FOREWORD
Welcome to the 40th Wyedean Forest Rally organised by the Forest of Dean Motor Club Ltd and
sponsored by Weir Engineering.
This year we will again be following the popular format developed over recent years. Rally HQ,
documentation, scrutineering, service area, start and finish will all be based in Chepstow. Competitive
action taking place on Forestry Commission tracks within the Forest of Dean and Wye Valley, as
always we aim to provide maximum value for money and this year there will be NO double use of
stages, a rare feature on forest based rallies!
We have attracted a number of championships again for 2015; as in recent years we are the first round
of the BTRDA® Rally Series, which is sponsored by REIS - RAVENOL, This series again incorporates
the REIS - RAVENOL Gold Star® Championship, REIS - RAVENOL Silver Star® Championship, Kick
Start BTRDA® 1400 Championship, Vital Equipment BTRDA® Rally First Championship, BTRDA
Historic Cup, BTRDA Hyundai Genpower Production Cup and MG ZR Rally Challenge.
We are also the first round of the MSA English Rally Championship, a round of the Pirelli MSA
Welsh National Rally Championship, REIS ASWMC Loose Surface Stage Rally Championship,
the Gwynne Speed Rally Challenge and finally a round of the Brian Dennis Motorsport Welsh Historic
Rally Championship 2015.
This year we are making it a lot easier to enter the event. Just log on to our on-line entry form, fill in the
details and pay by bank transfer all from your armchair.

SUPPLEMENTARY REGULATIONS
ARTICLE 1. ANNOUNCEMENT
The Forest of Dean Motor Club Ltd. will promote a NATIONAL B permit Special Stage Rally on
Saturday 14th February 2015, starting at Piercefield Park, Chepstow Racecourse. The event will be a
qualifying round of the following 2015 championships:

ARTICLE 2. JURISDICTION
The event will be held under:
a) The 2015 General Regulations of the Royal Automobile Club Motor Sports Association Ltd.
(MSA) incorporating the provisions of the International Sporting Code of the FIA;
b) Regulations issued by the Championships in Article 1;
c) These supplementary regulations;
d) Any written instructions that the organising club may issue for the event.

a) Fully elected members of the organising club;
b) Fully elected members of a member club of the Welsh Association of Motor Clubs;
c) Fully elected members of a member club of the Association of South Western Motor Clubs;
d) Fully elected members of the BTRDA®;
e) Registered Contenders for any of the championships listed in Article 1.

ARTICLE 6. LICENCES
All competitors MUST produce at documentation, a valid 2015 COMPETITION LICENCE,
CHAMPIONSHIP REGISTRATION CARD & CLUB MEMBERSHIP CARD. If an entry is made in the
name of a commercial firm or sponsor, the firm or sponsor MUST hold a valid 2015 Entrant’s Licence
issued by the MSA, which must be produced at documentation. If 2015 competition licences are unable
to be produced at documentation then H.22.1.2 will apply, non production fee in 2015 is £67.
No Competition Licences for drivers can be applied for at Documentation; however navigators
are able to apply for a Non-race National B licence at documentation (H26.1.4)

* Valid homologation papers will be required and available for inspection by officials at any time. All
Vehicles must comply with 2015 MSA Technical Regulations (in particular R46-49 as appropriate).
Vehicles with forced induction will have their engine capacity increased by 70% to establish their class;
this does NOT apply to diesel engines. Vehicles with turbo-chargers must comply with 2015
restrictor regulations. Championship scores will be determined by the respective championship
co-ordinator.
Competitors will be seeded in two blocks. The first block will be cars in classes RF1.0, RF1.4, RF 1.6,
1400C, 1400S and H1 classes, leaving the start first. The second block will contain classes N3, N4, B10,
B11, B12, B13, B14, H2, H3 and H4 Within each block cars will be seeded in order of anticipated
performance.
ARTICLE 8. ROUTE
Cars will start at one-minute intervals. The event will contain 8 special stages totalling approximately 45
miles. These stages will be timed to an accuracy of less than 1 minute in accordance with R31.1.3. The
stages will use Forestry Commission roads and each road will be used once. Road sections totalling less
than 100 miles. The route will be defined by eight - figure national grid map references (O.S. 1:50,000
Maps 162 & 171 contain the route and the use of 1:25,000-scale maps will be permitted) and a Tulip
Road Book. The start, finish, results and awards presentation will be at Piercefield Park, Chepstow
Racecourse, Rally HQ (MR.162/5230 9500).
ARTICLE 9. IDENTIFICATION
Competitors must display regulation size black numbers, on a white background, on both sides of the car
(J4). Competitors are reminded that these numbers must be removed completely after the event or upon
retirement from the event.
The following identification material WILL BE PROVIDED BY THE ORGANISERS and MUST be fixed to
the vehicle as per the diagram below:

ARTICLE 10. ENTRIES
The entry opens and closes as per Article 5. The entry fees are as follows:

* To receive this discounted entry fee competitors MUST be a registered contender in the BTRDA
Rally First championship, if not then the full entry fee is payable. This will be checked at
documentation.
All entry fees are made up as follows:
The entry fee is inclusive of MSA insurance and permit fees (including insurance premium tax), one
service pack. All cheques received will be banked. No entries will be reserved or accepted by telephone
or e mail. Post dated Cheques and other like forms for deferring payment will not be accepted. The
Entrant, Driver and Co-Driver will be deemed jointly and severally liable for the payment of all fees.
Where applicable, the entry fee has been based on the current Forest Commission road charges. Should
there be any variation in these charges it may be necessary to levy a supplementary entry fee, to be
collected at Documentation, although it will be advised to competitors in advance (H30.1.3e).

Entries will only be accepted when the entry form is correctly completed and full payment made.
We will also accept cheques which should be made payable to Forest of Dean MC, and posted to our
entries secretary.
Should a cheque be returned by our bank that is not honoured by the drawers bank, then the entry
associated with the payment will be treated as a ‘withdrawn entry’ until the correct fee has been
submitted and cleared through the Organisers bank.
It is the Entrants responsibility to indicate on their Entry Form the correct eligibility for their various
Awards, Championships and class entered.
The maximum entry for the event is 165, the minimum is 130; should the minimum figure not be reached
the Organisers reserve the right to either cancel the event, amalgamate classes, or reduce the
competitive forestry mileage. There will be no entries held in abeyance, we will accept entries up to our
maximum, once this has been reached your entry will be held in reserve. Reserves that fail to get an
entry will have a full refund of the entry fee.
The Organisers reserve the right to refuse any entry without giving a reason.
Full details of the route and special stages will be given in the Road Book, which will be e-mailed or
available for download together with the final instructions (these will be sent to the nominated contact
on the entry form). The Road Book will contain all the necessary information to enable Competitors to
comply with R2.3.2. A paper copy of the Road Book and Final instructions will be in your pack which you
collect at SIGNING - ON.
The seeded list will be final and not subject to protest. The Organisers MUST approve a change in

driver after entries close. Only the first named driver may drive on Special Stages. Fees for entries
withdrawn will be applied as follows:

ENTRIES MUST BE WITHDRAWN IN WRITING the date of withdrawal will be the date of receipt by
the Organisers. If the event is cancelled or postponed the Organisers will retain £25 to cover
administration fees and committed expenditure, all other fees paid will be returned. The above conditions
will also apply to reserves who will be notified as soon as possible of vacant places. Reserve entries
that are not offered a start will receive a full refund. Competitors are advised that information they
provide will be stored in a computer retrieval system and may be used for organisational and publicity
purposes.

Provisional results will be posted on the official notice board as soon as possible following the end of the
event subject to official delays (D26). If competitors have a query regarding the interim or provisional
results, results query forms are provided in the road book and at Rally HQ. These should be handed to

one of the Competitor Liaison Officers at Rally HQ. Any protest must be made in accordance with C5
and Appeals in accordance with C6. FINAL RESULTS WILL BE SENT OUT BY EMAIL:
ARTICLE 13. NOISE TEST, SCRUTINEERING & DOCUMENTATION
Noise Test and Documentation will take place at Piercefield Park, CHEPSTOW RACECOURSE,
CHEPSTOW, MONMOUTHSHIRE NP16 6BE (MR: 162/5230 9500) Scrutineering will be at H J Weir
Engineering, Bulwark, CHEPSTOW MON NP16 5QZ (MR: 162/5349 9280),and will not start before
14:00 hrs and finish at 20:00 hrs. Full details of the locations will be supplied in the Final Instructions.
Please note that no transporters or trailers will be permitted at the scrutineering location.
Any competitor not signed on by 20:30 hrs on 13th February 2015 may be excluded. Noise Test will be
as per J5 chart 5.18 SECTION C; noise test and scrutineering, will be carried out BEFORE
documentation. At the Noise Check competitors will receive a process card; competitors must complete
the crew, class and championship sections before presenting the card at documentation.
All entries with turbocharged engines are required to have correct size restrictors in place and
sealed. Restrictor size and seal number must be recorded in the MSA log book, FIA app J ART
6.1 (a). Note there is no provision at scrutineering to seal turbos.
Identification material will be issued at the Noise Check as detailed in Article 9 (Items 2 & 3), this
material must be applied prior to entering the scrutineering bay.
Process cards, rally plates, door strips and reflective numbers will be issued at the noise check. As you
approach the scrutineering bay please have ready for inspection: Helmets, overalls, MSA log book, MOT
and homologation papers where appropriate. You are urged to ensure your overalls, helmet and seat
belts comply with 2015 MSA Regulations.
At Scrutineering each car will be inspected to ensure it complies with the 2015 MSA Tyre, Technical and
Safety regulations. The vehicle must be presented in the same condition as it is intend to compete. All
cars must be taxed and insured for the Public Highway and comply with the requirements of the 2015
MSA General Regulations.
Competitors are only permitted to use fuel that conforms to the definitions of Pump Fuels in the
2015 MSA Yearbook (Page 63 Appendix 1) or fuel that complies with FIA Appendix J, Article 252,
Art 9. No other fuels are permitted.
A valid MOT test certificate must be produced at Scrutineering for any car required by law to have such a
certificate. Failure to produce this document will lead to a refused start.
Each entrant and driver will be assumed to have full knowledge of the car and its eligibility for the event
and class entered. A validated MSA Rally Car Log Book must be presented at Scrutineering and on
demand throughout the event for each car. Valid Homologation Forms must be provided and made
available at Scrutineering and on demand throughout the event for each relevant vehicle. Drivers and
Co-drivers are reminded that they must wear overalls and crash helmets that comply with the 2015 MSA
Regulations on all Special Stages. Documentation will take place after scrutineering. On production of a
process card, competitors’ details will be checked, including the inspection of licences, together with
insurance details.
Competitors wishing to carry a video camera in the car during the event must declare this on the
entry form so a letter of authorisation can be issued and presented to the Chief Scrutineer on
arrival at scrutineering. This letter of authorisation must accompany the car to Scrutineering.
For Historic Cars in Classes H1 to H4 the use of snow tyres with an aspect ratio of less than 70% is
only permitted with the prior approval of the C of C.
At the discretion of the Eligibility Scrutineer and the Clerk of the Course certain Competitors vehicles will
be selected for Post Event Scrutiny at MC.4. Failure to present the vehicle at the nominated place and
at the time designated may be penalised as under Article 17.

ARTICLE 14. CONTROLS & TIMING
The Target Timing Regulations, using Digital clocks operated by Officials under the control of an MSA
Approved Timekeeper, will govern timing of the event.
a)
All Controls will open 15 minutes before the Due Time of the first car and close 15 minutes after the
Due Time of the last Competitor still running, having taken into account any delays. Competitors
must present themselves, ready to start at MC.1 15 minutes prior to their published start time.
R31.2.5 - Maximum Permitted Lateness is the amount of cumulative lateness which if exceeded from
the previous Main Control will result in a competitor being deemed to have retired and excluded from
the results. The maximum cumulative lateness between main controls is as follows:
MC.1 to MC.2
15 MINUTES
MC.3 to MC.4
15 MINUTES
There is no penalty free lateness allowance between MC2 and MC3, competitors are reminded that as
MC3 is an MC (out), lateness out of service will be penalised at 10 seconds per minute, R32.2(j). In the
event of unforeseen circumstances, the organisers reserve the right to adjust this hour, either up or
down.

To be classified as a finisher, a competitor must report to all controls listed in the Road Book and
report to the final control within the maximum lateness specified, with the car in which he started.

It is the Competitor's responsibility to ensure that his times are correctly recorded and that Time
Cards are handed in when and where instructed. Should any recorded time not be legible or not
appear authentic the Organisers may use any means at their disposal to establish a time.

Competitors will receive penalties as follows:

(ii) Over Bogey under Stage Maximum Time

Each Special Stage will have a Bogey Time set at 70 mph and a Stage Maximum set at
approximately 28 mph, which will be detailed in the Road Book.
g)
Road timing will be to the previous whole minute. Each Road Section will be allotted a Target Time.
Competitors can calculate their Due Time of arrival at any Time Control by adding this Target Time to
their recorded time of departure from the preceding Time Control. On Road Sections following a
Special Stage, extra time may be included to allow for any delay at the Special Stage Finish,
Emergency Auxiliary Service Point, and Passage Control etc.
h)
At all Timing Controls on Road Sections, Competitors who are early may wait for their Due Time
outside the Control Area. The time recorded at these controls shall be the time on the official clock
when the crew submits the Time Card to the Official, provided that the car and both crewmembers
are within the Control Area. Once a Competitor’s car enters the Control Area, the crew must submit
their Time Card to the Official within one minute: (i.e. a Competitor’s car may enter the Control Area
up to 59 seconds before their Due Time, without incurring a penalty for early arrival.
i)
At MC.4 (final time control) competitors are allowed to check-in without penalty in advance of their
due time, the time entered on the time card will be the competitors due time and not the actual time
of checking-in. Competitors who check-in later than their due time will be given the actual time of
checking-in in accordance with Article 14.
j)
Timing Controls. All controls other than Passage Controls (PC's) will be Timing Controls. The
following titles shall describe the various types of Timing Control:

At MC.3 competitors will re-start at one-minute intervals in the order of their arrival at MC.2. A
competitor can calculate their due time at MC.3 by adding the Service target time to their MC.2 time.
R32.2(j) will apply at MC.1a and MC.3. Competitors may be required to make up lateness at rest
halts. However, competitors will be given a minimum amount of service time which will not be
less than 20 minutes.
Special Stage Arrival Control (SSA)
At this Time Control a Marshal enters a Competitor’s time of arrival and the provisional starting time
for a Special Stage which must be a minimum of three minutes after the arrival time in order to allow
the crew to prepare for the stage. The area between the Special Stage Arrival Control and the Stage
Start is Parc Fermé. At the Special Stage Start, the Marshal will enter the actual Start time which will
normally correspond with the provisional Start time. The Start will then be given in accordance with
25.7.
Special Stage Start Control (SSS)
At the Special Stage Start the marshal will enter the actual start time, which will normally correspond
with the provisional start time in hours and minutes. As each section is timed separately, the time
taken from SSA to SSS is 'Dead Time' and delays are automatically allowed for. The start will be
signalled by traffic lights which will go from RED (15 seconds to go) through AMBER (5,4,3,2,1
seconds to go) finally to GREEN at the start time. In the event of equipment failure, the start
procedure will revert to the manual system that is described in R25.7.
Special Stage Finish Control (SSF)
A competitor will receive his Special Stage Finish Time in hours, minutes, and seconds at the Special
Stage Finish Control (Stop Line). This time in hours and minutes will be the start time for the next
section. Any Competitor who fails to stop at the Stop Line must return on foot; reversing the car is
prohibited and subject to the Penalty of EXCLUSION.
Service Control (SV)
The Service Area will have IN and OUT Time controls and a Target Time will be specified between
these controls. The section between the IN and OUT controls will be marked as a Road Section;
there will be no cumulative lateness between Service In and Service Out.
Passage Control (PC)
At any point indicated in the Road Book, the Organisers may establish a PC in order to collect Time
Cards from Competitors or for other purposes. A Competitor failing to provide the necessary
documents at any PC will be deemed not to have reported there and will be EXCLUDED. Any times
recorded at a PC will be used only to ensure that Competitors have followed the requirements of the
Road Book, and not to calculate Cumulative Lateness.
Notional Times (R24.5) For the purpose of determining the notional time to be given to a crew who has
not been able to cover a stage in the normal manner due to the running of the Special Stage being
stopped, the two categories of vehicles in the rally will be treated as separate events. The notional time
for competitors in Classes RF1.0, RF1.4, RF1.6, 1400C, 1400S, H1, H2 and H3 will correspond to the
slowest time set by a competitor in one of these classes, up to the moment of interruption.
The notional time for competitors in Classes H4, N3, N4, B10, B11, B12, B13, and B14 will correspond
to the slowest time set by a competitor in one of these classes, up to the moment of interruption.
If in the case of these categories it appears that the slowest time represents a complete anomaly, the
next slowest time may be retained (and so on until the 5th slowest time).
However no crew that is totally or partially responsible for stopping a stage, may benefit from this
measure. If they finish the stage they will be given the time that they actually set even if this is greater
than the time awarded to other crews.

ARTICLE 15. SUBJECTIVE ROUTE NOTES & MAP BOOKS
Subjective Route Notes for this event will be available from Patterson Pacenotes (Brian & Liz Patterson).
It is the competitor’s responsibility to order and pay for their notes direct from Patterson Pacenotes as
the event organisers will not be involved in this process in any way. Please see the Patterson
Pacenotes advert in these regulations for further details.
No other route notes are authorised for use on this event, and if found, will be penalised in accordance
with R25.9 and R32.2(q). This does not however preclude competitors from making notations thereon to
suit their individual purposes or to transfer information provided by the organisers (i.e. logging and safety
information) onto the notes.
Pine Lodge Maps will be able to supply colour stage map books for this event. It is the competitor’s
responsibility to order and pay for their maps direct from Pine Lodge Maps as the event organisers will
not be involved in this process in any way. Please see the Pine Lodge Maps advert in these regulations
for further details. In all instances competitors are advised that the organisers accept no liability or
responsibility for the use of the Subjective Route Notes or Colour Stage Map Books.
Pre-event practising or testing over Special Stages on this Event is forbidden. The penalty is
EXCLUSION. The registration number of any vehicle seen on private land in the vicinity of any of the
Special Stages prior to 07:59hrs 14th February 2015 will be reported to the police for trespass. Any such
vehicle(s) linked to a competitor will be in breach of R5.1.4.
ARTICLE 16. SERVICING
Two categories of support vehicle will be permitted: Service Vehicle and Auxiliary Service Vehicle.
Each Service or Auxiliary Service Vehicle must be registered with the Organisers before a competitor is
allowed to start. Competitors will be sent, with their Final Instructions, a registration form for their
Service Vehicle and Auxiliary Service Vehicle (if ordered) and MUST present this fully completed
at DOCUMENTATION. The use of a Service or Auxiliary Service Plate on a vehicle not previously
registered with the Organisers is an offence for which the penalty of EXCLUSION may be applied.
There will be one service area visited once at Chepstow Racecourse, where your Service Crew may
carry out work on the competing car. The use of pressure washers in the service area is not
permitted; failure to comply with this will be treated as a breach of these regulations. The service area
will only be accessible to competitors and Service or Auxiliary Service vehicles bearing the
correct official Plate. All areas other than the official Service Area will be OUT OF BOUNDS to Service
Vehicles.
Only ONE Service Vehicle will be allowed per competing car. Auxiliary Service assistance will be
permitted at designated Auxiliary Service points after some Special Stages from Auxiliary Service
Vehicles displaying the appropriate Auxiliary Service Plate. These plates may only be used on
conventional saloon cars or their estate/van derivatives, 4x4 off-road leisure vehicles and people
carriers, subject to approval by the Organisers. The use of 'Transit' type vans, panel vans, trailers
and roof racks is not permitted. These vehicles must follow the route supplied by the Organisers in the
Auxiliary Service Pack (this will take the form of maps and map references); all other sections of the rally
route are OUT OF BOUNDS to Auxiliary Service vehicles. Application for Auxiliary Service Packs must
be made on the Official Entry Form.

Service vehicles will not be allowed to leave the Service Park on Saturday 14 during the running of the
event unless they are going to recover a vehicle that has retired. The organisers will check this. STRICT
CONTROL WILL BE APPLIED TO VEHICLES ENTERING AND EXITING THE SERVICE PARK;
ONLY VEHICLES DISPLAYING AN OFFICIAL SERVICE OR AUXILIARY PLATE FIXED TO THE
FRONT WINDSCREEN OF THE VEHICLE THAT HAS BEEN ISSUED BY THE ORGANISERS WILL
BE ABLE TO ACCESS THE SERVICE PARK. REGISTRATION NUMBERS WILL BE CHECKED.
Each entrant, for £15.00, can purchase only ONE Auxiliary Service Pack. The Organisers reserve the

right to restrict or refuse any application. Crews may work on their own cars in non-service areas but
must comply with R38.2. Vehicles and their crews/personnel carrying a Service or Auxiliary Service Plate
issued by the Organisers will be subject to the same regulations as competitors regarding noise, bad
driving manners etc. Officials and Marshals have been instructed to note any infringements of these
rules (see Article 17).
Entrants are responsible for ensuring that their Service Crew and Auxiliary Service Personnel
understand and comply with these regulations (R38.3) and that their Service Vehicle and Auxiliary
Service Vehicle bear an Official Plate which must be fixed to the front windscreen and be clearly
visible at all times failure to comply with this requirement may lead to exclusion for the competing crew.
Work carried out regarding service and carriage of fuel in service vehicles should comply with general
Health and Safety recommendations. REFUELLING of rally cars must at all times be in accordance
with Health & Safety
Guidelines. We are planning to establish a re-fuelling area which competitors must use to re-fuel their
vehicles. This area will be situated adjacent to MC1 and MC3, additional time allowance is built in to the
time schedule to accommodate re-fuelling. Petrol stations en route will be identified in the Road Book.
Every person participating in the Weir Engineering Wyedean Forest Rally, whether employed or
voluntary, shall take reasonable care for the safety of themselves and other persons, who may be
affected by their actions or omissions during the operation of this event.
This is your responsibility and by completing the event entry form you are acknowledging this fact. A
10mph speed limit will operate within the Service Park.
Security will be provided in the Service Park from 20.00 hrs Friday 13th to 08.00 hrs Saturday 14th.
ARTICLE 17. PENALTIES
Competitors will start with zero penalties; classification for the Order of Merit will be by reference to total
time penalties received, the winner being the competitor with the least total time penalty. In the event of
a tie the winner will be the competitor who has completed the greatest distance from the start with the
least Stage Penalty.
To be classified, as a finisher a competitor must report to all controls in the order listed in the Road Book
and report to the final control within the maximum lateness specified, with the car in which he started.
Penalties will be applied as printed in the MSA General Regulation R32.
ARTICLE 18. USE OF ‘SOS’ & ‘OK’ BOARD (R25.4)
Competitors must carry an A4-size white board with a red SOS on one side and black OK on the other
(letters to be a minimum of 12cm high with a minimum stroke width of 1.5cm), with means to secure
them on display for oncoming Competitors. In the case of an accident where urgent medical attention is
required, the red SOS sign should be displayed as quickly as possible to alert following cars and aid any
helicopter attempting to assist. Any crew that sees a red SOS sign displayed on a car, or sees a major
accident where both crew members are inside the car but not displaying the SOS sign, must immediately
and without exception stop to give assistance. All following cars must also stop and the second car
arriving at the scene must inform the next radio point. Subsequent cars must leave a clear route for
emergency vehicles. The Clerk of the Course may award a discretionary time to any Competitor delayed
in such circumstances. Any crew which is able to but fails to comply with the rule will be reported to the
Clerk of the Course who may impose penalties. In the case of an accident where medical intervention is
not required, the OK sign must be clearly shown to following vehicles, and to any helicopter attempting to
assist. If the crew leave the vehicle, the OK sign must be left clearly visible to other Competitors. Any
crew failing to comply will be subject to a penalty at the Clerk of the Course’s discretion. Competitors
who misuse the SOS or OK signs will be penalised and may be reported to the MSA for further action.

adequately packed for return, to ensure no damage occurs in transit.
These awards will be presented at the awards presentation. The allocation of the various championship
points is the responsibility of the relevant Championship Co-ordinator.
Special awards highlighted in red will be presented at a club meeting at Parkend Social Club, date and
time will be advised in the finals.
ARTICLE 20. DAMAGE DECLARATION
Competitors will be required to comply with R40.1.3.
ARTICLE 21. JUDGES OF FACT / NOISE
Named Judges of Fact appointed by the Organisers will be on duty throughout the event to observe and
report upon any competitor considered to be in contravention of these Regulations and under R24.7. The
Organisers will appoint Judges of Fact to report on sound levels. Excessive sound will include
instantaneous occurrence of noise such as that produced by backfiring caused by anti-lag systems. They
will then report their findings to the Chief Scrutineer who will advise the Clerk of the Course who will
apply the appropriate penalty which may go as far as Exclusion. Names of the Judges of Fact will be
posted on the Official Notice Board prior to the start of the event. The Chief Scrutineer and Eligibility
Scrutineer appointed for the event are Judges of Fact in respect of vehicle eligibility. Special Stage Start
officials will be empowered to judge whether or not a competitor has made a false start. Driving
Standards Observers may be appointed.
ARTICLE 22. INSURANCE
Competitors must have Insurance in place which provides Third Party Liability cover that complies
with the Road Traffic Act. This can be an extension to the existing motor policy for the car or
purchased via the event organisers.
If a competitor uses an extension to an existing policy, they will be required to sign a declaration
that the cover complies with the requirements of the Road Traffic Act.
Any responsibility for a fraudulent or misleading declaration about existing cover lies with the competitor.
If a competitor wishes to purchase cover via the organisers then they can do so prior to the event
providing they comply with the following.
Age 19 years or over
Has held a full licence for a minimum of 6 months
Has no more than 6 points of their licence
Has had no more than 1 fault claim in the last 3 years
Anyone aged less than 19 years old will also be accepted at the same price should their co-driver
be a more senior member of their family or over 25.
Any competitor, who falls outside these parameters, may be offered cover at the standard price (or
a higher price) depending on circumstances. These competitors must ask the event organisers to
obtain agreement from REIS prior to the event.
The Event Organiser’s RTA scheme is provided by REIS and underwritten by Chaucer Insurance.
