currently operates in eight counties across Liberia and works in: education, health and child
protection, child rights governance and response to humanitarian emergencies.

or access to children or young people
ROLE PURPOSE:
The role has responsibility for implementing, managing and coordinating Save the Children’s Ebola Response activities
in Health, Education and Child Protection in Bong and Montserrado Counties, including the provision of technical
support, mentoring, training and capacity building, representation and control of financial and other project
resources.
SCOPE OF ROLE:
The Project Manager will provide strategic and operational leadership to implement a successful and integrated multi
sectorial program that builds upon existing Save the Children and Government of Liberia investment and that will
achieve lasting outcomes. The Project Manager will work with Save the Children’s existing country office in Liberia,
but will be solely responsible for overall management of the award.
Reports to: Area Manager, Montserrado and Bong Counties
Dimensions: Save the Children supports programs in 8 of the 15 counties in the country – Montserrado, Margibi,
Bong, Nimba, Grand Gedeh, River Gee, Gran Kru and Maryland counties in Liberia with a current staff complement
of approximately 300 staff and current expenditure of approximately $ 25 million each year.

KEY AREAS OF ACCOUNTABILITY:
Key area
 Liaise closely with Director of Operations, Director of Program Quality and Development, Health, Child
Protection and Education Technical Advisors, Director of Finance, Area and Field Operations Managers


Serve as principal representative of the project to donors and partners
Ensure adherence to overall technical and programmatic quality in implementation, compliance with SCI and
donor rules.

Prepare and update work plans and performance monitoring plans.

Serve as link to other SCI programs in Liberia

Responsible for managing budgets and ensuring that budget and expenditure are monitored monthly and any
variation dealt with. Ensure that budget phasing is done on time and accurately to see that the project
remains within budget for each budget line. This post requires ensuring high quality of financial and other
related management controls.

Responsible to ensure that SMT, program/project staff and are kept abreast of current policies, guidelines
and legislation and trends.

Strengthen and maintain the links between SC county level activities and national level activities on Child
Protection, Education and Health program activities.

Initiate, coordinate and assist in the development and delivery of funding proposals and secure funding on
behalf of country programme where necessary.

Produce high quality reports for Save the Children and donors within agreed reporting schedules as
required.

Document case studies, briefing papers and program learning, ensuring it is fed into organizational advocacy
and review/evaluate Save the Children’s intervention.

Represent Save the Children to local and national government, the UN and other international
organizations, ensuring Save the Children’s Ebola Response activities and related work is coordinated with
these bodies.

Lead, manage and motivate the staff who directly report to you and indirectly to ensuring they have clear
objectives and receive meaningful feedback on their performance.

Comply with all relevant Save the Children policies and procedures with respect to child protection, health
and safety, equal opportunities and other relevant policies.

Account for Save the Children’s assets and interests and safeguard from loss arising from fraud, waste, weak
administration and poor value for money.

Ensure that all transactions that might have a financial consequence are legal, taking professional advice
where appropriate.

Revise and re-phase donor budgets and related unrestricted funds budgets on a quarterly basis with the
assistance of the Programme Manager and Finance Mangers. Participate in monthly Finance and grants
meeting.

Support the preparation of operational plans, annual budgets and outturns as part of the yearly operational
and financial planning process.

Prepare monthly, quarterly, midterm and final reports in line with donor/partner/Save the Children
requirements.

Implement accountable activities via effective information sharing, participation and M&E practices. Ensure
that all beneficiaries of your programme are receiving ongoing, age-appropriate verbal or written information

in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

In your technical role as the Project Manager, you will work with and be supervised by the Area Manager for
Bong and Montserrado Counties. You will therefore be line managed by the Area Manager of Bong and
Montserrado Counties and work closely with the Technical Advisors developing and strengthening the
programming portfolio.

QUALIFICATIONS AND EXPERIENCE
 Relevant education and a minimum of 5 years project management experience gained with an international
non-governmental organization and in a post-conflict or fragile environment in Africa. Must have a degree in
Social Sciences, International Relations or any related field of studies with minimum of three years’ work
experience in a similar/equivalent capacity (Project Management of a social development program).
 Experience of working collaboratively with local and national government and a commitment to working
through systems of community participation.
 Relevant previous experience in team leadership in donor funded project
 Representation and advocacy skills
 Good understanding of a rights based approach, partnership methodologies and practical working
experience in partnership with civil society organizations.
 Excellent knowledge and skills in working in partnership with children and young people.
 Excellent communication skills and interpersonal skills and the ability to lead, train and motivate a team.
 Proven experience of managing budgets.

Fluency in written and spoken English.
