insurgentes sirios contra la parte controlada por
el gobierno en el norte de la ciudad de Alepo dejó al
menos 74 civiles muertos, incluso 25 niños, informó
el sábado una organización de oposición que
monitorea la guerra en Siria.
Los insurgentes lanzaron la ofensiva hace
ocho días, con el objetivo de romper un asedio
establecido hace meses por el gobierno en el
oriente de la ciudad, que durante meses ha sido

Canadian Olympic Committee unveils $132 million funding plan for high
performance sport in Canada

funding during address to Empire
Club of Canada
TORONTO — Canadian Olympic Committee (COC) Chief Executive Officer Chris Overholt today
outlined a bold new vision for the
future of Team Canada by announcing more than $132 million in funding for the Canadian sport community.
During an address to the Empire Club of Canada in Toronto, Mr.
Overholt announced that the COC
would be renewing its commitment
to investing $37 million over the
next four years into high performance sport through Own the Podium. At the same time, the COC will
be committing $16 million – which
will in turn be matched by the federal government – in new funding to
fuel the growth and development of
the next generation of Olympians.
As part of the new funding model, the COC is committed to investing $5 million into a new Coaching
Enhancement Program, the first
of its kind in Canada, which is designed to bring critical financial
support to assisting our National
Sport Federations with the important work of attracting, developing,
and retaining the best coaches in the
world for years to come.
Over the last four years, the COC
has invested $10 million in an effort
to strengthen the capacity and re-
sources of this country’s National
Sport Federations. On Thursday,
Mr. Overholt announced the COC is
committing an additional $5 million
to this program over the next four
years.
The COC’s new funding plans
also include $1 million in funding
for Game Plan, a program designed
to ease the athletes’ transition into
the workforce after they retire from
competition by investing in their
personal development through education and networking opportunities
while they are still competing, and
$2 million for the Canadian Olympic and Paralympic Sport Institute
Network (COPSI Network) across
Canada where a large number of
elite athletes train.
In total, the COC now expects its
commitment to the Canadian sport
community to be more than $132
million which represents an increase
of 140% from the 2009-2012 period.
None of these funding milestones would be possible without
the support of the COC’s corporate
sponsors and partners, including
Bell Canada, RBC, HBC, Canadian
Tire, Air Canada, and Deloitte.
In parallel to this, Mr. Overholt
stated that the COC had streamlined its organizational structure
and workforce plan to align itself
with future needs in order to be in a
better position to deliver for athletes
and partners. He went on to say that
while these decisions are never easy,
maximizing investment in high performance sport must remain the priority.
The Rio Olympic Games this
past summer represented a watershed moment for Team Canada as
our athletes achieved unprecedented
success in a non-boycotted Games,
winning 22 medals including 4 gold,
3 silver and 15 bronze, thereby tying the previous record medal count
from Atlanta 1996, but surpassing
the number of gold medals.
It certainly bodes well for the future as the average age of Canada’s
Olympic medallists in Rio was under 24, and 52 of Team Canada’s top
eight finishes came from first time
Olympians. To ensure the growing
success of future generations of athletes, the COC is committed to investing in data analytics to identify
and track the most promising athletes while giving them ever more
resources to develop.
In that respect, Mr. Overholt also
called on the federal government to
take a fresh look at the current Athlete Assistance Program (AAP) and
is asking Ottawa to closely examine
how it’s supporting carded athletes.
The AAP in Canada has not been
adjusted for inflation in 11 years,
and that is not a recipe for sustained
Olympic medal performance.
The 2018 Winter Olympic
Games will be held in PyeongChang, South Korea, while the next
summer Olympic Games are due to
be held in Tokyo, Japan, in 2020.

n Alaska police officer who reportedly predicted that he would be shot has died from surgery
complications two weeks later.
Sgt. Allen Brandt was shot on patrol after responding to reports of gunfire in Fairbanks earlier
this month. Earlier that same night he told his wife
and children he would be shot, according to reports.

The officer, who was struck by bullets in a leg and
shrapnel in an eye, attended a community meeting
before his death where he explained he had a feeling
about his plight beforehand.
“The night that I was shot I had my four kids and
my wife on my bed and I read them a story, like I
do,” Brandt said at the meeting. “After the story I
told them ‘I think I’m going to get shot tonight.’ And
in the middle of a gun battle that’s all I could think
about.”
Brandt also said his wife thought it was a practical joke when she received a call about the shooting,
according to KTLA.
Acting Police Chief Brad Johnson said the city
had lost a hero. “I’m sorry to have to let you know
that earlier this afternoon, Sgt. Allen Brandt lost the
fight. He had surgery yesterday and suffered complications afterward, which continued to deteriorate
through the day and from which he was unable to
recover,” Johnson said.

ORONTO — The Canadian Olympic Committee (COC) is
accepting expressions of interest for press accreditation to
the PyeongChang 2018 Olympic Winter Games from Canadian
media.
Media are asked to submit one expression of interest per organization that outlines the number and type of accreditations
(journalist or photographer) requested. All applications must
be sent via email to [email protected] by October 31,
2016. Late submissions will not be considered.
Due to the limited number of accreditations provided by the
International Olympic Committee (IOC), a selection criterion
will be applied. The COC will consider an organization’s national scope in coverage, readership and circulation, previous history
in attending and covering Olympic Games, geographical representation and linguistic equity.

working towards building a more

Mali Islamist militant leader
announces unilateral cease-fire

AMAKO (Reuters) - The leader of the
Islamist militant group Ansar Dine has
agreed to cease attacks in Mali that have
killed dozens of civilians, soldiers and U.N.
peacekeepers this year, the president of the
West African nation’s top Islamic body said
on Monday.
Al Qaeda-linked Ansar Dine and other Islamist groups hijacked a Tuareg rebel uprising in 2012 to seize Mali’s desert north, but
they were pushed out by a French-led military
operation a year later.
However, they have intensified operations
this year, attacking parts of the west and south
previously considered secure and raising fears
the violence will spill over into other regions.
“I confirm having received from (Ansar
Dine leader) Iyad Ag Ghali the cessation of
hostilities throughout the country,” Mahmoud
Dicko, president of the High Islamic Council,
told Reuters, adding that he would soon brief
Malian authorities.
In a letter to Dicko, published on Malian news site malijet.com, Ag Ghali said he
agreed to stop attacks at Dicko’s request.
“The application of this cease-fire with
good faith will allow for the assurance of the
security of people and their property (and)
promote social cohesion, the key to peace and
stability,” Ag Ghali said. Ag Ghali did not say
how long the cease-fire would last or what he
expected in return from Malian authorities.

Colagrande: “El luto es una ocasión para elevarse”
ORELIA, México (AP) — Giada Colagrande se dejó guiar por visiones
al realizar “Padre”, su cuarto largometraje
con Willem Dafoe, y que tuvo su estreno
mundial en el Festival Internacional de
Cine de Morelia.
“Me alegra mucho que sea aquí porque
por años escuché sobre el festival”, dijo
Colagrande esta semana durante la función
de gala. “Ahora estoy aquí y veo la pasión
y la calidez de la gente que viene a este festival y entiendo por qué tiene una reputación tan buena, es un gran honor”.
Tras la función durante una sesión de
preguntas y respuestas un miembro del público dijo acertadamente que la película era
una especie de meditación visual y narrativa, una iniciación a la espiritualidad. Colagrande escribió el guion cuando pasaba por
el duelo por la muerte de su padre.
“Tenía visiones, un montón de imá-
genes, en algunos casos escenas enteras”,
dijo. “Escribí todo como si lo hubiera soñado”.
El resto del proceso de la película fluyó
sin contratiempos, dos meses después de
que empezó a escribirla, Colagrande estaba
filmando. “Me sentí guiada por todo el proceso, cuando estaba filmando sentía que no
tenía decisiones que tomar, cuando estaba
editando sentía que las cosas llegaban a mí
y todo lo que tenía que hacer era tratar de
escuchar y las cosas llegarían”, dijo Colagrande en un encuentro con los medios.
En “Padre” Colagrande interpreta a Giulia, una mujer que, tras el suicidio de su
progenitor, comienza a verlo y a sentirlo.
Los encuentros la llevan a abrirse cada vez
más a un mundo desconocido. Todo esto
ocurre mientras ella trabaja en un proyecto
de teatro con un amigo de su padre (Dafoe), en el que un grupo de mujeres enal-
tece la labor de artistas femeninas a través
del performance.

“Era una carta de despedida de mi padre, no entendíamos por qué escribió una
carta de despedida si no se suicidó”, dijo.

fueron su inspiración, pero también el arte

TTAWA — The Government of Canada, in partnership with the Canadian Olympic and Paralympic Committees, today hosted more than 250 Canadian
athletes and coaches in Ottawa and Gatineau to celebrate their achievements at the Rio 2016 Olympic and
Paralympic Games.
The day kicked off with sport fairs at the University
of Ottawa and the Centre sportif de Gatineau, where

school students in various sport activities to encourage
physical activity and sport participation. The morning

ENGASI, Libia (AP) — Un vehículo estalló el sábado en la ciudad
de Bengasi, en el este de Libia, donde
causó la muerte de seis personas, entre
ellas un activista político cercano a un
poderoso general que combate a extremistas islámicos, dijeron las autoridades.
La explosión sacudió el distrito de
al-Kesh, en el que abundan concurridas
cafeterías, en el centro de Bengasi. Las
víctimas fatales fueron el activista Mohammed Bougages, que estaba sentado
en uno de los establecimientos, y otras
cinco personas, según las autoridades.
Al menos 10 personas resultaron
heridas y algunas se encontraban en estado crítico.
Las fuentes —funcionarios de hospitales y de seguridad— solicitaron el
anonimato porque no estaban autorizadas a hacer declaraciones a la prensa.
Bougages era activista político y el
impetuoso comentarista del programa
diario de entrevistas “Francamente”,
transmitido por la televisión estatal.
El comentarista era un abierto simpatizante del general Khalifa Hifter,

Hifter emprendió la llamada “Operación Dignidad” ante las decenas de

La explosión del sábado suscitó temores de un regreso de esa marea macabra de asesinatos.
El viernes, fueron encontrados los
cadáveres de 10 hombres no identificados en un contenedor para residuos en
Bengasi.
Los cuerpos tenían huellas de tortura y disparos en la cabeza, dijo en un
comunicado la unidad de seguridad

Canada presents parliament with
EU trade deal to ratify
ttawa (AFP) - Canada’s government presented Parliament Monday the Comprehensive Economic
Trade Agreement signed with the European Union to parliament for ratification.
Trade Minister Chrystia Freeland
did not specify when CETA would pass,
but it is likely to coincide with the European Parliament’s vote on ratification
expected in December, in order for the
trade accord to come into effect early
next year as planned.
With its majority in the House of
Commons, Canada’s ruling Liberals
can push through the measure even if
opposition arises.
Freeland noted that the government
would offer financial assistance to sectors that may be adversely affected by
the trade deal.
Dairy farmers in particular have expressed concern about the impact of the
deal on their supply-managed industry.
Fishermen also opposed the deal.

4 bodies found on highway near Mexican capital
EXICO CITY (AP) — Four
bodies were found Monday
dumped along a major highway
connecting Mexico’s capital with
the city of Toluca, federal police
said.
The police statement did not
give details about the cause of the
deaths or motive, but the area has
been the scene of dumped bodies
attributed to organized crime in previous years.
The statement also said the federal police chief has ordered an in-
vestigation into agents who were
establishing a perimeter around
the crime scene. It follows a video
circulating on social media showing federal police agents wrestling
and handcuffing a journalist at the
scene. The statement said the federal police respect the work of journalists.
Also Monday, the government
of the southern state of Guerrero
said that two men who were kidnapped and killed in Acapulco were
military personnel.
The state security spokesman
said the two were off-duty and in civilian clothing when they were abducted last week. Their bodies were
found in Acapulco Sunday.
Roberto Alvarez Heredia said
the two were not stationed in Guerrero, but had been attending a training exercise at a base near Acapulco.

Wilders, conocido por su postura
anti-Islam, dijo el lunes que no había
hecho nada malo en un comunicado
leído con motivo del comienzo del
juicio en el que está acusado por in-
citar a la discriminación y el odio
contra los marroquíes.
El líder del partido de la Libertad
afronta estos cargos tras ser filmado
encabezando cánticos a favor de restringir la presencia de marroquíes
en el país y llamándolos escoria en
un mitin durante la campaña para
las elecciones locales de principios
de 2014.
“Es mi derecho y mi deber como
político pronunciarme sobre los
problemas de nuestro país. Porque
los Países Bajos tienen un gran
problema marroquí”, declaró en el
comunicado que leyó uno de sus
abogados.
Wilders, que podría afrontar
hasta dos años en prisión y una
multa de hasta 7.400 euros si fuese
condenado, ha rechazado acudir a
un juicio que considera político.
En la lectura del comunicado en
un juzgado de alta seguridad situado en las cercanías del aeropuerto
de Schiphol, junto a Ámsterdam,
desestimó los cargos presentados
contra él, considerándolos un intento de privarle de su libertad de

Aparecen los cuerpos de 16
inmigrantes en la costa de Libia

aparecieron en la costa de la ciudad de Zuwara, en
el oeste de Libia, dijo el domingo un portavoz de la

Al-Khamis al-Bosaifi informó de que los cuerpos,
que fueron recuperados el sábado, correspondían en su
totalidad a hombres que parecían ser de África subsahariana. “Los cuerpos están descompuestos y no tenemos idea de cuándo se ahogaron”, comentó.

Saudi finance minister sacked by
royal decree

iyadh (AFP) - Saudi Arabia on Monday sacked its
veteran finance minister as the kingdom undergoes
a major economic restructuring because of lower oil
revenues.
Ibrahim al-Assaf “has been removed from his position”, said a royal decree, one of a series of orders
from King Salman, published by the official SPA news
agency.
Assaf was replaced by Mohammed Aljadaan, head
of the Capital Market Authority which regulates the
stock market.
A foreign diplomat had told AFP weeks ago there
was talk of changing the finance minister, who is 67
years old and had held the post for 20 years.
Assaf, who has a doctorate in economics, was reassigned as a minister of state and will remain in cabinet.
Aljadaan, a lawyer, had led the Capital Market Authority since January last year.
No replacement for him at the market regulator was immediately named.
