also haul harvested grain to and from grain bins and elevators. Employees will be required to do daily routine
maintenance on equipment. Will swath, bail and cut hay, shovel out grain bins, do infield repairs on equipment,
clean the shop as necessary, install and maintain fencing. At beginning of season, employees will perform
necessary maintenance on all equipment to make sure is field-ready for the season. At the end of the season,
employees will clean all equipment and make storage-ready. Employees must be able to lift 100 lbs and be

Bids will be received for the work under one General Construction Contract, and from
individual sub-contractors. Once the bids are received and tabulated the School will decide
whether to award a contract to a single General Contractor or to act as the general contractor
itself and award bids to Sub-contractors. The bids shall be submitted on the form provided with
the contract documents, copies of which may be secured at Spectrum Group Architects, P.C.,
3203 Third Avenue North, Suite 200, Billings, Montana 59101 upon receipt of the written
“REQUEST FOR CONTRACT DOCUMENTS” and a deposit of Fifty Dollars ($50.00) as a
guarantee of the safe return of the bid documents (including addenda) in good condition with
Twenty-five Dollars ($25.00) refundable. No refund will be made on documents returned later
than ten (10) days after the Bid Date, or on documents received in unusable condition. The
bid must be sealed in a manila envelope, be plainly marked “Sealed Bid for “Frazer Public
School Superintendent’s Residence,” and contain the name and address of the bidder and
the portion of the work being bid.
All bids must be accompanied by bid security made in favor of Valley County School District
No. 2 & 2B, Frazer Public Schools in the amount of 10% of the bid, in one of the permissible
forms outlined in § § 18-1-201, et seq., MCA; and the successful General Contractor bidder
will be required to furnish appropriate performance and payment bonds in the amount of 100%
of the contract sum as outline in § § 18-2-201, et seq., MCA. The successful bidders will also
be required to possess a Montana Public Contractor’s Registration of the appropriate category
prior to executing any contract, and all subcontractors will be required to possess a Registration
number prior to starting any work on the project. In addition to these requirements, bidders are
advised that the project is also subject to the following requirements, the nature of which are
more fully addressed in the Contract Documents:

 MT Resident and Product Preferences
 Indian Preference
The successful bidder(s) will be required to pay the State of Montana a sum equal to 1%
of the gross receipts from the public contract during the income year for which the Contractor’s
registration number is issued.
Contractors are encouraged to work with the local TRIBAL EMPLOYMENT RIGHTS OFFICE
(TERO) to employ Indian subcontractors and workers as much as possible. Indian preference
requirements apply to this contract.
No bidder may withdraw its bid after the scheduled time for the receipt and opening of bids
except as may be otherwise noted in the Contract Documents. No bidder may withdraw his bid
within thirty (30) days after the actual date of the bid opening. The Board of Trustees reserves
the right to reject any and/or all responses, to waive any and/or all informalities or technicalities,

VALLEY COUNTY AIRPORTS - REQUEST FOR QUALIFICATIONS
Valley County is soliciting statements of qualifications and experience (SOQ) to be used in
selecting a Principal Consultant to provide Airport Engineering and Planning Services for the
Valley County Airports. Services are outlined in FAA Advisory Circular 150/5100-14D, including
engineering or planning services for all phases and required incidental services for projects,
which may be multiple-grant funded. The contract for consulting services is expected to be for
a five-year period. The services to be provided may include, but are not limited to, the planning,
design, construction inspection, coordination, and administration of all project stages for the
following projects:
1. Pavement Construction, Rehabilitation, and Maintenance
2. Lighting, Signing, Navaid, and Electrical Improvements
3. Environmental Documentation
4. Complete Aeronautical Surveys
5. Airport Layout Plan (ALP) / Master Plan Update
6. Capital Improvement Planning (CIP)
7. Revenue Generation Facilities (Hangars, Fuel System)
8. Fencing, Gates, and Drainage Improvements
9. Terminal Building Construction / Improvements
10. Part 139 and TSA Compliance Items / Improvements
11. Land Acquisition
12. Acquire / Construct Snow Removal and ARFF Equipment and Buildings
13. Other Engineering and Planning Projects as Necessary.
Selection criteria contained in the FAA Advisory Circular 150/5100-14D, will be applied in
the following order of importance:
1. Recent experience in similar projects and airports
2. Quality of previous projects
3. Qualifications of key personnel
4. Capability of performing the projects
5. Capability of meeting deadlines, schedules and budgets
6. Reputation and references
7. Affirmative action program
Upon review of the submitted material, Valley County and the Valley County Airport Board
may select a consultant based on the submitted material, or reduce the list of applicants to approximately three (3) for oral presentation. A detailed scope of work will be developed with the
highest ranked consultant. Firm consulting fees will be negotiated, utilizing an independent cost
estimate as necessary, for the services to be performed under an FAA grant as approved by the
FFA. This contract is subject to the provisions of Executive Order 11246 (Affirmative Action to
Ensure Equal Employment Opportunity) and to the provisions of Department of Transportation
Regulations 49 CFR Part 26 (Disadvantaged Business Enterprise Participation). DBE firms are
encouraged to submit. To be considered for these services, please provide four (4) copies post
marked on or before February 11, 2015. All responses must be submitted in a sealed envelope

AND POLICY BUYBACKS WITH GREAT AMERICAN INSURANCE COMPANY, INCLUDING
THE SALE OF INSURANCE POLICIES FREE AND CLEAR OF LIENS, CLAIMS, ENCUMBRANCES, AND OTHER INTERESTS (“SETTLEMENT AGREEMENT”); AND NOTICE OF
HEARING
NOTICE IS GIVEN that the Debtor has filed in the United States Bankruptcy Court for the
District of Montana, a motion for approval of the Settlement Agreement with Great American
Insurance Company (“Motion”),
THE MOTION SEEKS, AMONG OTHER THINGS, AN ORDER OF THE COURT, PURSUANT
TO 11 U.S.C. §§ 105(A) AND 363 AND FRBP6004 AND 9019, APPROVING A SETTLEMENT,
RELEASE, AND COMPROMISE OF ALL CLAIMS AS MORE FULLY DESCRIBED IN THE
SETTLEMENT AGREEMENT. IF THE MOTION IS APPROVED, AMONG OTHER THINGS,
THE DEBTOR WILL SELL, AND GREAT AMERICAN WILL PURCHASE, THE SUBJECT
INSURANCE POLICIES (AS DEFINED IN THE SETTLEMENT AGREEMENT), FREE AND
CLEAR OF ALL INTERESTS (AS DEFINED IN THE SETTLEMENT AGREEMENT), INCLUDING, WITHOUT LIMITATION, ALL LIENS, CLAIMS AND ENCUMBRANCES. GREAT
AMERICAN WILL PAY $1,750,000 FOR THE BUYBACK OF THE SUBJECT INSURANCE
POLICIES FREE AND CLEAR OF SUCH INTERESTS AND GREAT AMERICAN WILL PAY
$1,750,000 TO OBTAIN THE BENEFIT OF THE PERMANENT INJUNCTION (AS DEFINED
IN THE SETTLEMENT AGREEMENT) AND OTHER PROVISIONS OF THE SETTLEMENT
AGREEMENT. THE ABOVE PAYMENTS SHALL BE PAID TO THE DIOCESE TRUST (AS
DEFINED IN THE SETTLEMENT AGREEMENT), TO BE ESTABLISHED BY THE DEBTOR’S
FIRST AMENDED JOINT CHAPTER 11 PLAN OF REORGANIZATION PROPOSED BY THE
ROMAN CATHOLIC BISHOP OF HELENA, MONTANA, AND THE OFFICIAL COMMITTEE
OF UNSECURED CREDITORS (“PLAN”). ALL ABUSE CLAIMS (AS DEFINED IN THE
SETTLEMENT AGREEMENT AGAINST THE DIOCESE PARTIES (AS DEFINED IN THE
PLAN) WILL BE CHANNELED TO THE DIOCESE TRUST AS THE SOLE AND EXCLUSIVE
SOURCE OF PAYMENT OF ANY SUCH CLAIMS. IN ADDITION, PURSUANT TO THE MOTION, THE DEBTOR SEEKS FINDINGS THAT, AMONG OTHERS, GREAT AMERICAN IS
ENTITLED TO THE BENEFIT OF AN INJUNCTION, PERMANENTLY BARRING ALL CLAIMS
BY ANY ENTITY (AS DEFINED IN THE SETTLEMENT AGREEMENT) AGAINST THE SUBJECT INSURANCE POLICIES, AND AGAINST GREAT AMERICAN RELATING TO SUCH
POLICIES. THE AGREEMENT ALSO REQUIRES THAT ANY ORDER CONFIRMING THE
PLAN ENJOIN ALL ABUSE, CONTRIBUTION, DIRECT ACTION, EXTRA-CONTRACTUAL
OR TRUST, CLAIMS AGAINST GREAT AMERICAN (AS EACH TYPE OF CLAIM IS DEFINED IN THE SETTLEMENT AGREEMENT). THE DESCRIPTION ABOVE OF THE RELIEF
SOUGHT BY THE MOTION, AND THE SETTLEMENT AGREEMENT ARE SUMMARY ONLY.
REVIEW THE MOTION AND THE SETTLEMENT AGREEMENT IN THEIR ENTIRETY FOR
A DETAILED DESCRIPTION OF THE RELIEF SOUGHT. If you have a claim against
the Debtor as to which insurance coverage is or may be available, your
rights may be affected.
If you object to any aspect of the Motion or the sale of the insurance policies, you must: (1)
file with the Clerk of the Court at U.S. Bankruptcy Court District of Montana, Room 263, 400
North Main Street, Butte, MT 59701 a written response stating the specific facts upon which
the objection is based; (2) serve a copy thereof on Bruce Anderson, counsel to the Debtor, at
Elsaesser Jarzabek Anderson Elliott & Macdonald, CHTD., 320 East Neider Avenue, Ste 102,
Coeur d’Alene, ID 83815, no later than February 25, 2015; and (3) attend the hearing on March
4, 2015, at 9 A.M. Pacific Standard Time at the U.S. Bankruptcy Court, 6450 North Mineral Drive,
Coeur d’Alene, Idaho. If no objections are filed, the Debtor may seek entry of an order approving the Motion without further notice or hearing. A copy of the Motion (Docket No. 430) can be
