EMPLOYMENT NOTICE
Applications in prescribed format are invited from local eligible candidates for filling up of 30
(thirty) post of Block Officer on temporary regular basis in the Pay Band-1 Rs. 5200-20200 and
Grade Pay of Rs. 3400/- plus other admissible allowances under Forest, Environment and
Wildlife Management Department, as per the rules, Government of Sikkim.

Out of the 5 (five) posts allotted to Other Backward Classes (Central List) vide Sl. No. 5 and 6; 1
(one) post shall be reserved for Sports Persons and Artisans of Excellence (SPAE).
2. Eligibility:
(a) Minimum Educational Qualification: Degree from a recognized university.
(b) Age: Should have attained the age of 21 years and should not exceed 28 years as on
31st January 2015.
The maximum age limit is relaxable by 5 years in case of SC/ST/BL/Primitive Tribe
candidates, 4 years for OBC (Central List) candidates, 3 years for OBC (State List)
candidates. In case of in service frontline staff candidates of Forest, Environment &
Wildlife Management Department, Government of Sikkim the maximum age is
relaxed upto 40 years as on 31st January 2015.
(c) Minimum Physical Standard requirement:

3. Only those applicants having the above eligibility conditions and possessing the
following documents may apply for the said post:
i.
Degree Certificate from recognized university.
ii.
Should possess Sikkim Subject or Certificate of Identification issued by District
Collectorate of respective district in Sikkim as the case may be.
iii.
In case of married female candidates both she and her husband should be in
possession of Sikkim Subject or Certificate of Identification Certificate issued
by concerned District Collectorate and unmarried female candidates both she
and her father should be in possession of Sikkim Subject Certificate or
Certificate of Identification.
iv.
Unmarried certificate in case of unmarried women candidates.
v.
Should have valid local employment card.
vi.
Two nos. of passport size photograph (to be submitted with application
form).
vii.
ST/SC/OBC (CL)/OBC (SL)/BL/Primitive Tribe certificates as the case may be.
viii.
Class X pass certificate bearing date of birth of the applicant.
ix.
NOC in case of applicants employed in the Government Sector (Centre or
State Government).
x.
In case of Below Poverty Line (BPL) applicant, BPL Certificate issued by
DESME/District Collector/Sub-Divisional Magistrate to be submitted.
xi.
Should be conversant with customs and usage of Sikkim.
xii.
Should have communicative skill in English/Hindi, Nepali and Mother tongue.
(The supporting documents may not be submitted at the time of submission of
application form. The same is required to be submitted and will be verified at the time of
interview only).
The applicants are required to submit the filled in application form to the office of the
Divisional Forest Officer (Territorial Division) (East/West/North/South) in their respective
Districts or Administration Section, HQ, FEWMD, Gangtok. The application form can be
downloaded from the Official Website of the Forest, Environment & Wildlife Management
Department, Government of Sikkim www.sikkimforest.gov.in and www.sikenvis.nic.in. The
application form should be accompanied by Indian Postal Order of Rs. 200/- each obtainable
from Post Offices and addressed to PCCF-cum-Principal Secretary, Forest, Environment &
Wildlife Management Department.
The last date for submission of application form is 28.02.2015 during office hours. No
application form shall be received after 28/02/2015.
4. METHOD OF SELECTION:
4 (1): Preliminary examination (objective type):
This examination is meant to serve as a screening test only: The marks obtained in the
preliminary examination by the candidate who is declared qualified for admission to the main
examination will not be counted for determining his/her final order of merit . Based on
performance in preliminary examination the number of candidates to be admitted in physical
efficiency cum physical endurance test will be approximately fifteen times the number of
vacancies in different categories to be filled in for the said post. Only those candidates who are
declared to have qualified in the preliminary examination and physical efficiency cum physical
endurance test will be eligible for admission to the main examination.
Syllabus for preliminary examination:
Only one paper -(maximum marks – 300; duration – two and half hours)
- Current events of state, national and international importance.
- History of India and Indian national movement.
- Features of Indian constitution.
- Panchyati raj (local government).
- Economic and social development- sustainable development , poverty, demographics mainly
environmental, social, educational, health, rural and urban developmental programme of
central and state government.
- General aspects on Forest, Environment and wildlife protection and conversation.
- General Science (class X)
- Mathematics (class X)
- English (class X)
Note: The preliminary examination shall consist of one paper of 150 objective type/multiple
choice type questions of 2 marks each and will be of 2 ½ hours duration.
The question will be of multiple choice/ objectives type.

Only those candidates who qualify the preliminary examination shall be called for
physical endurance test (maximum of 15 times of the qualified in the preliminary
examination).
4 (2): Physical endurance cum physical efficiency test: 100 (hundred) marks (25x4).

The details of Physical Endurance Test as given below:
4(2)(a): Walking Test: The candidates have to complete the stipulated distance within
four hours time (25KM for male and 16KM for female candidates).
4(2)(b): 100 metres Race:

Descriptive/Subjective questions (atleast 10 questions will be given from which
candidates have to answer any 5).
The selected candidates based on the total marks obtained in the physical endurance
test and written examination shall be called for viva-voce (maximum of three times of vacancies
category wise).

NB: Results of different phases of the selection test will be declared in papers, on the
departmental website and on notice board at Forest Secretariat and DFO offices at the four
District headquarters. No individual calling letters shall be issued and no TA/DA shall be paid for
attending any phase of selection process.
