The city has announced an update to its teacher evaluation system, implementing a method that relies more heavily on measures such as classroom observation by principals and portfolios of student work. The system was created through an agreement between the Department of Education (DOE), United Federation of Teachers (UFT) and Council of School Supervisors and Administrators (CSA). “Today’s agreement builds on our work to improve and increase professional development opportunities for educators while holding them accountable,” said Schools Chancellor Carmen Fariña, who announced the new system at DOE headquarters on December 21, alongside UFT President Michael Mulgrew and CSA Executive Vice President Mark Cannizzaro. The agreement comes about a year after the state suspended the use of standardized test scores in teacher evaluations, a practice that critics have long said was not an accurate measure of instructor performance. “Teacher evaluation, as we know, has been a topic that has been talked about for seven or eight years now,” said Mulgrew. “This is the first time when I can stand here before you and say we have moved in a better direction.” Teachers and principals will continue to be evaluated on a four-point scale, which features ratings of highly effective, effective, developing or ineffective. With hate crimes on rise since the presidential election, many New Yorkers have wondered what to do if they personally witness an incident taking place. A new approach focuses on “the four Ds” – direct, distract, delegate or delay. On December 15, the city presented a training seminar designed to provide tips on how to respond to hate and bias incidents, and protect the civil rights of city residents. Sponsored by the offices of New York City Public Advocate Letitia James and Manhattan Borough President Gale Brewer, the training was held at the Midtown headquarters of the American Association of Retired Persons (AARP) and presented by members of Hollaback! and the NYC Anti-Violence Project (AVP). The Hollaback! group seeks to raise awareness on and seeks to combat street harassment, and AVP provides free and confidential assistance to thousands of lesbian, gay, bisexual, transgender, queer, and HIV-affected people each year from all five boroughs. “People want to know what to do,” said Brewer. “They want to know that they’ll be the right person in those situations.” Francisca Montana of the Public Advocate’s office told attendees that the current state of the nation required New Yorkers to build a greater sense of community to help each other feel safe. “There’s a tendency for people in New York City to be in their own little world,” Montana said. “It’s about stepping outside of your comfort zone, and possibly being able to respond when we see someone verbally attacked due to their race or orientation.” Montana and Hollaback! Deputy Director Debjani Roy gave suggestions on how to respond to situations when witnessing someone being harassed, which they referred to as ‘the four Ds’ of bystander intervention, which were outlined as “direct, distract, delegate or delay.” Roy said that the option to directly confront “It all depends on what you’re comfortable with,” said Hollaback! Deputy Director Debjani Roy. a verbal attacker is not always advisable. “It could escalate,” she said. “It all depends on what you’re comfortable with, and there should be other people around.” Montana said that a better course of action would be to distract by interrupting the situation without directly confronting the offender. “You could strike up a conversation with the victim to defuse the situation, or stand between the attacker and the victim,” Montana remarked. “It’s a question of practicing getting out of your comfort zone,” she said. “You should get comfortable interacting with strangers, like perhaps starting a conversation on a normal subway ride with someone you don’t know.” “Delegate” means seeking help from another person, usually one of authority, while “delay” involves checking in with a victim after an incident occurred, Roy explained. “You might say, ‘Are you okay? The Harlem native, who was incarcerated for 15 years, was kept in solitary confinement for 90 consecutive days for a non-violent infraction of prison rules. Pate said he still feels the effects of his experience, where he was cut off from most human contact in a cell “the size of a closet,” he said. “It changed me greatly,” Pate remarked. “It changed me psychologically, and affected my ability to interact with others.” Pate and other formerly prisoners rallied outside of Governor Andrew Cuomo’s Manhattan office on Fri., Dec. 23, seeking to draw attention to the torturous conditions endured by those in solitary confinement, and calling on Cuomo and state lawmakers to pass legislation that would end the practice. The bill would restrict the length of days an individual can be held in solitary confinement to no more than 15 consecutive days, and provide for rehabilitative and therapeutic programs and support. Jared Chausow, Advocacy Specialist with Brooklyn Defender Services, said that approximately 4,500 individuals are kept in solitary confinement in New York prisons each day. “The average stay is 60 to 90 days, but some are kept there for years,” he said. According to the Association of State Correctional Administrators, the percentage of New York’s state prison population that is in solitary is approximately double the national average. “It changed me greatly,” said Victor Pate of his experience. While the United Nations adopted a “Mandela Rule” prohibiting solitary confinement beyond 15 days, New York State places no limit on the total time a person may spend in isolation. “We’re targeting Governor Cuomo because some of the provisions in the proposed legislation could be enacted by executive order,” said Chausow. Members of CAIC said that the group stages rallies throughout the state on the 23rd of each month, in recognition of the 23 hours per day that prisoners typically spend in solitary confinement. Members of ArchCare’s Senior Life center in East Harlem received a special treat on Mon., Dec. 19, as the Archbishop of New York, Cardinal Timothy Dolan, visited the site to celebrate a private holiday Catholic Mass and personally greet attendees. During the service, Dolan offered Christmas blessings and occasionally sought to address attendees, many of them of Latino descent, in Spanish. “Feliz Navidad para todos,” Dolan remarked. Dolan praised the work the senior center has accomplished in the community. “God is with is us, with the care and the hope that we sense here,” he said. Operated by ArchCare, the health system of the Archdiocese of New York, the Fifth Avenue site is a Program of All-inclusive Care for the Elderly (PACE) facility, providing healthcare and social services for people 55 and over. “This is for individuals who would otherwise be in a nursing home,” said ArchCare Chief Executive Officer Scott LaRue. “It provides a nursing home level of care, but allows people to stay in the community with their family.” The site provides primary medical care, meals, transportation, discussion groups and a variety of social activities — all designed to give members, especially those with disabilities, a sense of community, explained LaRue. “We also provide medical services, and a variety of other supports in the home,” he said. They love to come, but they still have the dignity of remaining at home.” “When the center first opened, we had one member, which was a homeless individual who used to panhandle in the neighborhood,” LaRue said. “But now we’re serving over 200 individuals at this particular center.” ArchCare also runs PACE centers in the Bronx and Staten Island, serving over 500 members between the three locations. LaRue said that the PACE programs reduce the burden on the seniors’ typical caregivers. “It’s important. It can be a full-time job to take care of a senior who needs a high level of care,” he said. “This frees them up to do other things, like work or go to school.” Senior James Harper, who is confined to a wheelchair since suffering a stroke 12 years ago, has been coming to the Harlem PACE center four days a week for the past six years. “This place has helped me improve a lot,” he said. Puerto Rican performer Chucho Avellanet hosted a concert. And this month, veteran Puerto Rican performer Chucho Avellanet stirred up new swells of nostalgia during an intimate concert in Old San Juan. Avellanet entertained a group of New Yorkers visiting Puerto Rico’s National Foundation for Popular Culture concert space for “Navidades en Mi Pueblo,” a special holiday presentation on Wed., Dec. 14th. A contingent from the Institute for the Puerto Rican/Hispanic Elderly (IPRHE) in New York City enjoyed an evening of song with Avellanet, who performed a collection of popular hits and Christmas songs. The trip to Puerto Rico is an annual event for members of IPRHE, one of the largest Hispanic organizations serving minority seniors and their families; the group is now part of the non-profit Acacia Network. Billed as “De Vuelto a La Isla” (“A Return to the Island”), the weeklong excursion offers participants, many of whom are Puerto Rican natives, the opportunity to revisit and explore local sites and partake in cultural, culinary and artistic events throughout the island. The concert opened with Avellanet, better known to his fans as “Chucho” and accompanied by Carlos Roig on piano, The concert was part of the group’s annual visit to the island. singing the classic “Piel Canela” and the familiar bolero “Inolvidable.” He then gave a nod to the holiday season, singing “Merry Christmas,” by Juan Ramón Balseiro and “This is My Christmas,” by composer Edmundo Disdier. The performer enjoyed a warm repartee with audience members, sharing reminisces about his decades-long career, which includes stints as singer, television host, actor and comedian. “This song is one of the most beautiful and descriptive songs ever written,” said Avellanet, before launching the song “Puerto Rican Christmas.” Avellanet, who began his career as a teen singing idol in the ‘60s, has remained popular in his homeland ever since, and is also known for his many acting roles. His affection for Puerto Rico was evidenced in his performances of “In My Old San Juan,” “Verde Luz,” “Dreaming of Puerto Rico” by Bobby Capó and “Preciosa” by Rafael Hernández Marín. It is especially important to keep in mind that at this time of year, when we tend to focus on festivities and gathering with friends and family, the pain of isolation can be particularly sharp for people who live alone or are uncomfortable talking about changes that they may be experiencing as they age. Here are a few important reminders to keep in mind. Body Image and Social Comfort As we age, incremental changes in vision, mobility, hearing, memory and a host of other sensory and bodily functions naturally occur. Even someone who was physically active all him/her life will almost certainly struggle with declining abilities in later years. Research shows that some older adults avoid social interaction because of bodily discomforts or reduced ability to function. This can include embarrassment about body image or an inability to control bodily functions. Even seniors with mild hearing or vision loss that have not been diagnosed or treated may avoid social gatherings when communicating becomes difficult and tiring as a result. If this sounds like someone in your family, or one of your neighbors, it may be helpful to gently inquire if the person is struggling with one of these common issues and encourage them to seek medical help. You may want to offer to accompany them to an appointment or refer them to resources in the community that can support them and help them regain confidence and self-esteem. Moving Out and Getting Around Mobility is a real problem for many older folks. Even in a city like New York, where public transportation is a priority and many public places are reasonably accessible, lack of transportation can be a major cause of social isolation. One of the women I coordinate care for drew strength and joy from attending church Keeping an active social life is important at any age. services in her neighborhood, but when her illness started slowing her down, she felt that she couldn’t keep up with the ladies she’d attended services with for several years. Eventually she stopped going altogether. I spoke with her primary care physician and he agreed that a wheelchair might be a great help to her for navigating longer distances. Now, she joins her friends for services at least once a week, and sometimes even takes in a movie afterwards. She’s gone from sitting alone and sad to feeling much more a part of life. Arthritis can cause aches and limited mobility and fear of falling is a serious concern for many older people who do not feel as sturdy on their feet as they once did. In the winter months, many people suffer from Seasonal Affective Disorder (SAD) or “sundowning,” a term used to describe the agitation, irritability, confusion, and disorientation that as many as 20 percent of all people with dementia experience in the late afternoon See SENIORS p15 SENIORS from p14 and evenings. Both of these conditions can trigger depression and social isolation. Keeping active indoors may take a little extra creativity, but it can be done. When one of our VNSNY CHOICE care coordinators noticed that a member had a friendly neighbor who liked to stop by for frequent visits, she coordinated with a home health aide and the neighbor, teaching them how to safely exercise by taking walks indoors through the areas of the apartment complex. The activity is something they all look forward to now and they occasionally even inspire others to join them. What is important to remember is that when people stay engaged with the people and things that they love most in life, and when they feel a sense of purpose about what they do from day to day, they are usually more independent and able to take responsibility for their own wellbeing. I do not have to wait four years to know that this man will be a tragedy for our community, a horror for immigrants and a source of shame for the United States. His rhetoric of the neighborhood bully, the raging lunatics he continues to nominate as advisers, and his warlike vision terrify me. It saddens me that in a year where so much positive change took place for our family, the political reality for all of us is anything but. I say goodbye to 2016 with gratitude for the memories of all the wonderful things that have happened while contemplating the ugliness of a political future with Trump at the head of the country. Former prisoner Tyrrell Muhammed said that the holiday season is a difficult time for the incarcerated. “Holidays, when you’re in prison, you’re supposed to be held together by your memories and the good times you shared,” said Muhammed. “But if you’re there long enough, you don’t even have memories anymore.” Muhammed, who spent 27 years in prison, said he was kept in solitary confinement for 7 years.
