At Chevron, everything we do begins
with our fundamental commitment to
safety. Our safety culture is based on two
key principles: do it safely or not at all;
and there is always time to do it right.
We understand that many of our
neighbors have questions about flaring. The visual of
flames and black smoke coming from flare stacks can
be alarming. But we want to assure you that flares are an
important part of the refinery’s comprehensive safety
systems.
Over the past decade, we have worked very hard to
reduce, and in most cases eliminate, the need to flare.
And while the Richmond Refinery is the largest facility in
the Bay Area, we account for 3% of vent gas volume and
less than 1% of sulfur dioxide emissions* in the region.
Our commitment to operational excellence and safety
performance is something that I expect from every one
of the employees and contractors who comes through
the refinery gates on a daily basis. And it’s our obligation
to the community we share.

refinery flares – what you need to know
We recognize that many in the community have questions about the refinery flare
system. While the sight of flares may cause concern, we want to assure you that
occasional flaring is a vital part of keeping the refinery running reliably and safely
during unplanned operational interruptions or routine maintenance activities.
In recent years, the
refinery has worked to
further reduce the use of
flares, particularly during
routine maintenance.
However, flares are still
essential to the safe
operation of the refinery.
Flares are used to relieve pressure
that may occasionally build up
during the refining process. Liquid
and vapors are combined with
steam and released via flare stacks.
While most flaring
incidents have no impact
on the community, we
know the sight of flares
may cause some concern
for our neighbors. Follow
us @ChevronRichmond
for updates on operations.
Teams of well-trained and highlyskilled operators manage the
temperature, pressure, level and
flow of the material going through
the refinery – ensuring the plant
runs safely and reliably.
Community Warning System
Richmond also has a
community air monitoring
program, including 3
community stations and 3
refinery fenceline stations, to
provide real time air monitoring
information to the public.
99%
In 2007, the refinery implemented
a Flare Minimization Plan under the
direction of the BAAQMD. As a
result, we have reduced flaring by
99% since 2004-06 levels.
The Bay Area Air Quality
Management District (BAAQMD)
strictly regulates and limits the use
of flares. BAAQMD also monitors
and tracks emissions from any
flaring events.
Contra Costa County maintains a Community Warning
System (CWS) to keep area residents informed during a
chemical release that has the potential to impact the
community. The system uses a siren system in the event of
a Shelter-in-Place emergency. Most flaring incidents at the
refinery are Level 0 or Level 1. Register to receive voice,
text and email alerts at www.cococws.us/loadlogin.action.

Title: Routine Maintenance Manager
Education: BS in Engineering from Harvey Mudd College
Years with Chevron: 13
Tell us about your job?
I am part of the Routine Maintenance group here at the Refinery. We
perform maintenance on all equipment that can be done “on the run,” or in
other words, can happen while the Refinery plant is operational.
What kind of maintenance do you do?
Our focus is always on keeping our equipment running reliably and safely.
To do this, we perform both proactive work and reactive work. Doing work
on a proactive basis is an important part of our efforts. We balance our
proactive maintenance work, like inspecting lube oil levels for a pump on a
quarterly basis, with reactive maintenance, like repairing an instrument that
isn’t functioning properly.
How do you decide if something is in need of repairs?
We prioritize work based on safety, health, risk to environment and other
factors – constantly evaluating for things that could be a potential risk.
Maintenance jobs are logged and tracked for timely completion. Protecting
our workforce, neighbors and the environment is our top priority. When we
think about maintenance, we always pause to ensure we can execute the
work safely.
Tell us about your team?
I work on a team of about 200 refinery employees and an additional
200+ contractors, a majority of whom are local hires from the Bay Area.
We start out every morning with a Start of Shift meeting to discuss the
work, identify potential safety and/or environmental concerns and discuss
ways to resolve any potential issues. Each person is empowered to use
Stop Work Authority if they feel a job is unsafe or will lead to an
environmental incident.
What do you like about working for Chevron?
The people. Everyone here is really engaged and proud of what we do.
In the Routine Maintenance group, we are always striving to do things safer,
smarter, and more efficiently. I have always been very impressed with the
level of engagement of my colleagues to speak up and be involved.
Operating safely and protecting the environment are not just priorities,
they’re ingrained in the culture and an expectation of each employee.
What is the Real Richmond to you?
I recently moved here with my husband and one-and-a-half-year-old
daughter, so we’re still getting acclimated. But immediately I have noticed
the rich history that this city has and the pride for it shown by all its
residents. I’m a big fan of culture and history and it’s neat to see that here.
I see a lot of people are involved in the community and willing to help each
other out.

east brother brewery
By Rob LIghtner
In 2009, my lifelong best friend Chris and I began our journey to bring beer back to its
classic roots. When we began searching for a brewery home, we were drawn to
Richmond and to East Brother Island, the safeguard of the harbor that became our
namesake. Located in a warehouse by the old Kaiser Shipyards, we are inspired by the
freighters and industrial heritage of Richmond, and we admire the genuine, hard-working
people and businesses found in this city. We love the quiet, unassuming nature of
Richmond, which we believe is reflected in our beers – five classic styles that evoke that
same basic, but familiar vintage feel. We sell beer in kegs and cans, which you’ll soon find
in local restaurants, bars, specialty markets and retailers. We also are finishing our new
indoor/outdoor tap room, where you can enjoy a cold Pilsner, Lager, or IPA while soaking
up the surrounding natural beauty of our wonderful hideaway. We can’t wait to meet all
of our new neighbors – look for our grand opening in the coming weeks!

a nuestros nuevos vecinos.
