New Year Resolution
People’s resolutions usually focus on
losing weight, cutting down on alcohol
consumption, giving up smoking or
saving up for that new car. In contrast,
I remember reading an article by Rabbi
Jonathan Sacks some years ago which
stuck in my mind because of its great
wisdom. “Resolve to love”, he wrote.
“Love your spouse and you will have a
happy marriage. Love your children and
you will have a happy family. Love your
work and you will have a happy career.
Love life and you will be blessed.”
On the other hand, he cautioned, avoid
“If only” as it is the opposite to love.
If only I earned more. If only my wife
was more understanding. If only my
colleagues were more friendly. If only
I had that new car. “If only” is part of
our modern day consumer culture as it
focuses on what we don’t have instead
of what we do have. In a year when
the economic recovery may stall and
government cut-backs may begin to bite
some more, Rabbi Sacks’ words may
provide some comfort: “when business
is bad, invest in the spirit; if the economy
stops growing, your happiness can still
increase.”
A New Year’s resolution to love and
invest in the spirit may bring greater
dividends than the usual batch of
intentions where motivation declines
and self-deception begins to creep in
before January is even out.
I also like Rabbi Sacks’ little parable
about self-deception. Little Johnny
comes home from school with a note
from his teacher saying “Johnny stole
a pencil from the pupil sitting next to
him.” Johnny father is furious with
Johnny. “If you needed a pencil, why
didn’t you ask me? I could have brought
dozens back from work.”
A loving New Year wish goes to all the
readers of the Welton NEWS.

Hackthorn School
Happy New Year! We look forward
to another action-packed term and the
opportunities that each year seems to
bring to everyone. We just need to pause
and take in one or two of the seasonal
highlights from the end of last term.
First of all, we would like to make it clear
that the recent press stories about the lack
of traditional Nativity plays does not
apply here! A packed audience of family
and friends were enchanted by this year’s
production, but what they didn’t realise
was that less than an hour before Mary
and Joseph were looking for a place to
spend the night, the whole school had
been in the same room enjoying a slapup Christmas lunch courtesy of Will’s
Diner! Then, in the great Hackthorn
tradition, everyone played their part in
restoring the room to cleanliness and
order sufficient for shepherds to doze by
night with their flocks.
A great opportunity was enjoyed in early
December, when the whole school went
off to town to visit the ice rink for a
spot of skating. Obviously, with such a
range of ages and abilities, some took
to it quicker than others but everyone,
to their immense credit, had a go. The
DAVE LINDER
PLUMBING & HEATING
staff were very proud not only of the
way everyone behaved but also of the
fact that older children helped out with
the younger ones, and even those who
were particularly anxious took a deep
breath, gave it a try, and discovered that
thrill which you only get from learning
something new that you maybe didn’t
think you would ever be able to do. That
experience is something which we value
greatly at Hackthorn, because we know
its influence will stay with the pupils far
beyond their years at Primary School.
Did we mention the opportunities that
each new year bestows upon us? Well
this month we shall be looking to recruit
a new lunchtime supervisor. Why not
give us a call, and arrange to pop in and
see for yourself what joining us might
entail?
In addition, don’t forget that the deadline
for applying for a reception place for
September is almost upon us, so don’t
delay if you haven’t done the necessary
yet. If you need any help or advice,
please get in touch, we are always happy
to help where we can.
Contact the school on 860295 to arrange
a visit or request a school brochure, or

Faulty Towers
A few weeks ago, one of Spain’s most
prominent celebrities died. The Duchess
of Alba was a rather unusual person;
an extremely wealthy eccentric. But
what made her unique - to the Guinness
Book of Records, at least - was that
she had accumulated about fifty (yes,
fifty) titles of nobility. We are used to
our own monarchs and members of the
royal family possessing several titles but
this lady put them all in the shade. Her
official name was no less impressive,
incorporating around thirty family
appellations. She owned so much land
that it was said that it would have been
possible for her to journey the whole
length of Spain without leaving her own
property. Her first wedding, in 1947,
was a lavish affair costing around £2
million in today’s money. One imagines
that the Duchess largely enjoyed her
privileged life, but for all her titles and
fabulous wealth, she remained a mortal
human being just like the rest of us. I
doubt that anyone reading this article
would truly understand the reality of
her life - if you do, by the way, we are
still fundraising for our new community
premises - but there is something about
nobility and wealth that sets those who
have it apart from the rest of us, a fact
that has been demonstrated recently in
media coverage of unpleasant remarks
made to a policeman and to a taxi
driver.
There is, however, another very different
perspective on status and privilege. Jesus
spoke very clearly about money being
no sort of insurance against the human
condition (Luke 12:13-21, Matthew
6:19-21) and about a different set of
values that count for something eternally
(e.g., Matthew 5:1-12). The parables of
the rich man who loved money more
than God (Mark 10:17-23) and another
who ignored the plight of the poor
(Luke 16:19-31), together with that
of the sheep and the goats (Matthew
25:31-46) tells us how seriously God
takes the abuse and misuse of wealth
and power, and equally how much He
loves the poor. The Bible, as a whole,
powerfully establishes the truth that
God loves all His creation; we are
no less loved or important in eternal
terms than those with wealth, power,
or prestige. All these may seem to
dominate this life, but they will have no
place in the next.
The arrival of a New Year often leads
us to reflect on life. The contemplation
of the passing of time sharpens our
awareness of past achievements and
present purpose. Whatever our status or
position in life, God’s love remains the
same for each one of us: unconditionally,
unremittingly, unendingly the same.
With best wishes for a blessed New
Year.

not have much significance to a majority

The Publications & Heritage Committee
has been working on this project for a
considerable time and it has been a long
time coming to fruition. We are indebted
to the Welton NEWS for paying the cost
of the publication of this booklet.
Following several requests for our
publication ‘Welton, I Remember’ which
was produced in 1996 and is now out of
print, at its last meeting our committee
decided to update and reprint this book.
In order to make this new project possible
we are looking for help from anyone in
the village who has any reminiscences
or photos regarding events that have
happened in Welton since 1996. Any
photographs will be copied and returned
to their owners and will be acknowledged
in the new book. We are hoping to take
events in this new publication up to
2016. Whilst this is over a year away,
these projects take a lot of time.
In particular we are looking to update the
following chapters: Our Village; Health
Care; Schools; Library; Twinning; Village
Hall; Trades & Businesses; Events; Sport,
to name just a few. ‘Welton, I Remember’
was a very popular book as it charted the
history of our village as remembered by
its villagers. If you can help us in this
latest project please contact the Parish
Office on 860336, drop in at 7 Lincoln

Naturewatch
After a relatively short warm autumn
came a sudden a frost which turned
everything on its side and all (not some)
of the leaves dropped and landed on our
front garden. Even the worms couldn’t
pull them under the surface of the
lawn quickly enough, and the local cats
thought this was an excellent litter for
their nefarious purposes.
I did manage to blow some of the leaves,
suck some and scrape some and rake
some more, and filled my green wheelie
four times and my compost bin twice;
an awful lot of leaves. But when you
looked closely at the colours this year,
they were splendid. I am told the colours
are formed by various natural sugars
and acids which blend in certain ways
to give the wonderful hues. I couldn’t
help noticing the trees and shrubs
on the side of the A46, particularly
between the Riseholme roundabout and
the A57 Carholme roundabout, were
spectacular for around a week before
they all dropped off and ended up on
the side of the road. They eventually
ended up blocking the drains by their
sheer volume, as they did in our villages.
This, as well as a mistimed mowing by
the contract lawn mower, caused quite
severe surface water problems in places.
The birds that visit us for the winter were
virtually on time. After having seen the
last swallow late in September I thought
that the Indian summer just might cause
the migrants to come to us a bit later.
The flocks of pink-footed, greylag and
barnacle geese were to be seen heading
south or maybe south-east, on time in
their skeins. Depending on the breed
some were very noisy and some were
not talking to each other at all. All of
them, however, made good binocular
viewing as they passed. I was worried a
few times, when the Red Arrows were
flying, whether their radar or the air

traffic radars would pick up a flock of
geese. One can only hope and wonder,
as some of the pink-footed and greylags
can be big birds.
We do seem to be terribly down on the
numbers of small birds. Generally, the
head count this year in our garden has
been possibly the worst ever. We are,
however, plagued with a very noisy
family of gulls (note the ‘sea’ bit has been
left off). These feral gulls have taken to
roosting on any flat-roofed extension
and they cannot shut up even when
they are supposed to be sleeping. At the
crack of dawn they scream and shout
to welcome the day in whilst we lesser
mortals bury our heads further under the
pillow and hope they will find another
flat roof, ten miles away or so, and go
and find breakfast preferably where they
are supposed to be: at the seaside. Even
the usually noisy pigeons have shut up
with this invasion of noisy, squalling,
squabbling birds. Gulls are exceptionally
skilled flyers and if you watch them
they are quite extraordinary with their
aviatory antics; the Red Arrows are
better somehow, as they can do it in
formation.
In the midst of possibly the most expensive
time of the year when the bills come in
for the Christmas food and of course
those ‘must haves’, please try to put a
little food and in particular fresh water
out for our wildlife. I have a feeling that
the hedgehogs got the message after
that frosty night as there have been no
‘messages’ to say they are still wandering
about the garden. Leave the odd rotten
apple out for the robin and blackbirds to
decimate and plenty of small seed with a
small portion of fat for the blue tits.
I hope you had a splendid Christmas and
New Year, and hopefully not too many
resolutions have gone out of the window
already!

Dash For Gas
Welton residents are becoming
increasingly alarmed that the fracking
(High Pressure Slick Water Hydraulic
Fracturing) industry is poised to descend
on the area, prospecting for shale gas.
The area is accustomed, historically,
to the conventional extraction of oil
on a small scale but Welton and the
surrounding villages sit very closely on
shale rock formations and ‘Where There’s
Shale There’s Brass’ for the government
and the huge oil and gas companies and
their subsidiaries.
Frack-Free Lincs is a Lincolnshire-wide
campaign group. We are composed of
hundreds of local people who are working
hard to ensure Lincolnshire residents and
their elected representatives are fully
informed about the risks of fracking,
including the threat of contamination to
water supplies, as Lincolnshire’s limestone
aquifers are especially vulnerable in the
fracking process which uses millions of
gallons of fresh water per fracking
operation; the requisition of large areas
of agricultural land, roughly three
hectares per drill-site; the increase in
road traffic with approximately 50 lorry
loads per day bringing in the fracking
fluid, and taking out the waste-water; the
air, soil and water pollution where some
Wagon House Teashop at
50%-70% of the toxic fluid remains
in the ground after each frack; and the
implications for the sale and insurance of
people’s homes.
Then there is the misinformation about
cheap, readily available, domestic
energy supplies. “We are part of a wellconnected European gas market and,
unless it is gigantic amount of gas, it is
not going to have a material impact on
price.”(Lord Browne 29/11/2013)
Scientists, globally and here in the
UK, are extremely concerned about
the repercussions of fracking. The UK
government’s Chief Scientific Advisor
Sir Mark Walport stated last November
that the fracking risk can be compared
to the thalidomide and asbestos health
disasters (go to http://rt.com/uk/209827fracking-chemical-toxic-report/).
Planning applications classify fracking as
a hazardous Industry.

Have YOU registered
to vote?
It’s time to make sure your vote is counted
on Thursday 7th May. This is when
elections for the UK Parliament, West
Lindsey District Council and Welton
Parish Council will be held.
Changes to electoral registration means
each person must apply separately and
register details individually. Recently
released figures show that although the
number of electors on the new electoral
register is 71,866, this is a reduction of
2,085 since last year. This may mean
individuals are not aware of the new
individual registration changes.
To make sure your vote counts, your
name must be included in the electoral
register. Under the new Individual
Electoral Registration system, you now
take individual responsibility for your
own registration. Voters can still apply to
have their name included on the electoral
register, and are advised to do this as
soon as possible before the deadline of
Monday 20th April. The quickest and
easiest way to register is online at www.
gov.uk/register-to-vote or by contacting
the elections office if you do not have
internet access.
West Lindsey has been proactive in
contacting young persons whose names
should be included on the register for
the first time. But it is important that if
you will turn 18 years old in the next
twelve months you register to have a
vote. Manjeet Gill, Chief Executive of
West Lindsey District Council, is keen
that everyone is eligible to take part. She
said: “If you want to have a direct impact
on local and national issues it is vitally
important that you are registered to vote.
This is your chance to make sure your
views are represented democratically.”
Anyone on the electoral register can now
also apply for a postal vote. You can be
sent an application form from the elections
office. Forms can also be downloaded
from the council’s website at www.west-

Welton NEWS
lindsey.gov.uk. Ballot papers will be sent
out two weeks before the election for
you to cast your vote. You are assured
that postal voting follows strict secrecy
rules and you are guaranteed that no
one else will know how you have voted.
Those electors who already have postal
votes do not need to reapply.
Each elector entitled to vote at the
upcoming elections on 7th May will
receive a poll card which will give details
of their local polling station. Polling
takes place between 7am and 10pm. If
you have any queries please contact the
elections office on 01427 676628 at the
Guildhall in Gainsborough.
Could you be a councillor?
If you want to take a more active role
in civic life then now is your chance
to stand up and be counted. All 36
seats on the district council are up for
election in May 2015, giving you the
perfect opportunity to get involved and
exert some influence on future decisions
for your local community. Or you
could become one of 590 town/parish
councillors.
Manjeet Gill, Chief Executive of
West Lindsey District Council, said:
“Councillors play a key role in improving
the quality of life for all those who live
or work within the district. If you want
to help the council address certain issues
or simply make a difference then now
is the time to act as the voice for the
community and help shape services.”
District councillors represent wards
which are normally made up of a number
of parishes. Town/parish councillors will
either represent a whole parish or a ward
if a parish or town council is divided
up into smaller areas. Councillors are
elected to serve for four years but if
for some reason a vacancy occurs a
by-election may be held. Apart from
a commitment to serve local people
no specific qualifications are needed to
become a councillor. To find out more,

Dear Editor
Friday 12th December was a very special
day for about 50 very lucky ‘senior
Weltonians’. It was the day of the Village
Hall Seniors’ Luncheon Club.
For those not in the know, this is an
assembly of fortunate folk who, every
second Friday, come together for a twocourse lunch in the Village Hall. For less
than £4 a head we enjoy a main course,
a dessert, good company and all the
local news. If you know, dear reader, of
a better deal, please let us all in on the
secret.
Well, on that fabulous Friday we enjoyed
a traditional Christmas cracker, a glass
of wine, a plate of beautifully cooked
turkey with all the trimmings, Christmas
pudding with cream, in addition to the
usual raffle. Then, believe it or not, the
day got even better. A piano appeared
and a group of 35 pupils from our
village’s own St Mary’s Primary Academy
filed in. Seasonally dressed, they were led
by Miss on the piano through a concert
of all the favourite Christmas carols. It
was a treat to be entertained by a group
of children, behaving like children but
singing like angels. We could hear every
word of every carol and looking around
the audience, there were tears of pleasure
in a few pairs of elderly eyes.
The children then trooped off to their
reward of fruit juice and biscuits and
the diners set off home knowing that
Christmas 2014 was a very special event.
A big thank you goes to St Mary’s girls
and boys and to Miss on the piano.
Lunch Club meets again on Friday 16th
January. There are a few vacancies, so if
you are interested, please give Ann a ring
on 860765.

The PDA Christmas Lunch was held on
Friday 5th December in the Village Hall.
We sold 88 tickets and made a total profit
of £587 after deduction of expenses. This
was almost £100 more than in 2013. The
expenses for the Christmas lunch are
always higher than the spring lunch due
to the cost of the crackers. I buy in bulk
but the cost is still very high. If anyone
out there has any good ideas for next
year, please let me know.
The raffle was, once again, very well
supported and raised £233 of the total.
A big thank you goes to everyone who
supported us in any way including those
who donated raffle prizes, cakes, trifles,
brandy sauce, to Scothern Nurseries who
donated a sack of potatoes and to all the
committee members and drivers with
friends who worked on the day. It was a
great team effort!
I mentioned in the December NEWS
that the proceeds of the Autumn Fayre
were being used to purchase a piece of
equipment for the Health Centre. The
new booking-in screen is now in place
and ready for use on the wall opposite
the desk. If you have a pre-booked
appointment, please use this rather than
queuing at the desk. The only occasions
when it can’t be used are for the acute
illness clinic, physiotherapy appointments
and health visitor appointments. For all
other appointments please give the screen
a try and your feedback will be welcome.
It is really easy to use and it will almost
certainly save you time.
The PDA spring lunch will be held on
Friday 17th April so please keep this
date free. Full details of the menu will
hopefully be in the February NEWS.

Civic Carol Service
Walk in the Park
The candlelit civic carol service at St
Mary’s Church in early December was
well attended by dignitaries from various
councils throughout Lincolnshire and
by many villagers. Cllr Malcolm Parish,
Chairman of West Lindsey District
Council, had arranged for the service and
attendees were welcomed by Revd Adam
Watson who conducted the service with
Father Richard Crossland.
We sang with gusto all the traditional
hymns and carols and heard the readings
of Nativity from the Bible. John Tole

No Such Thing As Society
As a resident of Welton village I feel
compelled to express myself, given what
I believe is happening to our village
community. I am reminded of the words
of Margaret Thatcher, who said, “There
is no such thing as society”, and it is
in the context of this that I find myself
wondering if there is no such thing as
community.
‘Community’ means different things
to different people. It all depends
upon context. Two such definitions of
community are: ‘a group of people living
in the same place or having a particular
characteristic in common’, and ‘the
condition of sharing or having certain
attitudes and interests in common’.
So, I ask myself these questions: what
is the community of Welton and who
defines it? If there is any substance to the
above two definitions, then the simple
answer must be: all of us; the residents
of Welton village. If only life were that
simple!
Take two aspects of what is happening
to our village. Who shapes the process of
change, and who benefits? The shaping
of our society is governed by the process
of democracy. In the main, people are
able to exercise their choice through the
ballot box. Although everyone eligible
to vote has the freedom to do so, a
minority of people exercise that right.
Nevertheless, society is governed through
the structure of central government with
powers divested through the process of
council. The ‘dash for housing’ we are all
currently experiencing within our village
community derives from government
policy. I remember the headline of the
time; ‘the nation will build itself out of
recession’. This suggests to me that the
overriding focus of policy is financial,
not social. Affected communities were
provided the facility of influence, referred
to as ‘The Neighbourhood Plan’.

Welton NEWS
There is absolutely nothing neighbourly
about the process. With reference to
the recent article in December’s Welton
NEWS (page 32), it is quite apparent
that, at best, influence is very limited,
whilst at worst, it is totally disregarded. I
cannot help but question the effectiveness
of the process of overall governance,
both at a governmental and local level
for it is quite apparent that the residents
of Welton, as a community, are either
not understood, are not considered, or
both.
Consider the proposed developments
outlined for Hackthorn Road, with
respect to the planning process. I am
all for change and progress but this,
I believe, should, wherever possible,
be beneficial to the overall majority of
residents. So who will profit? I am told
the community, overall, will. I am told
this by the people directly involved with
the planning process, the national and
local politicians for whom a minority of
people have voted.
The owners of land will profit, which they
have every right to do. The developers
will profit, which they have every right
to do. Individuals are also at liberty to
exercise their opportunities and skill for
profit. It’s called capitalism.
But the flip side of profit is loss, or
cost. One example of financial cost
to the community of Welton is the
possible direction of funding away from
the village to the wider authority (see
page 33, December NEWS). We are
informed by the county council that
circa £90 million savings must be made,
as dictated to by central government.
We are further informed, through the
media of even more years of ‘austerity
measures’ and reductions to local
services. And yet, Welton Parish Council
is spending revenue, derived from our
taxes, installing speed signs, (see page
37, December’s NEWS), at a time when

further development along the road
appears to be inevitable, meaning the
sign will have to be repositioned at
additional cost. It is much more cost
effective, overall, to include this as an
integral part of the overall development
of land along Hackthorn Road. The cost
of this should be borne by the developer,
not the existing community.
Furthermore, I question the integrity of
the above, given that outline planning
permission, as I understand it, has been
provided upon the basis of a road traffic
study stating there were no issues of
traffic along Hackthorn Road. On the
one hand, we are informed there are no
traffic issues and on the other we are
being informed of the necessity to install
a speed sign due to speeding vehicles.
This is all being played out against the
backdrop of cuts to funding and possible
transfer of funding away from the village
community.
We should also not lose sight of the
environmental cost of development. The
loss of land and hedgerows to wildlife
and the real issue of flooding should
not be overlooked. Humankind is in
the grip of what I call the ‘frenzy of
climate change’. If there is any truth to
this, and we are told there is, we should
not forget that not so long ago, the very
same professionals were informing us
of an impending ice age! Environmental
change is like asbestosis. It takes a long
time to see the outcome of any exposure.
And so, the politicians, developers and
planners need to get this one right,
as it will not be their generation who
potentially suffer, but future ones. But,
by then, the damage will already have
been done and our children will bear the
cost of our mistakes.
So, I ask myself, what is the community
of Welton, or, perhaps more significantly,
what is to become of the community?

ST. MARY’S PAGES
The Greatest Story
The start of the year is very much a time
of goings out and comings in. In ancient
Rome, this was recognised by their god
Janus who had two faces on his head so
that he could both look back to the old
year and look forward to the new one.
It is a time of year when we reflect on
the things we have done, the things we
wished we had done (or not done!) and
those things we want to change over the
next year.
Somehow the mind seems to clear a bit
more at this time of year, with memories
of Christmas and the thoughts of when
we were children, both good and not so
good memories. There is a certain ‘thinness’ to our view of the world, where
things can seem both simpler, and also
to be in sharper focus.
Nostalgia can be a tricky thing of course,
winters were always snowy, summers
always lasted forever and were full of
warmth (and a distinct lack of rain). So
our minds can conjure up idealised views
of the world and can paint us pictures
that are somewhat anaesthetised from
those which really happened.
And so it is with the story we have been
thinking about over the past few weeks.
There is a very sanitised story of the birth
of Jesus on Christmas Day, where he is
born into a stable full of sweet smelling
hay, with an adoring cast of shepherds
and angels around him, then waiting for
the visit of the wise men who will come
to pay him homage. This picture owes
much to the Victorian view of the world,
where everything was clean and sanitised
in the stories but of course was not really
so in real life.
In reality, it would have been a dirty
and smelly place to bring a child into
the world, no clean sheets and sterile
environment. A stable full of animals
that ate, drank and went to the toilet
all in the same room. A noisy, crowded
space, where the manger would have
been the place the animals were waiting
for feed to be put into; not the ideal bed
for the saviour of the world.
On 15th of December, we had a truly
superb experience of the nativity
trail around the centre of the village.
Following the shining stars around, we
met the shepherds on the park, the angels
at the church porch, the wise men on
their way, the inn-keeper at the Black
Bull, and finally arrived at the stable.
As we walked, we were on a journey of
discovery ourselves, physically moving
round to find where the baby Jesus
would be, not just waiting for the story
to come to us.
When we arrived at the stable, there
was food and drink (in the form of
29
Welton NEWS
superb homemade soup and soft drinks),
together with carols to be sung and the
wonderful voices of St. Mary’s Academy
choir. As our voices went up to heaven,
the world stood still for a few moments,
as we became part of that first Christmas
story.
There are so many people to be thankful
for, from each of the three churches in
the village who had come together to
offer the nativity trail up to everyone.
Months of planning, and loads of people
went into this spectacular event around
the village. It was truly a great event to
be part of and it told of the hope that the
world has, as we remembered the birth of
the baby Jesus two thousand years ago.
The story being told wasn’t one that was
just in a book, or even inside a building,
it was being acted out in the open air
with animals, straw and real people.
This isn’t a story to be told only to those
who come into a church, a chapel, or a
meeting room. This is the greatest story
ever told, one of birth, life, death and
salvation for the whole world. This is
a story that walked round the streets of
Welton, living, breathing, showing and
telling. A story we are all part of – from
the birth of a tiny baby, through to the
sacrifice on the cross and the promise of
eternal life to come.
This story should never be constrained
by being kept inside the church, the
chapel, or the meeting place. This is the
story that calls out to be told in every
street, in every home, in every ear and
in every heart, a story that begins with a
selfless father giving his only son to the
world; a selfless girl giving herself to give
birth in a stable; a selfless person (both
truly human and truly divine) who gave
himself up to death for all of us; a story
of joy and sorrow and then boundless,
ecstatic joy again.
So here in Welton we lived out the birth
story of Jesus, and it came out into the
heart of our place, of our village, to
touch the hearts of all of us. Just as Jesus
instructed in the great commission at the
end of Matthew’s gospel; going out to
make disciples and to teach about the
good news of Jesus’ grace for all of us,
and remembering that he is with us all
always, to the end of time.
At the start of this New Year, I pray that
we all find that time to go out and share
the joys of being alive, the joys of living
here in Welton, the joys of knowing that
our lives can be touched by the spirit of
Christmas. Even when times are tough,
and it seems like there is nobody there
this year, remember that the story of
Jesus has broken out into the village;
it can’t be contained anymore! He is

grounds of conflict with a neighbourhood
plan. In the case of an application in
Devizes (Wiltshire) he ruled that it was in
conflict with an ‘emerging’ plan; the same
status as Welton’s.
These refusals come on the back of
three directives from the Department of
Communities and Local Government.
1. In certain non-strategic policies a
neighbourhood plan outweighs a local
plan.
2. Where a district council refuses a
planning application for more than 10
dwellings on the grounds of conflict with
a neighbourhood plan, even though that
plan may not have fully completed the
process and been adopted, any appeal
will not go before a planning inspector
but will be referred to the Secretary of
State for a decision, a clear indication
that the Secretary of State does not
feel planning inspectors are giving due
consideration to neighbourhood plans.

3. The absence of a five year housing land
supply, as is the case in West Lindsey,
does not automatically mean that
housing policies of a neighbourhood plan
can be ignored by a planning authority
sheltering behind the National Planning
Policy Framework.
Closely following this on 13th November
2014 a developer challenged the right of
Uppingham (Rutland) Neighbourhood
Plan to determine sites for development
stating this can only be done by a
principal authority. This is the second
time the legality of a neighbourhood plan
has been challenged in the High Court
and for a second time a judge has ruled in
favour of a neighbourhood plan.
Those of us who have prepared Welton’s
plan are satisfied that it is both robust
and realistic enough to meet the criteria
now being enforced by the courts and
the Secretary of State. We do, however,
need your support by giving us your
views and by taking any opportunity
of impressing district councillors, West
Lindsey District Council or the Joint
Planning Unit that you know they cannot
ignore neighbourhood plans, even those
not yet passed.
You may or may not agree with some or
all of the policies in the Neighbourhood
Plan or you may feel that it does too far
or not far enough but, whatever your
opinion, let us know. That is why we are
in a consultation process so that we can
make any necessary amendments.
Once the plan has completed the
consultation process it will then go to
WLDC and onward for scrutiny by an
independent examiner who can reject or
amend it. With this in mind the Parish
Council is engaging a highly respected
plan examiner to review and give an
opinion of the plan and propose any
further changes before it goes to WLDC
and the official examiner.

Neighbourhood plans
Everyone will be aware that Welton
Parish Council’s neighbourhood plan is
now out for public consultation but how
are other local parishes progressing?
The most contentious situation seems to
be emerging in Saxilby, where an action
group has been formed in response to
dissatisfaction with the progress, or lack
of it, being made by the Parish Council.
This is more surprising as Saxilby was
one of the Lincolnshire pilot areas given
funding to develop their plan. Questions
are now being asked about what the
money was used for.
By contrast, Nettleham’s plan, like
Welton’s, has reached the consultation
stage. The document can be found on
the Nettleham Parish Council website
and makes an interesting comparison
with the approach taken in Welton.
The Nettleham plan, written without
having to take into account any major
existing planning applications, proposes
a much more restricted future housing
development than the Welton plan.
In Dunholme, work on a plan is just
getting under way, following a meeting
on 15th December, and in Scothern the
council is considering its options. In
Scampton the council has decided not to
produce a neighbourhood plan, relying
instead on an MoD review of the future
use of MoD sites that may be surplus to
requirements in the future. The present
use of the base is guaranteed until the
end of the decade.

Lincolnshire County Council (LCC)
carries out precautionary gritting and
salting on 3,008km (1,869 miles) of
Lincolnshire’s roads and highways,
including all major traffic routes and A
and B roads.
A treated link is provided from each
main village to each major traffic route
and every primary and secondary school
in Lincolnshire has a salted route which
goes within 500 yards of its entrance
and, in most cases, passes its gates.
Where possible, a treated link is provided
to within 500 metres of all main NHS
hospitals and all train and bus stations.
LCC also undertakes snow clearing
when snow falls and settles to depths
likely to cause disruption to transport,
whilst the Highways Agency also
carries out precautionary salting on all
92km (52 miles) of trunk roads in
Lincolnshire, including on the A1, the
A52 Grantham/Nottingham and the
A46 west of Lincoln. Outside of this,
no other roads will be treated apart
from where roads are impassable due
to severe snow conditions or during
prolonged icy spells.
When will roads be gritted? Between
1st October and 30th April each year,
LCC monitors ten roadside weather
stations 24 hours a day and uses Met
Office forecasts to predict when action
is needed to keep the roads safe. Once
the decision is made to grit the county’s
roads, gritting takes place at various
times to grit either before ice has set or
once snow has settled so that it has the
best chance of working.
How can I add a road to your gritting
routes? If you would like to request
that a road be added to our gritting
routes for the following year, please
submit your request by e-mail to
[email protected].

road should be added to the gritting
route. Please note we are only able
to review requests between April and
September so that we can review the
likely impact of any changes before
winter begins.
Whilst LCC cannot routinely salt
pavements and footways, we do treat
some priority footways during severe
weather and work closely with a range of
local organisations that help treat some
footways themselves. Where resources
are available to clear pavements, we
must prioritise the steepest and most
well-used areas, whilst in lower priority,
residential areas and side streets we
encourage residents to clear snow and
ice themselves.
Here is some advice on clearing snow
and ice yourself. Start early as it’s
much easier to clear fresh, loose snow
compared to compacted ice that has
been compressed by people walking on
it. Don’t use hot water as this will melt
the snow, but may replace it with black
ice, increasing the risk of injury. Be a
good neighbour; some people may be
unable to clear snow and ice on paths
from their property. If shovelling snow,
think where you are going to put it so
that it doesn’t block people’s paths or
drainage channels. Make a pathway
down the middle of the area to be
cleared first, so you have a clear surface
to walk on. Spreading some salt on the
area you have cleared will help stop ice
forming; table salt or dishwasher salt
will work, but avoid spreading on plants
or grass as they may be damaged by it.
Pay particular care and attention to steps
and steep gradients. Use the sun to your
advantage; removing the top layer of
snow will allow the sun to melt any ice
beneath; however you will need to cover
any ice with salt to stop it refreezing
overnight. If there’s no salt available,
sand or ash are good alternatives.

If I clear snow and ice myself, will I be
sued if someone has an accident? People
using areas affected by snow and ice
also have a responsibility to be careful
themselves. If an accident did happen, it
is highly unlikely you would be sued as
long as you are careful and use common
sense to make sure you do not make
the pavement or pathway clearly more
dangerous than before by, for example,
throwing down hot water which would
then re-freeze.
To help with clearing pavements and
footways, LCC provides and refills
almost 1,900 grit bins for the public,
parish and town councils to use.
In the event of a heavy snowfall the
Parish Council will endeavour to clear
the footpaths around the centre of the
village to enable residents to access the
shops, the Health Centre and Co-op. If
time and grit allows, it will then clear
other areas such as near the schools and
the Village Hall.

Dunholme Camera Club
In January we have two main meetings
and two extra meetings. Firstly, the
main meetings: our AGM is on the 8th
and of course this is the night where the
club gets organised for the coming year
with perhaps some new rules and maybe
a change of officers. So if you would
like to come along on the evening please
feel free to come and listen to what the
year has to bring. Our second official
meeting will be on the 22nd when we
will be having a talk on ‘Making the
most of your images online’. We will
have a guest speaker when Doug Scott
(an old Camera Club member) will
share with us how to put images online
in a safe way and hopefully make some
money from them.
The other two meetings are extra nights
so that the members can get up to speed
with their cameras. The first will be on
the 15th January when the evening will
be ‘Get your cameras at the ready and
learn all things aperture, composing
and manual etc’. This will be a good
night to learn a little bit more about
all things camera. The second night on
29th will be ‘All things DCC’ which is
a night when the committee will show
members how to resize images, how to
get around the website for information,
how to enter competitions and what
is required etc. These extra nights cost
just £2, everyone is welcome and they
are a good way to have an informal
evening with us and hopefully learn a
bit as well.

The Jambusters WI
It was a merry December meeting for
the Jambusters as we hit the high notes
singing carols at St Chad’s Church,
sharing tables laden with festive food
and making creative Christmas wreaths.
A big thank you goes to George from
Sunflower Florist for arriving laden with
festive foliage and guiding us to proudly
produce designs worthy to hang on our
doors. Congratulations go to Philippa
Duncan on being winner of the Just for
a Giggle ‘Best Mince Pie’ competition
as voted by Revd Adam Watson, who
munched his way through many a mince
pie!
Hang on to those cringe-worthy jokes to
submit your entry for January’s ‘Worst

of all those Quality Street wrappers
hidden down the sofa) will be kindly
supplied by Clare Miller, Anita Siman,

as well as jiggling, we look forward to
an evening of belly dancing with Bev

We welcome our marvellous members
back on Tuesday 6th January and with
our Dambuster meal planned for the

Welton Village Hall
In the February 2014 edition of the
Welton NEWS I wrote about the fact
that the officers of the Village Hall
Committee wished to stand down
after numerous years of service. In the
letter I asked for anyone who would be
interested in filling these posts to come
to the AGM and express their interest.
Unfortunately the response was negative
which was very sad to see.
The Village Hall is your village hall and
belongs to the residents of Welton. The
question is where do we go from here
with the running of the Village Hall?
The apparent lack of interest from the
village does not bode well for the hall’s
future; in other words, should no one
come forward in this matter then the
possibility of losing the Village Hall
could become a real prospect.
One solution is to put the Village Hall
under the umbrella of the Parish Council

Firstly l would like to say a big ‘thank

more than last year. I have been informed
that the boxes this year have gone to
some of the poorest children in Romania,

work has paid off and at Christmas 2,900
little children had a gift from a fantastic

much, as without all your help this could
not have been achieved. It does not stop
here as the 2015 campaign is already

Council Meeting
County Councillor Sue Rawlins advised
the Parish Council that the County Council
continues to address the £90 million cuts
to its budget caused by the reduction
in funds from central government, and
will face more severe cuts following the
general election in May. She warned that
these cuts will have a major impact on
social care in the county. Currently the
effect of cuts is being offset partially by
the use of reserves pending action plans
for on-going expenditures.
There were no applications for the two
vacancies on the Parish Council.
The council agreed a donation of
£100 to the Citizen’s Advice Centre in
Gainsborough.
The Parish Council approved a 3.2%
increase in its portion of the council tax
for the year 2015/16 at a recent council
meeting.
A review of recent committee meetings
contained the following: three youths
apologised to the Playing Fields and
Recreation Committee for causing damage
to council property and offered £20
each towards repairs; a fourth youth is
expected to apologise at the next meeting
of the committee.
It was agreed to provide a service for
disposing of Christmas trees on Saturday
10th January at the Village Hall from
10am until 12 noon.
There was a discussion on the options for
the administration of the Village Hall.
It is anticipated that with the probable
resignation of senior members of the
management committee at the AGM in
April, it will become necessary to agree an
action plan rather than for the hall to be
taken over by the Charity Commission.
A take-over by the Commission would
leave the hall vulnerable to closure. An
option would be for the Parish Council
to provide administration services (at a
price) to an over-seeing hall committee

The Chairman of the meeting commented
on one item of the editor’s December
council meeting report (December’s

observation about there being ‘so little
debate’ at that meeting in respect of the
Neighbourhood Plan did not recognise
the extensive scrutiny of the document
at committee level, and by individual
councillors, which had resulted in
numerous updates to the document prior
to the plan being presented at the council
meeting.
The next Parish Council meeting will be
on Monday 12th January at 7.30pm in
the Village Hall. Prior to the meeting, at
6.30pm, there will be a presentation on
the Neighbourhood Plan.

Sports Funding
The deadline approaches for Sportivate
funding. Sports clubs, leisure centres
and sports organisations wanting to
encourage more young people into sport
have only a short time left to apply for
Year 5 Sportivate funding to run activity
sessions in Lincolnshire. The next
deadline to apply for Year 5 funding is
Friday 16th January.
Sportivate funding gives young people
aged between 11 and 25 the chance to
receive six weeks of sport for little or
no cost. Over 400 projects have received
funding since July 2011 allowing clubs
and organisations to offer sports sessions
for children and young people across the
county.
Lucy Blakey, Children and Young People
Officer at Lincolnshire Sport, said:
“Funding is available for sports projects
in Lincolnshire to encourage semi-sporty
teenagers and young adults to take part in
55
sport. Each county will receive Sportivate
funding from Sport England until 2017
to allocate to projects to encourage
young people to be more active. It is a
great opportunity to encourage young
people to get involved in sport but also
provides a huge financial incentive for
sports clubs, schools, leisure facilities
and others to deliver more sport across
Lincolnshire.”
Sports clubs, schools, community
groups, local authorities, universities,
youth clubs, colleges, leisure facilities
and workplaces targeting 11 to 25 year
olds can all apply for funding. Applicants
are asked to base their projects on £40
per head for six to eight weeks of
sport sessions. The application form for
funding can be found online at www.
lincolnshiresport.com/sportivate or to
request a copy call Lucy on 01522 585

to [email protected] .

First, I would like to wish all readers
a happy and prosperous 2015 and
hope that any resolution that you have
made you will manage to keep.
This is now the quiet time of year for
outdoor bowling but work on the
green and surrounds will continue
during the winter months, weather
permitting. As some of you will have
noticed, one of our members has been
busy making planters so come the

of colour during the summer months.
At the end of November, we held our

vast majority of members attending an
enjoyable evening. Our next meal will
be at the Wheelhouse at Torksey at the
end of March where we are hoping for
another good turn-out.

the home of our club and we are very
lucky to have such a fine facility in

new members to keep the club alive
for the next nine years so we can

want to keep the club going beyond
the hundred years but this will only
be possible if younger people come

it is not as easy as it looks. So, if one of

Football Club
It has been a busy first few months of
the season. Most of our teams have had
bright starts to this year’s campaign and
much of the football has been exceptional
and played in great spirit. It has been
very enjoyable to be part of the club and
I urge anyone who has spare a Sunday
morning to come down and watch at
Manor Park.
The club organised a trip for players
and parents to go to Stoke City FC in
November for their fixture against West
Ham United. We were taken around
the stadium by tour guides, visiting the
changing rooms and dugouts and even
made a visit to the press conference room
where some of the boys were grilled as
if they were Peter Crouch or manager
Mark Hughes!
We saw a cracking game where Stoke led
2-0 at half time only for West Ham to

claw it back to 2-2! As many of us were
neutrals it was a fantastic game to watch.
Fun was had by all and many of the boys
were leaving the ground singing Stoke
City songs! To say we were looked after
by Stoke City is an understatement; we
will be looking to do another trip next
season but this year’s trip will be hard
to beat.

Welton NEWS
The Under 6s will be stepping up their
preparations for matches next season
when they get back from their Christmas
break and signs are that we are a good
side for next season.
Our Under 7 Arrows are proving how
worthwhile our soccer tots programme
has been. That they are unbeaten this
season doesn’t tell half the story; they
have scored over 150 goals and have
conceded no more than 10 goals. They
have got three players in the top six goal
scorers in the whole of the Mid Lincs
area, and have one player who has been
offered a place at Nottingham Forest till
the end of the season and he has only
just turned seven!
We have decided that we are going to
change the format of our NEWS articles
for the rest of the season. One manager
each month will report on how his team
is doing and I will provide the main
body of the text; we hope this will keep
our report fresh.
Here is a brief run down at how our
teams are doing this season.
The
Under 7s to the Under 10s play noncompetitive fixtures during the season
but they have cup competitions and have
some competitive games. Our current
league positions are shown below. As
you can see, we have five teams in the
top three of their respective leagues and
Gary Fox’s Under 13 Arrows have made
a great start to the season after being
relegated last year!
Happy New Year to all our supporters.
