Live-in partners die in 2-vehicle collision

CAMP OLIVAS - A 47-yearold man and his live-in partner
died when their car collided
with an armored van last Sunday along MacArthur Highway
in the City of San Fernando.
Police identified the victims
as Jaime Manalang, of Barangay Mining, Angeles City; and
Cristina Nulud, 47, of Dona
Belen Subdivision, Angeles
City.
Police said three others were
injured in the incident.
According to investigation,
Manalang and Nulud were
cruising along MacArthur
Highway in Barangay Telabastagan, City of San Fernando
with 7-year-old Shania Dhane
Nulud when their car, a Toyota
Corolla, occupied the opposite lane at a certain point and
collided with a Mitsubishi armored van driven by Joselito
Calaway, 30, a security guard
of San Nicolas, City of San Fernando.
As a result of the collision,
the victims as well as the driver of the van sustained injuries and were taken to the Mt
Carmel hospital. Manalang
and Nulud, however, died
while undergoing treatment.

vehicle (Susuki Samurai) driven by Princess Grace Gomez of
Paralaya St., San Matias, Sto
Tomas town which was tailing the Toyota Corolla avoided
the accident but swerved to the
right and hit an acacia tree. •

BPSU open for enrolees until March 20

BALANGA CITY - Students
who aim to get into the province’s biggest tertiary academe,
the Bataan Peninsula State University (BPSU), have until March
20 to file their application.
The filing of application,
which started November 24 last
year, will run until March from
Monday to Saturday.
The exams will take place
from February 21 to March 2,
and results of the BPSU-College
Admissions Test (CAT) will be
posted on April 14.
BPSU said in a statement that
applicants must qualify through
the BPSU-CAT in order to enroll
at the course they want to pursue.
“Aside from the student’s performance in BPSU-CAT, the university also considers the high
school grades in the computation
of the college admission result,”
it stated.
Interested applicants may get
the application forms from the
Office of Admission.
For the application to be processed, the following requirements must be submitted: certified photocopy of latest Form

Roxas wants board of inquiry
formed for PNP-SAF massacre
MANILA - Department of Interior
and Local Government Secretary
Mar Roxas ordered the formation
of a Board of Inquiry “to get to the
bottom” of the clash between the
Philippine National Police-Special
Action Force (PNP-SAF) members
and Muslim rebels that killed scores
of government security forces and a
suspected Malaysian bomb expert in
Maguindanao on Sunday.
Roxas said the board of inquiry
will be headed by PNP officer-incharge Deputy Director General
Leonardo Espina, who has vowed
to stay behind in the Maguindanao
area until everything is cleared out.
It was learned that the PNP-SAF
members were out to arrest Zulkilfi
bin Hir alias Marwan, the Malaysian
bomb expert wanted in the United
States; and Abdul Basit Usman, a
suspected local bomb expert; in the
remote village of Tuka na Lipao in
Mamasapano town, Maguindanao,
when they clashed with Moro Islamic Liberation Front (MILF) and
the Bangsamoro Islamic Freedom
Fighters (BIFF).
Malacanang through Secretary
Herminio Coloma Jr. of the Presidential Communications Operations
extended sympathies to the families
of the slain cops and assured a factfinding committee formed by the
government will unearth the cause
of the incident.

NLRC order favors
workers in BTPP claim

BALANGA CITY - The National Labor Relations Commission Fourth Division has
ordered final and executory the
denied motion for reconsideration (MR) lodged by Uniwide
Scrap Traders Corporation
(USTC) and other parties, and
as such rendering illegal their
continued actual occupation
of the decommissioned Bataan
Thermal Power Plant (BTPP)
in Limay town.
USTC and businesswoman
Marissa Cruz occupied the
plant in 2013.
Based on the copy of NLRC

Court II Ma. Rosellete P. Gonzalo dated January 21, 2015
presented to Headline Gitnang
Luzon, it stated that their earlier order denying the MR filed
by USTC owned by Rafaelito
Lo Jr. and other parties has
become final and executory on
January 13, 2015.
Copy of the Entry of Judgment has been furnished each
to PNP Regional Office, EMB
DENR Region 3 both in Pampanga, and Bataan provincial
government. Limay LGU will
also be furnished copy of the
order.
Ernesto Dagson represents
the 6,000 former workers of
the mothballed Bataan Nuclear Power Plant (BNPP) seeking
compensation that will be derived from the sale of movable
properties of BTPP as scraps
with market value of around
P400 million. The workers executed Special Power of Attor-
ney in favor of him to represent
them.
Records showed that the
workers won a case at the
NLRC and were awarded P73
million, more or less, in compensation.
In the decision of NLRC RAB
III Case No. 06-0723-82 dated
September 10, 2014, which
had been final and executory,
it was stated “Ernesto Dagson
shall retain in pledge subject
properties (buildings, structures, scrap, materials, and
all movables inside the premises of Bataan Thermal Plant
located at Limay, Bataan)….”.
USTC filed for a MR of the
decision, which was subsequently denied.
In the letter dated January
15, 2015 of former RTC judge
Roberto Romanillos, business
consultant of Dagson, to USTC
and Cruz, he said that Dagson is
“hereby exercising his rights to
take actual and physical of subject properties as pledgee…”.
The former workers of
BNPP have already waited for
almost three decades for their
compensation, some of whom
have already died and others
ailing due to old age.
“We are expecting USTC,
Cruz, and others involved to
respect the law and heed the
NLRC decision for the orderly
transition at the BTPP,” said
Maricon Dagson, daughter of
Ernesto whom has been given
by the latter, due to his old age,
authorization for transactions.
In mid last year, Cruz transported out of BTPP compound
40 truckloads of materials and
valuable scraps.•

Parents of ex-child
laborers get starter
KITS from DoLE

CITY OF SAN FERNANDO
- A total of 85 parents of former
child laborers recently received
P425,000 worth of livelihood
assistance given by Department of Labor and Employment
(DoLE) under its Kabuhayan
Starter KITS program.
Of
the
total
amount,
P275,000 was allocated for beneficiaries in Towerville Resettlement Livelihood Center, Minuyan, San Jose Del Monte City in
Bulacan while the remaining
P150,000 was meant for residents in barangay Tangos, Baliuag town.
Each beneficiary was given a
start-up kit, which can be used
for sari-sari store, barbecue and
palamig, mini carinderia, rice
trading, rag/doormat retailing,
kakanin, balot vending, tailoring, fish and vegetable, repacking of condiments, and ready to
wear clothing in order to engage
them in sustainable self-employment.
In a message, DoLE Regional
Director Ana Dione said that
through the provision of these,
they are looking forward at empowering Bulakenyo beneficiaries by helping them manage
and sustain their small start-up
business in order to help their
families.

CLARK FREEPORT -- As Cebu
Pacific Air marks its 100 millionth
passenger milestone,
more than
100,000 seats are now offered for a
P1 seat sale.
“With this special seat sale, guests
can take advantage of the lowest
fares we’ve offered to our destinations, especially after the removal
of fuel surcharges on all our flights,”
said CEB VP for Marketing and Distribution Candice Iyog.
The seat sale period is until January 28, 2015 or until seats last, for
travel from June 15 to December 10,
2015. Passengers can book P1.00
flights across the CEB network,
which includes flights within the
Philippines, Asia and the Middle
East. Flights to Sydney, Australia go
for as low as PHP1,488.
After the booking process, passengers can come away with tickets
as low as PHP151 for one-way domestic flights, PHP121 for one-way
international flights.
“We started operations in 1996, at
a time when air travel was expensive.
It will always be a privilege for us to
link islands and countries together,
and contribute to nation-building,”
Iyog added.
CEB’s 100 millionth passenger
is Yelen Bontuyan, who boarded a
Cebu-Manila flight last January 8,
2015. She, along with all the other
passengers on her flight, received
tickets from CEB. The airline also
awarded her with PHP100,000.

offers the online early renewal
of business name registration
as part of its effort to provide an
enabling environment for businesses to grow in the country.
“With this initiative, we intend to lower cost of doing business, save time, and avoid the
long queues in DTI offices nationwide. Likewise, we promote
a paperless environment in government,” DTI Undersecretary
Nora K. Terrado said.
Terrado said that to avail of
this scheme, sole proprietors
may log on to the Business
Name Registration System’s
(BNRS) website at bnrs.dti.gov.
ph, and process the renewal of
their business name registration
three months before its expiration. Within this period, online
updating of business profile is
allowed and free of charge.
In the old manual scheme,
change of business name information is done through DTI tellers with a fee of P65, which includes P50 renewal fee and P15

Where art thou
streetkids?
APPARENTLY, there are also “missing” streetkids in Angeles City - so they
say. Someone asked: Was this done to
hide them from the delegates of the ongoing Asia Pacific Economic Cooperation meet inside Clark?
Oh, wait. Wasn’t this what the national government also allegedly did to
the homeless when Pope Francis came
to visit?
But this was not the case, according
to Mayor Ed Pamintuan. According to
the mayor, the reports of streetkids being rounded up are wrong and malicious, because the city government, for
years now, has been rescuing children
roaming the streets.
This, the mayor said, is in line with
the country’s compliance to the Millennium Development Goals, and the Local Government Code which explicitly
states the protection and rehabilitation
of children threatened by circumstances beyond their control.
The good mayor also stressed that
the city government makes it a point
to feed the kids, give them shelter and
then return them to their respective
parents and families. In some cases,
even parents face complaints in line
with the Juvenile Welfare Act.
It is true that children should not
be roaming the streets. Their parents
should make sure of that. The streets
are dangerous places to be in for children, who should be protected and
nurtured in the comfort of their own
homes, with their respective families.
But no, they continue to beg for alms
and even become aggressive if they are
ignored or turned away. They continue
to endanger themselves, to the dismay
of the city government and its citizens.
There is no easy fix for this problem,
but with we’re sure the city government
is doing all it can for these streetchildren. All it takes is a concerted effort
among stakeholders, the mayor said.
Let’s help remove these kids in the
streets, and put them in school where
they can learn the value of living a decent life away from begging and crime.

mga tungkulin at malaking tagumpay na rin sa kampanya ng ating
kapulisan laban sa droga at mga
iba pang ipinagbabawal na gamot.
Dapat saluduhan ang mga pulis
sa bayan ng Pilar dahil sa kanilang
mga nagawa para sa bayan at laban
sa pag-abuso sa mga ipinagbabawal
na gamot.
Bagamat ito ay isang tagumpay
ng ating mga kapulisan, kaawa-awa
naman ang mga sinapit ng dalawang lola dahil sila ay mga naging
biktima ng sindikatong gumagawa at tumutulak ng mga droga sa
nasabing bayan.
Maraming mga paraan na rin ang

payak na buhay!
Bakit? Hayaan ninyong magbigay
ako ng ilang mga dahilan na makakaya kong patunayan, at nakatitiyak
akong hindi ninyo ito tututulan.
Una, hindi naman nagbabago
ang kalidad ng lasa at serbisyo ng

The governor held dialogues
with the two parties involved in
the dispute - William Co, original owner of a 44-hectare agricultural land in Barangay San
Francisco; and the farmer-beneficiaries of a Certificate of Land
Ownership Award of the same
land awarded through the Comprehensive Agrarian Reform Program (CARP) of the Department
of Agrarian Reform (DAR).
During the dialogues, Pineda
asked them to resolve the case
through a win-win solution.
“Kayo mga kababayan ko, ako
ang gobernador ninyo at ang aking anak ang inyong mayor, ang
gusto ko maging matahimik ang
ating bayan, nagmamahalan, nagtutulungan para sa kaunlaran,
kaya hinihiling ko sa magkabilang panig na mag-usap na lang sa
isang mapayapang paraan at bumuo ng isang pagpapasiya na kapwa makakabuti sa bawat panig,”
she said.
The governor claimed that the
CLOA farmer beneficiaries are
legitimate tenants and natives of
Barangay San Francisco, Lubao
and William Co is a native of Pasbul, Lubao.
She also advised farmers to focus only on the merits of the case,
stressing that they are legitimate
tenants and beneficiaries of CARP.

coming up with a solution beneficial to both parties.
The Land Dispute
The case purportedly stemmed
from the fact that Co mortgaged
the 44 hectares of land to the
Philippine Veterans Bank (PVB),
which was allegedly foreclosed
sometime in 1986 due to non-full
payment of the mortgage.
However, sometime in 1997, the
said agricultural land was distributed by the Department of Agrarian Reform (DAR) to legitimate
farmer-beneficiaries
through
CARP implementation allegedly witnessed by Co without the
knowledge of PVB.
Hence, on November 16, 2000,
the PVB filed with the Office Department of Agrarian Reform
Adjudication Board (DARAB)
a petition for the annulment of
CARP coverage and cancellation
of CLOAs.
On January 6, 2015, the Of-
fice of Atty. Noel L. Parel, DARAB
provincial adjudicator allegedly
made a decision for the cancellation of the CLOAs of the farmer
beneficiaries favoring the petition
filed by the PVB.
However, the farmer-beneficiaries questioned the authority of
the provincial adjudicator over his
decision for the cancellation of the
CLOAs. They are set to file a motion for reconsideration before the
Office of the DARAB.
They have noted that in an
order issued by DAR Undersecretary Anthony Parungao dated
December 7, 2012, it was explicit
that the Office of the Secretary
has the original and exclusive
jurisdiction to cancel the CLOAs
and to issue the necessary order
or resolution.
The farmers stated that the
DAR Administrative Order No.
06, Series of 2011 as amended by
Administrative Order No. 07 Series of 2014, all cases of cancellation of EPs, CLOAs and other
titles issued by the Agrarian Reform program of the government
shall be under the original and
exclusive jurisdiction of the DAR
Secretary and it is only the Secretary who has the jurisdiction to
issue any order, resolution or decision covering these cases.
They have also noted that the
Department of Agrarian Reform
Adjudication Board (DARAB),
through the Office of the Provincial Adjudicator or PARAD, under
the said A.O. NO. 06, is tasked
only to the case build-up of these
cases and it has no authority to
issue a resolution in the guise of
a report and recommendation as
was issued by PARAD Parel.•

in Angeles City, Kuliat Foundation and concerned business
establishments to come up with
a long-term and sustainable solution to rehabilitate and educate these children.
Pamintuan admitted that
this is a complicated problem
and there is no easy fix for it.
“There must be a concerted
effort among all stakeholders
to put available resources together, in order to assure that
our children are not out in the
street begging and being introduced to a life of criminality.
They should be in school learning or with their fellow children
playing and studying in a safe
and secured environment,” Pamintuan said. •

P10 million for the construction of the new dialysis center
and the purchase of six dialysis
equipment.
“This is our first time to
venture into a public-private
partnership yet we are confident that this collaboration
will prove fruitful due to the
governor’s good track record in
public healthcare,” said Dinio.
Furthermore, patients from
indigent families and PhilHealth members will be prioritized in this facility while
walk-in patients can also avail
of the center’s services ranging
from P2,200 to P2,300.
Dinio added that the dialysis
center will be open from 8 a.m.
to 8 p.m. and will cater to an
average of 10 to 12 patients per
day. They are also willing to
extend the facility’s operating
hours depending on the volume of patients in need of their
services.
The governor and her daughter, town Mayor Mylyn Pineda-Cayabyab, extended their
gratitude to their new private
partners and seek to open similar facilities in various parts of
the province to further improve
Capitol’s public health care
system.
The governor was also joined
by Second District Board Members Anthony Torres, Arthur
Salalila, and Jun Dimson during the event.
