Dear friends,
For the members of the Organising Committee of the Winter Universiade Granada 2015, it is an honour to host you in our city. Through this guide, we would like
to introduce you into an event in which we have worked with enthusiasm, as the
Universiade represents a great opportunity for us.
From time immemorial, both Winter sports and University have been a symbol
of identity of Granada. For this reason, we cannot imagine a better event than the
Winter Universiade we are introducing in this manual. Granada 2015 will be a window to show the world our province, in an audience especially important for us:
university students. We would not like to forget the legacy this event will leave regarding knowledge and promotion of sport, principles we share deeply with the International University Sports Federation. Concerning ice sports, the Universiade will
bequeathe an important legacy, as Winter sports in Granada will come full circle.
As other sports events, this Universiade has overcome some difficulties. Fortunately, the experience through decades organizing international high level and
very demanding sports events, has left an important legacy in this city regarding
organizational skills. As an example, the FIS Alpine World Ski Championships in
1996 left timeless memories in the province, as well as the recent ISSF World Shooting Championships or the FIBA Basketball World Cup. They all left an important
mark, as we are sure the Winter Universiade will do.
I would like to reiterate my gratitude for counting on your presence. You are
also the Universiade.

GENERAL INFORMATION
Granada Organizing Committee has prepared a medical guide for the 27th Granada Winter Universiade under the supervision of FISU International Medical Committee according to the regulations of FISU Winter Universiade Competitions and
Minimum Requirements.
The aim of the manual is to give information on medical services for participant
delegations and staff members.
Granada Organizing Committee will provide the following services to meet the
needs of athletes, referees, FISU family members, spectators, press members,
volunteers and medical service staff during the 27th Winter Universiade:
• Set up medical stations with health care staff at the venues and during the
opening and closing ceremonies.
• Set up a Medical Centre in the Granada Congress and Exhibitions Centre. This
centre will house the Organising Committee (OC) and the Press Centre offices.
The Medal Award Ceremony of the competitions in Sierra Nevada will be also
held at the Granada Congress and Exhibitions Centre.
• 24 hours emergency service. Those who require this service will be transferred
in ambulances from the different venues, OC Medical Centre or hotels to the
Hospital of the Universiade.
• Check up the environmental and food health and safety, monitoring any potential infectious diseases and maintaining environmental disinfection throughout Winter Universiade.
• Manage health services.
The primary goal of medical care and health check for 27th Winter Universiade
is the prevention of epidemics, food poisoning, providing efficient rescue and
treatments for patients on time and timely and adequate treatment of those seriously injured.

ETHICAL GUIDELINES FOR HEALTHCARE IN THE 27TH WINTER UNIVERSIADE
FISU International Medical Committee and Granada Organizing Committee Medical Department suggest the following code of ethics to all doctors and medical
personnel serving athletes and participants.
ETHICAL GUIDELINES FOR HEALTHCARE
IN THE 27TH WINTER UNIVERSIADE
1. Procedures that change substances or biochemistry of the blood.
2. Regardless of drug administration routes, applying drugs and substances containing stimulant and suppressor of central nervous system.
3. Creating any change in the self-control and mental health.
• All doctors responsible for athletes health must take care of their physical,
mental and emotional needs in training and competitions.
4. Making use of procedures to cover symptoms or to reduce the pains of athletes
having symptoms or injuries preventing them to participate in competitions.
• All patients including athletes have the right to prefer offered treatment and
other options.
5. Procedures changing the feature identifying age and gender artificially.
• Any athletes or patients cannot be deprived of their rights. However, athletes
are suggested to follow doctors recommendations.
6. Allowing an individual to do training and enter competitions without securing
his/her health and safety.
• Privacy of the patient is important and this right must be protected.
• A doctor who is responsible for both athletes and other officials health must
inform them about the procedures he/she is against. He/She must protect
individuals from these procedures, get support from other physicians and organizations, protect athletes from the pressure to implement the procedures
and help to control these procedures.
• Athletes and team managers are supposed to give the right information to
the doctors.
• Doctors and health officials who oppose to the ethics must not be allowed to
work.
• In the test events and competitions, a doctor is in charge of determining
whether athletes stay in the course and return to the competition or not. This
decision cannot be transferred to others from different professions. In case
of absence of a doctor, a representative must follow the doctors instructions
firmly and priority in that decision should be given according not to the result
of competition but to athletes health and safety.
• Medical team directors advices about organization of sports events should be
taken into consideration.
• All doctors responsible for athletes health are obliged to extend the best
treatment to the athletes under any circumstances.
• It is clear that each athlete will be individually treated.
• Doctors should abstain from the use of methods and materials that are prohibited by WADA, IOC, and ISF and keep others away as well. They must be opposed to these methods especially the ones indicated below which are against
work ethics as well as hurt applicant athlete.
• Sports medicine should be operated according to the ethics above mentioned.
• Also sports medicine should be operated according to the ethics above and
methods harming athletes and their ability should be avoided.
Granada Organizing Committee Medical Department is in charge of organizing
and providing medical service for 27th Winter Universiade Granada which will
take place between the 3th- 14th February, 2015 in Granada.
Within the scope of organization, medical care and public health support during
the 27th Winter Universiade will be covered by the Andalusian Department of
Health Services (SAS).

1. Introduction of Medical Care Plan prepared for the 27th Winter Universiade by
Granada OC and FISU International Medical Committee.
2. Implementing FISU International Medical Committee decisions and reporting
them to the committee.
3. Setting up Health Stations and staff providing health services in competition,
official trainings and accommodation areas and coordination of these health
stations.
4. Setting up a communication network among Athletes Hotels, FISU Hotel,
Health Stations and competition areas.
5. Paying attention to environmental maintenance and food hygiene at Athletes
Hotels, FISU Hotel and competition areas.
6. Control, sterilization and disinfection of infections in FISU Hotel and the Athletes Hotels.
7. Carrying out administration of Health and Emergency Services, observing
health status and solving certain problems promptly in competition areas and
hotels throughout the competitions.

EMERGENCY SYSTEM
Emergency medical services can be reached free of charge by dialling 112 from
any land line or mobile telephone for emergency services (ambulance/medical, fire
and rescue, police). Medical Emergency State-owned Company has the biggest
and best equipped Emergency Coordination Centre of Andalusia in Granada. It is
located in the PTS Granada, in the Advanced Multifunctional Centre for Simulation
and Technological Innovation (CMAT). Provincial emergency ambulance service of
Granada, 061, is run from the CMAT building, close to the Sports Palace.

The Hospital for the Universiade 2015 is the University Hospital Virgen de las
Nieves. They will take care of all injured people transferred from the OC Medical
Centre, competition venues or hotels.
There are two centres available: Hospital of Physical Therapy and Orthopaedic
Surgery (with heliport) and the Medical and Surgical Hospital.
It has a 24-hour urgent admission service, 1060 beds, 37 surgery rooms, 171 consulting rooms and 650 doctors of different specialities.

The Universiade Medical Centre is located at the Conference and Exhibition Centre. The athletes, judges, officials, FISU family members, media members, volunteers and spectators will be assisted there during the opening hours from January
30th to February 14th, 2015. (8.30 a.m. to 8.30 p.m.).
There will be services for the following: general medicine, sports medicine, sports
traumatology, physiotherapy, sport chiropody, advanced CPR and sonography.
Both X-ray studies and analytical and diagnoses tests will be carried out at the
University Hospital Virgen de las Nieves.

Medical services will be provided for athletes, judges, officials, FISU family members, media members, volunteers and spectators.
SPORTS PALACE
Ice Hockey (capacity: 3,500 spectators)
In all official trainings and competition venues during the Universiade, a mobile
intensive care unit (ICU) with a doctor, a nurse and a medical transport technician
will be available 60 minutes before and after competition. In case of evacuation,
they will be replaced.
There will be a mobile intensive care unit with a doctor, a nurse and a medical
transport technician. Another doctor will coordinate this team.
When a competition takes place in Sierra Nevada, there will be a mobile intensive
care unit located in Pradollano, which will cooperate with the one existing there.
Those seriously injured will be transferred by helicopters (located in Borreguiles
near Pradollano) to the University Hospital Virgen de las Nieves heliport.
Sierra Nevada houses a health centre in Pradollano with two consulting rooms,
advanced cardiopulmonary resuscitation room, radiology and plaster rooms and
observation room with three beds.

Alpine Skiing, Freestyle Skiing and Snowboard:
There will be a mobile intensive care unit with a doctor, a nurse and a medical
transport technician. Another doctor will coordinate this team. A sport physiotherapy service will also be available.
The medical unit that will cover all the competitions consist of ten doctors: a
doctor, together with a nurse and a medical transport technician, will be located
at the mobile intensive care unit that will support the Pradollano Health Centre.
The remaining nine doctors will be at the different competitions. In each of the
sport tests there will be a doctor with two members of the ski patrol at the ski
area. A sport physiotherapy service will also be available, located in the First Aid
Kit in Borreguiles.

Whenever athletes, judges, officials, FISU family members, media members and
volunteers staying at the different organization hotels need medical assistance
and they cannot go to the Universiade Medical Centre themselves, they should
phone the emergency ambulance service of the Universiade: 061.
The Media Centre and the Universiade Medical Centre are located at the Granada
Congress and Exhibition Centre. In case medical assistance is required, they could
be assisted at the OC Medical Centre. If needed, the patient will be taken to the
University Hospital Virgen de las Nieves.
In a timely fashion, a mobile intensive care unit (ICU) with a doctor, a nurse and
a medical transport technician, will go to the hotel. If needed, the patient will be
taken to the University Hospital Virgen de las Nieves.
9.2. MEDICAL SERVICES AT OPENING AND CLOSING CEREMONIES
For the opening ceremony in the Congress and Exhibition Centre, the Universiade
Medical Centre and two mobile ICUs will be available.
9.6. MEDICAL SERVICES AT GRANADA AND MÁLAGA AIRPORTS
At Granada and Málaga Airports there is Medical Assistance available for all Universiade participants, in case they might need it when they arrive and before
departure. If needed, they will be taken to the University Hospital Virgen de las
Nieves.
For the closing ceremony in the Sports Palace, two mobile ICUs will be available.
9.3. MEDICAL SERVICES IN MEDAL AWARD CEREMONIES
Medal award ceremony of the competitions in Sierra Nevada will be held at the
Granada Congress and Exhibition Centre. The staff of the Universiade Medical
Centre will take care of athletes and persons attending the ceremonies.
If need it, the patient will be taken to the University Hospital Virgen de las Nieves.
The rest of the Medal Award Ceremonies will take place in the different competition venues.
Medical assistance will be covered by the medical team located at each venue.
9.4. MEDICAL SERVICES AT FISU FAMILY HOTEL
Whenever the FISU Family members need medical assistance and they cannot go
to the Universiade Medical Centre themselves, they should phone the telephone
of emergency ambulance service of the Universiade: 061.
In a timely fashion, a mobile intensive care unit (ICU) with a doctor, a nurse and
a medical transport technician, will go to the hotel. If needed, the patient will be
taken to the University Hospital Virgen de las Nieves.

Nutrition and Food Technology Institute of the University of Granada will review
and evaluate all athletes meal plans designed both by hotels of Granada and
restaurants of Sierra Nevada. Besides, apart from the Medical Centre of the OC,
located at the Granada Congress and Exhibition Centre, the Institute of Nutrition
and Food Technology of the University of Granada will offer a nutritional status
assessment and body composition estimation, free of charge, to all the athletes
who might be interested.

Granada OC Medical Department has prepared detailed plans for observation
and control with the purpose of medical care, sanitation, and for the prevention
of food poisoning and epidemic.
Sanitation controllers will be sent to provide the security at the Athletes’ Hotels,
competition venues and other points for the sale of food & beverages. Food sanitation and hygiene control will be applied as follow:
• Detailed plans for insect eradication and disinfection have been made at the
Athletes’ Hotels and common places.
• Epidemiological surveillance and observations related to public health will be
administered.
• Sanitation information will be broadcasted.
