months before a national
election, there is consider-

further bloody confrontation is greater than ever.
The resisting teachers are concentrated in a

the Public Interest Legal
Foundation, and a former
Justice Department attorney,
who supports voter ID and
other election integrity laws.
“Tell me where in the
Constitution does it talk
about the right to buy liquor
or rent a car?” Adams told
The Daily Signal in a phone
interview. “The Constitution
does guarantee the right to
use firearms, and ID is always required to purchase
a firearm. If you talk about
buying liquor, the left will
shred that argument. If you
talk about ID when buying
a gun, it boxes them in.”
Here are seven common
situations that require an ID.
1. Welfare Benefits
While there is no constitutional right to welfare
benefits, the Supreme Court
held in the case of Goldberg
v. Kelly that welfare recipients are entitled to due process with a hearing before
benefits can be terminated.
Nevertheless, several
states require some type of
proof of identity to collect
welfare. The states of Massachusetts and Missouri
require a photo ID on the
electronic benefit cards used
for purchases under food
stamps or Temporary Assistance for Needy Families expenditures. The EBT
cards in Kansas include a
photo if a participant agrees,
but isn’t required, according to the National Conference of State Legislatures.
New York City has
a municipal ID program.
The city’s website says
residents will need an ID to
“get a job,” “cash a check,”
“open a bank account,” “enter a government building,”
and, further, says, “To be eligible for some public benefits you need to prove your
identity, age and residence.”

its most passionate opposition, for a final vote. The proposal would
roll out new rules for overtime in 2019, lowering the
current 10-hour-day threshold for overtime by half an
hour each year until it reaches the standard eight-hour
day by 2022. It also would

workweek for the first time.

Orlando, y más recientemente en Europa, la conversación nacional tiende a
cambiar temporalmente de
otra vez hacia la legislación
de control de armas y cómo
protegernos a nosotros mismos en la tierra natal de
futuros ataques terroristas.

Let’s roll: why standing up to
terrorists is your best self-defense

After the carnage like
we’ve witnessed in American cities such as San Bernardino and Orlando, and
more recently in Europe, the
national conversation tends
to shift temporarily back
toward gun control legislation and how to best protect
ourselves in the homeland
from future terrorist attacks.
Sadly, however, what
is always absent from these
post-tragedy conversations is any mention of one
change with enormous potential to save lives—one
which would not require
controversial legislation,
millions of dollars, nor
procurement of expensive
advanced technologies. This
change includes an overdue re-examination of how
unarmed civilians should
respond during these events,
including how federal,
state, and local authorities
tell the public to respond.
Most every American
has at some point either
discussed or practiced an
“active shooter response”
based on guidance developed by the Department
of Homeland Security.
Originally created, in
part, as a buffer against potential lawsuits in the wake
of a Nebraska mall shooting
in late 2007, the guidance
teaches us to run away if
possible, hide if you are
unable to escape, and fight
back only as a last resort.
Today, “Run, Hide,
Fight” is taught to everyone and mandated not only
by the DHS, but also by the
FBI, law enforcement…and
even the military, including for its own members.
Fear of lawsuits (by grieving family members of
victims who fought back)
still drives this and indirectly paralyzes everyone
into watching helplessly
as the active shooter and
terrorist menace rampages.
Despite this public mandate to run away or cower
when under attack, America vigorously celebrates
those who violate this edict
and confront the threat.
Three Americans were
among those who famously
thwarted an attack on a Paris
train in August of last year;
they’ve enjoyed celebrity
status in the months since.
Numerous other examples
exist of average Americans
bucking their government’s
guidance, ignoring their
survival instincts, and doing the right thing to help
save others, and themselves.
Deciding how to respond in such a scenario
is a personal choice, and it
would be callous to criticize others who have experienced such trauma,
no matter their response.
But the mere suggestion
of confrontation has somehow become controversial.
Recall the widespread criticism of former presidential candidate Ben Carson
in October when he said “I
would not just stand there
and let him shoot me … I
would ask everybody to attack” in response to a question about the shooting at
an Oregon community college. The world was aghast
he would say such a thing.
Nevertheless, consider
that in 2012 the Aurora,
Colorado, theater gunman
who killed 20 people and
injured 70 had enough
time to leisurely fire 76
shots without confrontation, and was standing casually outside the theater
before the arrival of police, who initially mistook
him for one of their own.
More recently, an Orlando survivor told CNN
he was hiding in the bathroom stall when the gunman’s gun jammed, and he
initially thought someone
would then use that pause
to rush the attacker. “But
no one did,” he said. That’s
because they were all simply doing what they’ve been
told to do, countless times.
The mindset that we are
helpless without weapons is
not only self-defeating, but
dangerous, and government
policy that reinforces this
perception is a flawed one.
A September 2013 FBI
report found that of the 160
active shooter incidents in
the U.S. between 2010 and
2013, 21 (13.1 percent) ended after unarmed citizens

with stricter rules than New
York state. To buy a gun in
the city, an individual must
appear in person to fill out
a 17-page handgun purchase
authorization form to qualify
for a purchase license. The
form costs $340 and $89.75
for fingerprinting. The New
York Times wrote that applicants “must provide an
original Social Security
card, birth certificate, two
recent color photographs
and other documents.”
The application also requires individuals to explain
employment dismissal and
health history in addition to
the background check that
all gun buyers go through.

the National Coordination of Education Workers
(CNTE), within the National Union of Education
Workers (SNTE), the largest union in Latin America.
The CNTE now controls the
union in four states: Oaxaca, Guerrero, Chiapas, and
Michoacán. In other states,
especially Mexico City, it
has a large base of support.
Teachers in assemblies
in those four states voted
on August 18 not to start
classes on the 22. As of August 23, the government was
claiming that over 90 percent of schools had opened.
The CNTE says that over
half of the schools in Oaxaca and Chiapas remain
closed. Adelfo Gómez Alvarez, of the Chiapas teachers’
union, told the Mexico City
daily La Jornada that “there
were strikes and demonstrations in 28 states, including in Mexico City itself.”
Mexican President Enrique Peña Nieto declared:
“There will be no more dialogue if we don’t guarantee
beforehand that children can
receive an education in their
classrooms, which today are
closed. First education, then
dialogue.” Enrique Enriquez
Ibarra, general secretary of
Sección 9, Mexico City’s
teachers union, responded
that for a year teachers had
tried negotiating with the
government while continuing to stay in their classrooms, but the government didn’t budge. “Today
we no longer believe in
classes first and then dialogue. The teachers strike
will continue,” he warned.
Mexican business interests began proposing
changes to the country’s
education system over a
decade ago, as part of a series of economic reforms
that have privatized much
of the country’s economy
and rolled back rights and
protections that workers
and farmers won decades
ago. Supported by education reform groups in the
United States and by the
US Agency for International Development, these
corporate reforms concentrate on standardized testing for students, and especially teachers. Testing
is then used to eliminate
educators’ job security and
punish militant resistance.
“The real goal is privatizing education,” said Tranquilino Lavariega, a classroom teacher and general
secretary of his union chapter in Santa Cruz Ocotlán,
in Oaxaca. “These corporations see education as a
business. And because our
union has been part of the
opposition to their growing power in Mexico, they
see us as a political threat.”
Heading the push for
corporate education reform
is Claudio X. González,
scion of one of Mexico’s
wealthiest and most powerful families. He heads
Mexicanos Primero (Mexicans First), the voice of the
country’s right-wing edreform lobby, whose program for reform was pushed
through the Chamber of
Deputies three years ago.
Last year, as the government began implementing the tests, thousands of
teachers refused to take
them. In limited job actions,

corporate systems of power
have to be destroyed. This
realization engenders an existential and political crisis.
The inability to confront this
crisis, to accept this truth,
leaves us appealing to centers of power that will never
respond and ensures we are
crippled by self-delusion.
The longer fantasy is
substituted for reality, the
faster we sleepwalk toward oblivion. There is no
guarantee we will wake
up. Magical thinking has
gripped societies in the past.
Those civilizations believed
that fate, history, superior
virtues or a divine force
guaranteed their eternal triumph. As they collapsed,
they constructed repressive
dystopias. They imposed
censorship and forced the
unreal to be accepted as
real. Those who did not conform were disappeared linguistically and then literally.

priorities are not corporate

La poderosa red de
entidades corporativas entrelazadas está más allá de
nuestro control. Nuestras
prioridades no son corporativas. El estado corporativo,
cuyo único objetivo es la
explotación y la expansión
imperial para aumentar la
ganancia, dispendia fortunas en investigación y desarrollo de armamento y
sistemas de vigilancia del
estado, mientras merma
las tecnologías dirigidas
al calentamiento global y
la energía renovable. Las
universidades están inundadas de dinero de defensa,

The Peralta Community College District is calling for Requests
for Qualifications to Provide Design and Construction Services to
replace the academic building “C” at College of Alameda, located
at 555 Ralph Appezzato Memorial Parkway, Alameda, CA 94501
(RFQ No. 16-17/05).
The RFQ process is designed to select a qualified firm to propose a
plan to modernize the existing building “C” located in College of
Alameda. This building is approximately 50,000 gross square foot.
Interested firms must submit a sealed pre-qualification questionnaire to the District Purchasing Department at 501 5th Avenue,
Oakland, California 94606 on Thursday September 15, 2016 at
11:00am. A second RFP (request for Proposal) process will follow
for all the pre-qualified firms. No proposals will be accepted from
a Design-Build firm that has failed to comply with these requirements.
