Thorhild County approves $24,000
to paint administration building
Thorhild County council approved
spending up to $24,000 to paint the interior of the county administration building.
Administration had two quotes from
undisclosed suppliers — with the lowest
$23,400 and the other $39,500.
During discussion Jan. 27, it was noted
there has been some discussion about
changing the council chamber layout —
possibly moving council to the east side,
with administration and the public gallery
to the west. That layout would replace the
horseshoe council table which seats council and administration. It was mentioned
the revised layout may allow additional
seating for the public. Some councillors
suggested that it made no sense to paint
council chambers in 2015 and then rip it
up later in the year or next year to do a
redesign. It was suggested the room needs
the carpet removed as a higher priority
than a new coat of paint.
Administration noted that if renovation
was to be done of the council chambers,
expert advice should be sought on the
design because it could have an impact on
the accoustics.
Coun. Shelley Hanasyk commented that
council had not approved its budget for
2015 and suggested the budget be in place
before contracting a painter, however
administration advised that the low quote
is available to do the work now.
Council approved the motion from
Reeve Wayne Croswell, with coun. Kevin
Grumetza opposed.
There was no action directed on getting
quotes for the renovation of the council
chambers.

particularly values being able to
teach the importance of fair play.
“It has allowed students to connect with other students and gives
me a chance to teach kids new
games and skills,” said Lalonde.

Did you see drifting
truck hit parked vehicle?
On Jan. 24th at 12:50 am, Redwater RCMP responded to a Hit
& Run Collision on 49th Avenue at 58th Street in Redwater.
The suspects attempted to drift around the corner and instead
hit a vehicle parked on the side of the road, causing damage to
the front driver’s side bumper. The suspects were then seen fleeing the scene in a 2011 or 2012 Red Ford F-150. The suspect
vehicle is unique and would stand out as it has a leveling kit and
3 doors.

Thorhild County awarded the contract for the
demolition of the former Thorhild Elementary
School (TES) to Dakota Reclamators for
$232,599 and added an internal contingency of
$23,000 for a total project cost of $255,599.
Dakota had originally bid $275,126 and was
the fourth lowest of 15 bids received. The two
lowest were incomplete and were not considered. Council had awarded the contract to the
third lowest for $225,000 earlier in January,
however that contractor withdrew, so the TES
project manager negotiated with Dakota and
reached agreement on a decrease of over
$40,000 from Dakota’s initial bid.
Coun. Shelly Hanasyk was concerned that
the tender documents for the project stated that
any changes in scope would be sent to all parties, however only Dakota was given the opportunity to revise its price when the initial awarding of the contract failed.
CAO Betty Kolewaski said the County does
not have to notify all parties when negotiating a
price with what was now the lowest complete
bid. However, she added that anyone can file a
law suit over any action so there is no guarantee that another bidder — even the highest —
will not initiate legal action. That doesn’t mean
the company would win a judgment, though,
she added.

Town agrees to
waive utility penalties
to Foundation
The Town of Smoky Lake
waived $350 in penalties
charged to the Smoky Lake
Foundation for late payments of
utility bills.
“They were late due to
staffing problems in the office,”
said coun. Pat Palechuk.
Assistant CAO Holly Habiak
said the Foundation had previ-
ously never been late with payments and was “a very good
customer.”
The $350 is the total for
penalties charged on seven
accounts covering the lodges
and self contained units managed by the Foundation. They
are in Smoky Lake, Vilna and
Waskatenau.

Minecraft Mania at Redwater Library so successful it is back again
The January Minecraft Mania was so much
fun that the Redwater Public Library is holding another one Feb. 4.
On Jan. 28 nearly 20 children and four
adults formed teams and took turns playing.
“Minecraft is the video game that children
are crazy about,” said director of Library Services Gail Walker. “North Parkland Power

Minecraft prizes and juice and pizza.”

WITH EQUIPMENT FOR 2015
County resident ratepayers with trucks and other equipment wanting to work for the
County in 2015 must register their equipment or they will not be contacted to provide
equipment or services. Those with equipment other than gravel trucks, please
include your hourly rate.
If we do not have a minimum of eight (8) local gravel truckers registered by February
9, 2015 and committed for both the spring haul and summer haul, we will be advertising
for out of County trucks as per Policy 913 which includes the load factor and haul rates
for gravelling.
The County will be hauling gravel in March 2015.
Any trucks hauling gravel on the spring haul must be winter equipped with working
vibrators. This mainly applies to clam and belly dumps, which are prone to plugging in
spring gravelling. Any trucks that cannot make their spreads will not be used.
The County will haul approximately 55,000 tonnes of gravel in March 2015.

hosting
variety of
activities for
Family Day
The Town of Redwater is hosting Family Day Unplugged events Feb. 16. Participants are encouraged to log their
unplugged hours because area municipalities have a friendly competition to see
which one unplugs the most.
Redwater’s free family activities will be
at Pembina Place from 1:00 p.m. to 4:00
p.m. with a magic show at 2:00. Activities
include face painting, crafts, family skating, an ice cream sundae bar, sleigh rides
and hot chocolate. The Pembina Place
concession will be open as well.
Community Services co-ordinator Carol
Kassian said, “These activities would not
be possible without our generous sponsors. A huge thank you is extended to
Agrium, North Parkland Power, the Parent
Link Centre and Tim Hortons Fort
Saskatchewan for their support.”
Twenty municipalities in the Capital
Region have joined together to encourage
residents to unplug on Family Day. Everyone is asked to disconnect from technology for the day in order to reconnect with
family, friends and community: go for a
walk, play a board game, eat dinner
together or play outside.
Participating municipalities record how
many hours can be collectively unplugged
throughout the region. Individuals and
families from each participating municipality can log their unplugged hours by
visiting www.fcssaa.org on February 17.
They are encouraged to share their stories
on what they did to unplug.
The collective unplugged total for the
22 communities participating last year
was 129,451 hours.
Family Day Unplugged is an initiative
organized and promoted by the towns of
Redwater, Morinville, Bon Accord, Gibbons, Legal, Beaumont, Calmar, Drayton
Valley and Devon, cities of Edmonton, St.

Councillor upset that he was not informed of right
to counsel when being questioned by inspector
The review of Thorhild County operations
and governance by Russell Farmer and
Associates Consulting hit home for one
Thorhild County councillor who felt the
Reeve and CAO had failed to research and
provide council guidance on the seriousness
of the situation.
Coun. Dan Buryn raised the situation during his council report on Jan. 27 stating he
had been interviewed by Russell Farmer the
previous day.
Buryn said that while there were no specific concerns or accusations being investigated, he was advised that Farmer was operating under the Public Inquiries Act.
Section 5 of the Act refers to people being
compelled to answer questions, Buryn said.
“This was quite the shocking experience, as
I was not aware that I would be forced to
answer questions.”
After receiving an electronic copy of the
Act, Buryn said Section 11 stated he had a
“Right to Counsel” but he wasn’t informed
of this. “If someone is compelled to give
evidence according to Secton 5, should they
not be informed of their ‘Right to Counsel’?”
Buryn concluded, “This experience has
been a very rude surprise in the investigation
process. I wonder why this investigation
process was not questioned and reviewed by
CAO and Reeve, in order that council be
fully informed and legally protected?”
He said there should have been no surprises like this, that council should have been
fully informed. “I am not saying a word
unless I have legal counsel,” Buryn stated of
any future interviews with the inspector.
Reeve Wayne Croswell told Buryn if he
wants counsel he has that right, but as far as
Croswell was concerned there hasn’t been
any serious allegations.
Buryn pointed the blame for the inspection at the Reeve, telling Croswell he opened
Pandora’s Box by tabling a motion to get a
copy of the citizen’s petition signed by over
775 electors requesting a municipal inspection and “you named off names.”
Croswell noted the process is an inquiry
and no one has been charged with anything.
Buryn took exception but said he shouldn’t be surprised by the “limp” attitude when
Croswell said he had met with Farmer and
didn’t feel he needed counsel.
Coun. Shelly Hanasyk said she didn’t feel
the need to have counsel when being interviewed by the inspector but if Buryn wants
legal counsel present, it should be supplied.
CAO Betty Kolewaski noted she had been
interviewed but wasn’t aware that she was
compelled to answer, nor that she was entitled to legal counsel. She said that other
County staff members are also expected to
be interviewed as well as members of the
public and questioned whether council
wanted administration to research council
and staff rights under the Public Inquiries
Act — a suggestion that was unanimously
approved.
Coun. Larry Sisson said he thought it
went well when he was interviewed.
