Americana de Arbitraje, miembros del Sindicato de
Trabajadores del Transporte (TWU, por sus siglas
en inglés) Local 100, el sindicato que representa a
aproximadamente 38,000 empleados de tránsito,
votaron el 15 de febrero por ratiﬁcar el nuevo
contrato por un margen de 70 a 30 por ciento.
El sindicato anunció el 16 de enero que había
llegado a un acuerdo de contrato tentativo con la
MTA.

A
s Fashion Week comes to
an end, so, coincidentally,
does the tour of “Native Fashion
Now,” the country’s ﬁrst largescale traveling exhibit of Native
American Fashion.
The collection of nearly 70 pieces,
most of them modern work from Native
American designers, now goes on display
at the National Museum of the American
Indian (NMAI) in New York until Sept.
4th.
Notwithstanding the museum setting,
the vibrant works offer a sharp rejoinder
to typical views of Native American dress
and a telling rebuke to clothing designers
and manufacturers who seek to appropriate
cultural images.
“We are not just relics of the past, we
are not just museum pieces to be admired,”
said Martha Redbone, a singer of Cherokee,
Shawnee, and Choctaw heritage who
attended the exhibit’s press preview. “We
are actually living, thriving people, artisans

Cultural appropriation of indigenous
clothing and designs is commonplace in the
fashion world. In 2012 model Karlie Kloss
donned a feather headdress during a Victoria’s
Secret fashion show. According to Walter
Fleming, a professor of Native American
Culture and History at the University of
Montana, headdresses, or war bonnets, are
very powerful status symbols in many native
communities. “They have to be earned and
are gender speciﬁc,” said Fleming.
The choice to have a female model
casually parade with a war bonnet was seen
as offensive and a backlash against Victoria’s
Secret quickly ensued. According to Professor
Fleming, embarrassment and pain could have
been easily avoided if a designer or curator
had simply spoken to a native person.
When U.K-based brand KTZ debuted its
Fall/Winter collection during 2015 Fashion
Week the pieces were described as tributes
to indigenous peoples. But according to
Adrienne Keene, creator of the blog Native
Appropriations and Brown University
professor of American Studies and Ethnic
Studies, KTZ clothing was inappropriate
because of its misuse of Northern Cheyenne/
Crow patterns. In her blog Keene states
that the brand copied the work of native
designer Bethany Yellowtail.
“Bethany’s design is not just a collection
of abstract shapes, she utilized Crow
beadwork that had been in her family for
generations for her design,” said Keene in
her blog. “The colors, the shapes, and the
patterns have meaning, origins, and history.

enewal is showing results.
The city’s Renewal Schools program
is boosting attendance and test scores at
previously struggling public schools, said
Department of Education (DOE) ofﬁcials.
Speaking at a community media roundtable
at Tweed Courthouse on February 17, DOE
representatives said that graduation rates
across the 86 renewal schools have increased

Renewal Schools receive specialized
academic resources and targeted social
services, including vision screening and
mental health services.
Seven schools have food pantries on
campus, and 14 feature adult literacy
programs.
“We started off with a needs assessment
so we can offer customized support,” said
Horowitz. “We identiﬁed a turnaround
strategy based on what teachers, principals
and families needed.”
Students receive an extra hour of
instruction per day.
All Renewal Schools are partnered with a
community-based organization in the area to
offer services to families.
“We make partnerships
to harness the collective
power of the community,”
said Christopher Caruso, the
DOE’s Executive Director of
Community Schools.
The city began the Renewal Schools
program in 2014, initially with 94 sites, in
attempt to boost the failing schools rather
than close them outright.

Much is riding on the performance of these
schools, as the city has pumped over $500
million in additional funding into the Renewal
Schools program, which many education
advocates feel could be a model for the rest of
the country, if successful.
Dorald Bastian, principal of MS 328 in
the South Bronx, said that his school has
seen improvements in the Renewal School
program because parents are more engaged.

Employment Program (SYEP)

2017. The application process
was launched early this year for
additional time to plan for summer.
Participants are selected by lottery
for the program, which runs from
July 5 through August 19.
SYEP is the nation’s largest summer youth
employment initiative, and since 1963 has
provided New York City young people between
the ages of 14 and 24 with up to six weeks of
entry-level experience at worksites in all ﬁve
boroughs. Last summer, a record 60,113 young
people were employed in more than 10,000
worksites.
SYEP participants are compensated for
their work at thousands of diverse worksites,
including government agencies, hospitals,
summer camps, nonproﬁts, small businesses,
law ﬁrms, museums, sports enterprises and
retail. Specialized programming for disabled,
foster care, runaway/homeless and courtinvolved young people are also available.
SYEP offers workshops on job readiness,
career exploration and ﬁnancial literacy, and
opportunities to continue education and social
growth. Ladders for Leaders is an employerpaid internship component of SYEP for youth
aged 16-22.
As part of a national effort to encourage
young people to save and make healthy
ﬁnancial choices, SYEP participants have the
option to receive their wages via direct deposit
to a bank account of their choice. Youth who
signed up for direct deposit and/or opened
savings accounts are eligible to receive over
2,000 rewards deposited to their accounts
ranging from $25-$500. Last summer, more
than 16,000 young people signed up for direct
deposit accounts, a 200 percent increase since
2014. The multi-year initiative is funded by the
Cities for Financial Empowerment (CFE) and
the Citi Foundation.

something wasn’t right.
The native of Trinidad and Tobago was
employed for three years on various Bronx
construction sites for K.S. Contracting, a ﬁrm
awarded numerous contracts by city agencies
for projects such as Morrisania Health
Center and Bronx River Park, a Sanitation
Department garage in Brooklyn and upgrades
to Rikers Island.
On paydays, Harrypaul would be given
cash by his supervisors, but felt he was being
shortchanged.
“It’s hard when you expect to get one thing
for pay, and you get something else,” said
Harrypaul. “It’s a struggle to make a living.”
Sookdeo, an immigrant from Guyana who
worked for K.S. Contracting for more than a
year, explained that he too was underpaid for
work he performed at the Rikers Island site,
and said it caused him ﬁnancial hardship.
He did not want to share his surname.
“I had mortgage to pay, bills were piling
up,” he said. “My wife was working two jobs
because of it. It was very hard on me.”
Harrypaul, who drove construction vehicles
and performed carpentry at the job sites, said
he brought the compensation matter to his
supervisor.
“He ignored it,” remarked Harrypaul. “We
complained, but the company did nothing
about it. They just keep it quiet.”
Eventually, one of Harrypaul’s co-workers
ﬁled a complaint with the ofﬁce of City
Comptroller Scott Stringer, who launched an
investigation into the company in May 2010.
On February 13, Stringer announced that
the years-long investigation revealed K.S.
Contracting had engaged in a kickback
scheme targeting immigrant workers. The
Comptroller accused the company and its
owner, Paresh Shah, of cheating at least 36
workers out of prevailing wages and beneﬁts
on seven public works projects between
August 2008 and November 2011.
The workers, mostly immigrants of Latino,
South Asian, or West Indian descent, were
defrauded out of $1.7 million in wages and
beneﬁts, Stringer said.
Stringer has assessed ﬁnes of $3.2 million
against the construction ﬁrm for cheating
workers out of prevailing wages and debarred
the company for ﬁve years.
The ﬁne includes back wages which must
be repaid to the defrauded workers, as well as
interest and civil penalties.
Stringer said the case should signal to
other companies that the city will protect its
workers.
“If you’re a company that cheats its
employees out of an honest day’s pay, we’re
going to ﬁnd you,” he stated.
“I think it’s a good thing to make an example
of them,” said Harrypaul. “Contractors should
not be taking advantage of workers. They
went against New York State law and need to
be punished.”

But Cabrera is struggling to get to job
interviews because of transportation costs.
“Even getting to the unemployment ofﬁce
is difﬁcult,” she said. “I have to make difﬁcult
choices like not paying my electric bill to
afford a weekly MetroCard.”

Mayor Bill de Blasio and the City Council
to prioritize half-priced MetroCards for lowincome New Yorkers.

City Comptroller Scott Stringer said he

“New Yorkers simply can’t afford to get
on a subway, go to work, or take their child to
school. This has been the dirty secret of mass
transit for a long time,” Stringer remarked.
“If we can help the 800,000 people who
struggle just to get to work, we will keep the
economy growing,” he added. “This is the
best investment we can make.”
The Riders Alliance and CSS have launched
a petition campaign to urge de Blasio to
include funding for half-price MetroCards in
his 2018 budget.
To date, De Blasio has declined to include
such funding in his preliminary budget, and
has suggested it is Albany’s responsibility to
fund the MTA, a state-run agency.
Public Advocate Letitita James pointed to
a recent news report that Governor Andrew
Cuomo would cut $65 million in MTA
funding from his executive budget, and said
she hoped de Blasio would change course.
“The reality is that the mayor has said no on
a number of initiatives, and he has reversed
himself on a number of issues,” James said.
“The governor and the mayor of the New
York need to step up and realize that not only
is the rent too damn high, but the fare is too
damn high as well,” she remarked.
Advocates pointed to de Blasio’s track
record on progressive issues such as universal
Pre-K and paid sick days, and said that “Fair
Fares” could also serve as a signature program
to help impoverished New Yorkers.

be at a disadvantage when facing a landlord

agreed to fund universal access to legal
services for tenants facing eviction.

on February 12th that the city will provide
a $93 million allocation to provide legal
representation to residents in housing court,
a move that is expected to reduce unlawful
evictions and prevent displacement.
The agreement will provide free legal
representation to New Yorkers with
household incomes below about $50,000,
and legal counseling to those earning more.
The city estimates that 400,000 residents
will be served under the program every year.
Since the de Blasio administration
implemented
a
$62
million-a-year
commitment for tenant legal aid in 2014,
evictions citywide have dropped by 24
percent.
“We are the ﬁrst city in the country to level
the playing ﬁeld between tenants and
landlords in housing court,” said de Blasio.
“To anyone being forced out of their home or
neighborhood, we are ﬁghting for you. This
is still your city.”
Each year, close to 300,000 New Yorkers
are brought to housing court. Landlords are
represented by an attorney 90 percent of the
time, while tenants only have legal assistance
in 27 percent of cases.
“New York City’s eviction epidemic is
a tragedy on so many levels. But starting
today, that will change,” remarked Levine,
the primary sponsor of the legislation in the
City Council.
“This announcement marks the beginning
of a new era for tenants in New York City,”
he said. “No longer will low-income New
Yorkers have to face the life-altering threat
of an eviction alone. I am proud that the
Council and Mayor de Blasio have come
together to make this historic program a
reality.”
The new funds will be phased in over
the next ﬁve ﬁscal years, starting with $15
million in ﬁscal year 2018, and topping out at
$93 million by 2022.
At full implementation, the city’s
investment in anti-eviction legal services will
total $155 million.
“This agreement represents a huge step
towards making New York City a more fair
and equitable place,” said Chris Widelo,
Associate State Director for AARP New York.
“It will prevent wrongful evictions and save
taxpayers hundreds of millions of dollars in
the process by keeping New Yorkers in their
homes and out of the shelter system.”

Services (SBS) will soon unveil a capital
access program to assist Minority and
Women-owned Business Enterprises (M/
WBEs), allowing businesses to borrow up to
$500,000 at a 3 percent interest rate if they
have won a city contract or are bidding on a
city contract.
“We think that’s going to be a game changer
for a lot of M/WBEs in terms of getting
access to capital,” said SBS Commissioner
Gregg Bishop, who revealed the funding
program during a discussion at the CUNY
Graduate School of Journalism’s Center for
Community and Ethnic Media (CCEM) on
Fri., Feb. 10th.
Bishop said proper ﬁnancing is one of
the top challenges facing the city’s small
businesses, and explained that his agency
assists business owners in getting loans.
“Businesses spend a lot of time looking
for the right lender. In some cases, they ﬁnd
the wrong lender,” Bishop said. “We want to
make sure that businesses know that we are
there to guide them through that process.”

the error and developed the political will to
change the law which was amended. Now,
80 percent of the deposit goes to the state to
protect and improve the environment.”

had previously stated that he could support
a fee if the money went to environmental

“It makes sense to press the pause
button on this fee in order to do a more
thorough investigation on the best ways
to reduce paper and plastic waste in our
environment,” Heastie said after the state
legislature passed the bill to halt the fee.
Following Cuomo’s action, supporters of
the fee were critical.
“We are deeply saddened that Governor
Cuomo has signed the bill to nullify New

possession has cleared the state Assembly.
Personal possession of small amounts of
marijuana was decriminalized in New York 40
years ago, but a loophole in the law allowing
arrest for possession “in public view” has left
hundreds of thousands of mostly black and
Latino New Yorkers with criminal records
that follow them for the rest of their lives.

policing practice of stopand-frisk,” he said.
The bill will now go to the
State Senate for consideration.

In order to engage families, the MS 328
campus is kept open until 9 p.m. six days a
week, and offers a variety of workshops for
parents.
“We tried to connect teachers with
parents,” Bastian said. “Parents and teachers
co-facilitate meetings.”
Caruso said that the DOE sought out family
engagement at the outset of the program.
“We went door to door to meet families
in person, let them know who key people at
school were,” he stated.
Despite the successes touted by the DOE,
it was revealed in January that the city would
close or merge nine of the Renewal Schools
for next school year, after already closing
eight others since the program started
“The decision to close any school is not an
easy decision,” said Horowitz. “We take that
very seriously.”
The decisions were based on benchmarks
such as academic performance, enrollment
data and attendance, she said.
“And we looked to see if there were
better school options in that area, that can
offer the student a richer, more high-quality
experience,” she said.
Students and families are provided with
one-on-one counseling to be guided to a
higher-performing school.
“They’re not being moved, their families
will have a choice in where they go,” said
Horowitz.

cut from Gov. Andrew Cuomo’s
proposed budget.
The mayor pays a visit.
In his State of the State address, the
governor announced he would make New
York the ﬁrst age-friendly state in the nation.
But his budget calls for cutting $17 million
of federal funds for senior centers in the city,
shifting the money to child care instead.
According Bobbie Sackman, Associate
Executive Director of Public Policy for the
advocacy group LiveOn NY, that would force
65 senior centers to close.
“Six

gone,” she points out.
Despite almost 15,000 letters asking
Cuomo to restore the funds, the 30-day
window for budget revisions passed late last
week with no change.
Sackman stresses that senior centers are the
frontline network serving elderly immigrants
in the city, including thousands for whom
English is a second language.
“And so, at a time when immigrants of all
ages have good reason to be terriﬁed, this
is adding another layer of terror on top of
everything else,” she states.
The governor’s ofﬁce has said the city
could replace the money for senior centers
from a $400 million increase in overall state
funding to the city.
The budget calls for cutting $17 million
of federal funds for senior centers.
But Sackman says those funds can’t be
found in the governor’s budget.
“Everyone is scratching their head because,
left and right, the governor’s budget is cutting
New York City’s budget in a multitude of
ways,” she states. “So, nobody understands
what the governor’s ofﬁce is even referring
to.”
Advocates for seniors are now pushing
legislators to restore the funding in their statebudget negotiations.
The ﬁnal budget is due on April 1.
It is estimated that a millionand-a-half meals would be lost.

According to Stringer, K.S. Contracting
falsely reported to city agencies that all
workers were paid appropriately. The ﬁrm
reported that it was paying workers $50 an
hour, Stringer said, when in reality employees
were earning wages starting at $90 a day.
“It’s not right to cheat us,” remarked
Sookdeo. “I’m working nine stories up doing
pointing work, it’s dangerous. We deserve to
be paid the right way.”
The investigation by Stringer’s ofﬁce found
that K.S. Contracting would issue checks to
roughly half its workforce, with the other
employees operating off the books.
Those employees were ordered to cash
the checks and surrender the money back to
company supervisors, who then redistributed
the cash to all of the employees on a job
site, paying them at rates signiﬁcantly below
prevailing wages.
Stringer also accused K.S. Contracting
of falsely reporting to city agencies that all
employees on the jobsite who received checks
were paid the prevailing wage.

The artist behind the native-owned and
operated clothing line OxDx, Jared Yazzie, is
one of the featured artists and uses his T-shirts
to promote activism. Black T-shirts with
the words “Native Americans Discovered
Columbus” and “Mis-Rep” hang in the
exhibition – an attempt at rethinking history
and breaking stereotypes.
“There are stories behind all of it,” said
Yazzie in reference to patterns, like the Navajo
basket design, he incorporates into his work.
“Who better to tell it than native designers?”

de la moda. En 2012 la modelo Karlie Kloss
usó un tocado de plumas durante un desﬁle
de modas de Victoria’s Secret. Según Walter
Fleming, profesor de Cultura e Historia de
los Nativos Americanos de la Universidad de
Montana, los tocados o gorros de guerra son
símbolos de estatus muy poderosos en muchas
comunidades nativas. “Tienen que ser ganados
y son especíﬁcos por género”, dijo Fleming.
La elección de tener una modelo desﬁlando
casualmente con un sombrero de guerra fue
visto como ofensivo y una reacción contra
Victoria’s Secret rápidamente se produjo.
Según el profesor Fleming, la vergüenza y
el dolor podrían haberse evitado fácilmente
si un diseñador o curador hubiera hablado
simplemente con una persona nativa.
Cuando la marca KTZ, del Reino Unido,
debutó en su colección Otoño/Invierno durante
la Semana de la Moda 2015, las piezas fueron
descritas como homenajes a los pueblos
indígenas. Pero de acuerdo con Adrienne
Keene, creadora del blog Native Appropriations
y profesora de Estudios Americanos y Étnicos
de la Universidad de Brown, la ropa KTZ fue
inapropiada debido a su uso indebido de los
patrones Cheyenne del Norte/Crow. En su blog,
Keene aﬁrma que la marca copió el trabajo de
la diseñadora nativa Bethany Yellowtail.

La curadora del Native Fashion Now, Karen
Kramer, quiere que la exhibición muestre la
diversidad del diseño nativo. Cuando surge el

quiere que la gente se imagine de inmediato piel
de ante y ﬂecos.
“Quiero que la gente entienda que los
diseñadores de moda nativos están deﬁniendo
para sí mismos lo que es y puede ser la moda
nativa”, dijo Kramer.
La exposición tiene cuatro temas: Pathbreakers,
Revisitors, Activators y Provocateurs. Cada uno
reﬂeja cómo los diseñadores están respondiendo
