2. ADJOURN TO EXECUTIVE SESSION FOR LEGAL COUNSEL REGARDING
CONTRACTUAL MATTERS PURSUANT TO SDCL 1-25-2 (3). There will be a
resulting action item addressed at the end of this meeting.

8. CONSENT AGENDA
A. Raffle – Realtors for Kids plans to raffle a trip to Hawaii – 6 nights, choice of two
locations in Maui / includes airfare and car rental or $2,000 cash. Tickets are $25.00
each with sales from February 3, 2015 to March 27, 2015. Proceeds to benefit Realtors
for Kids programs.
B. Approve Special Event Permit for Leading Ladies Marathon on August 14, 2015. The
event launches from Spearfish City Park – women run from Lead Country Club back to
City Park.
C. Approve Minutes of Regular Session of January 20, 2015.

A. 2014 Officer of the Year - Officer Jason Gellett
10. HUMAN RESOURCES
A. Request authorization to promote Brian Larson to Police Corporal, grade 19, step 6,
$23.42 per hour, effective 2/1/2015. Promotion due to vacancy.
11. PUBLIC FORUM – PROPOSED SPEARFISH FIRE DISTRICT
12. ORDINANCES AND RESOLUTIONS
A. Consider Resolution of Inclusion for proposed Spearfish Fire District
B. First Reading of Ordinance 1205 – Supplement to 2015 Appropriations Ordinance for
budget adjustment for 201 and 214 Funds for Police Communications Software Purchase.
13. HEARINGS
A. Public Hearing to consider an application for a special malt beverage and on-sale wine
license for Crow Peak Brewing for the SRAC Winter Fundraiser on February 20, 2015
from 6PM to 11PM at the Pavilion.
B. Public Hearing to consider an application for a special malt beverage and on-sale wine
license for Northern Hills Rotary Club for Beer, Brats, & Bingo on March 21, 2015 from
5:30PM to 10PM at the Pavilion.
14. BIDS AND PROPOSALS
A. Request to accept proposal from Sam’s Trailer Sales to purchase 8X16 Utility Tool Crib
Trailer at a total cost of $8,495.00 funded equally by Water and Sewer.
B. Request to award bid for 2015 Pavement Striping to Dakota Barricade for a total of
$23,800. This is for main line striping. Two bids were received.

C. Request to accept proposal from HD Supply WWS for MXU Radio Read Control and
Cold Water Meters for purchase during the year 2015.
D. Request to accept HDR Engineering proposal for construction administration and
inspection services for the 2015 Ramsdell Utility Projects A and B at a cost of $85,795.
15. FINANCE OFFICE
A. Request authorization to transfer the following amounts for Payment In Lieu of Tax
(PILT) transfers to the 101-General Fund, as budgeted in Ordinance 1197:

16. PUBLIC WORKS
A. Request authorization for Mayor and Finance Officer to sign Black Hills Power’s Grade
Agreement and Electric Easement for the joint project with the City that will relocate
overhead power and communication lines adjacent to the City’s Cemetery water storage
Tank, underground for safety purposes. The City will dig the trench and provide the sand
bedding and BHP will complete the rest at no cost to the City.
B. Request to proceed with Phase II of Way Finding Project at a cost not to exceed $50,000,
budgeted in Second Penny
C. FYI – A public informational meeting for the 2015 Ramsdell Utility Improvements
Projects will be held on Thursday, February 19, 2015 at 5:30 PM in the Council
Chamber.
17. PARKS AND RECREATION
A. Request to accept proposal from Dakota Chimney and Restoration to perform brush
cleanup on GFP leased property south of Spearfish not to exceed $10,000. Budgeted.
B. Request approval for Chris Powell and Don Hill to attend the Wyoming Groundskeepers
and Growers Association – 32 Years Educating and Promoting the Green Industry in
Casper, WY February 11-13, 2015 at an approximate cost of $750.00. Budgeted.
C. Request approval for Alecia Hoffman, to travel to Wheeling, West Virginia March 8 –
13, 2015 for year 2 of NRPA Revenue Management School at an approximate cost of
$2055 depending on flights and vehicle rental. Training is budgeted.
18. PLANNING AND ZONING/ BUILDING AND DEVELOPMENT
A. Request approval for an infill request to modify front setback and lot coverage for a town
house project at west end of Paramount Drive
B. Request to accept the guaranteed maximum price for the Atlas Building
19. APPROVE THE BILL LIST DATED FEBRUARY 2, 2015.
