronx.
This is the first year that films will also be
shown in the neighboring borough.
“Children need to learn from other
cultures,” said festival founder Armando
Guareño. “Foreign films allow kids to go
around the globe without leaving New York.”
Ernest & Celestine, which features the
voices of Forest Whitaker, Lauren Bacall, and
Paul Giamatti, tells the tale of a friendship
that beats all the odds.
Celestine is a young mouse who lives in an
orphanage in a subterranean civilization of
rodents. At bedtime, her caretaker routinely
tells the young mice scary stories about the
bears that live above ground.
“Mice and bears can only be
friends in fairy tales,” insists
the caretaker repeatedly to the
terrified mice.
But Celestine shrugs off such
warnings. In a sketchbook she
keeps close, she often draws
pictures of bears.
Celestine
also
defies
convention in other ways. While
mice are typically trained to
become dentists, she wants to be
an artist instead, and spends her
free time drawing in her sketchbook. She and
Ernest become friends when the famished
bear discovers the mouse inside a garbage can
and forge an unlikely alliance.
Together with Ernest & Celestine, this
year’s festival includes films from Spain,
South Africa, France, Israel, Puerto Rico,
Cuba, Argentina, Uruguay, Venezuela and
Dominican Republic.
“This is a good opportunity to bring a
little culture and a little of the world to this
community,” noted Talia Bernal Lockspeiser,
MSW, Associate Director of Catholic Charities.
Guareño said he sought out films based on
their ability to provide both entertainment and
education.
“My idea is that children identify themselves
in these movies,” he explained.
For Clara, the festival’s première proved
engaging.
“The idea of a bear and a mouse being
friends was funny,” she observed. “[And] at the
end, things worked out.”

reform on the federal level made the issue all
the more pressing locally.
Selecting the Working Families Party
ballot line specifically would contribute to
the passage of the state’s DREAM Act, which
would qualify undocumented youth who meet
in-state tuition requirements to access state
financial aid and scholarships for higher
education.
“[To pass] a DREAM Act will provide
our children the same opportunities for
tuition aid that other college students enjoy.
We must send a clear message about our
priorities,” said Sen. Adriano Espaillat.
“A Working Families Party vote elects
Democrats to Albany who will take action
on the issues.”
Jasmine Cruz, student at John Jay College
of Criminal Justice, is one such DREAMER
for whom the legislation holds personal
relevance. She’s also a member of Make the
Road Action Fund, a grassroots advocacy
group which works among working class
Latino communities to promote policy
solutions.
“If we secure a Working Families Party
majority in the Senate, the NY DREAM Act
will pass, ensuring that DREAMERS like me
who have worked really hard to learn English
and graduate high school are able to afford a
college education,” said Cruz.
“Latinos who are able to vote need to come
out and represent our community at the polls
because for every Latino voter there are many
more Latinos, like me, who are not able to
make our voices heard at the ballot box,”
Cruz added.
As Election Day draws near, Sen. Gustavo

Rivera of the Bronx’s 33rd District said that
participation would cause for affordable
housing, women’s issues, and the DREAM
Act to become legislative priorities.
He said he was not discouraged by the
history of low voter turnout in the Bronx,
citing
increasing poll numbers since 2010.
“We’ve inched up turnout in the primary,”
he remarked. “I feel that is a symbol, a sign
that people are starting to see that there certain
people we can rely on to ultimately represent
us.”
And until November 4th, he said he would
continue encouraging neighbors to come out
to the polls.

power,” said Sen. Rivera. “The decisions
made by people in that seat still impact
[voters] on a daily basis.”
