The third Monday in February,
which this year happens to be February
16th, is the statutory holiday we know
as Family Day.This holiday was first celebrated in 1990. Alberta was the first and
only province in Canada to have a statutory holiday during the month of February, until Saskatchewan also began
observing it as recently as 2007. It was
originally proclaimed in our province by
Lieutenant Governor Helen Hunley on
the advice of our then-Premier, the honorable Don Getty.The Premier felt that it
was important enough for Albertans to
spend time with their families, in the
dead of winter, two months after the
holiday season, that he should declare a
holiday that emphasized family values.
We all look forward to this long
weekend now and kind of take it for
granted. It didn’t even exist that long
ago, however, and many would be
rather surprised to know how much
flack the Premier actually took at the
time for this decision. Employers felt
that it was a rather unnecessary financial burden to add yet one more statutory holiday to the list. As a result of the
fuss this was creating, the public holiday
which we call Heritage Day, which typically falls on the first Monday of August
every year, was downgraded from a
public holiday to a civic holiday. In other
words, it is no longer statutory. Workers
in different provinces of Canada may
actually have to choose one or the
other.
In Alberta specifically, employers
may still choose to observe Heritage
Day as a general holiday, in which case
the rules governing general holiday pay
are to be followed. Now on board for the
Family Day long weekend, we have the
provinces of Alberta, Saskatchewan,
Manitoba, Ontario, Nova Scotia, and
Prince Edward Island. In Manitoba, Nova

Alberta was the first province in Canada to have a statutory
holiday during the month of February
Scotia, and P.E.I., it is actually called Louis
Riel Day, Nova Scotia Heritage Day, and
Islander Day respectively. British Columbia just began observing a Family Day
on the second Monday of February, only
as recently as 2013, making for a total of
2/3rds of Canadians living in a province
which celebrates a February statutory
holiday. It also happens to coincide with
President’s Day in the U.S. for everyone
except for British Columbians, who
observe it the week before.
In B.C. they had introduced a private member’s bill as far back as 1994,
just four years after we started observing the holiday here in Alberta, requesting a Family Day holiday. It failed dismally, however, and it wasn’t until
between 2007 and 2011 that there were
any renewed efforts on its behalf. Once
again, it was opposed not only by the
Campbell government, but also by business interests, namely the British
Columbia Chamber of Commerce. Finally, in January of 2011, Christy Clark, who
was running for the leadership of the
Liberal Party at the time, made the issue
a part of her platform. When she subsequently became the Premier, the speech
from the throne delivered on October 3,
2011, confirmed the first Family Day to
be February 18, 2013.
Many schools across Canada for
years,
especially
post-secondary
schools, had already recognized the
importance of taking a mini mid-winter
sanity break in February. It was officially
called reading week when I attended
university, although we students called
it skiing week. Whatever you decided to
do with it, it was a very welcome thing
in the dead of winter to just be able to
kind of regroup. You could catch up on
some assignments or even just some
sleep. Now with the Family Day holiday,
also coinciding with these other
scholastic breaks, students can run
home for a long weekend and a homecooked meal, families can get together,
and everyone has something to look
forward to during that long monotonous home stretch that seems to go on
forever from New Year’s until spring. I
don’t have any children in school, but I
just found out recently that it’s not just
the post secondary institutions. Most, if
not all, of the high schools, middle
