Grind on the grade

T
ime to show the cards.
Sounding off on a familiar issue, City
Comptroller Scott Stringer recently spoke
directly to local small business owners
about the relatively poor track record of city
agencies on granting contracts to minority
and women-owned businesses enterprises (M/
WBEs) – and how to hold them accountable
to change.
According to a report recently released
by Stringer, city agencies awarded only 5.3
percent of the city’s $13.8 billion procurement
budget to M/WBEs during the 2015 fiscal
year.
The report, called Making the Grade,
graded 32 city agencies on a scale of A
through F, and found that women and
minorities continue to be largely shut out of
the procurement budget.
It is the second time the Comptroller’s office
has issued a report on diversity spending.
Nearly half of the agencies reviewed
received grades between A and C. Only eight
agencies received a higher grade this year than
last year, and four saw a decline in their grade.
The Department of Housing Preservation
and Development (HPD) was the only agency
that scored an A.
The city earned an overall grade of D+.
In his remarks to entrepreneurs at a Harlem
roundtable on Oct. 27th, Stringer strongly
defended the model of grading city agencies as
a way of holding them accountable.
“If the Department of Health can grade
your restaurant based on how many food flies
are in liquor bottles, we should be grading
the Department of Health on its diversity
spending,” he said.
His remarks resonated with attendees, many
of whom represented the more than 4,100 M/
WBE-certified vendors and sought out specific
direction on moving forward.

L
ast September, Julius E. was
among the few selected to
meet with Pope Francis during the
pontiff’s visit uptown to Our Lady
Queen of Angels School.
His rosary has been doubly
blessed, says Julius.
He represented his school, St. Elizabeth
School on Wadsworth Avenue, during a small
audience with His Holiness.
That alone would have made for an
exceptionally exciting year for the eighth
grader.
But there’s been more.
This past Wed., Nov. 4th, he was one of six
student ambassadors selected to meet with
Cardinal Timothy M. Dolan, who visited the
parish church to celebrate Mass and to tour
the school.
“It was amazing that I got to meet another
holy figure,” said Julius.
As a student ambassador, Espinosa guided
Dolan through the school, pointing out the
features of interest in the classrooms, the
computer lab and library.
The best part, said Espinosa, was that both
leaders of the Catholic Church blessed his
rosary, a distinction which made him beam.
“I am one of the few people in New York to
get a rosary blessed by both,” predicted Julius,
his white rosary in hand. “I feel very blessed.”
Dolan’s visit to St. Elizabeth had been
scheduled for earlier in the year, but was
postponed due to inclement weather.
Administrators at both the church and the
school welcomed the extra time, adding final
touches such as artwork in the hallways.
“The teachers and staff have been preparing
for His Eminence’s arrival for some time,”
said Principal Tarik Hyman.
Cardinal Timothy Dolan, with students and
NYPD members, visited St. Elizabeth School.
The delay had also served to increase the
excitement.
“They were so enthused, just to be [within]
his presence,” explained Tarik.
Before touring the school, Dolan celebrated
Mass.
“[It] was beautiful,” said Hyman,
highlighting the older students’ choir
performance during the ceremony.
Founded in 1936, St. Elizabeth School
serves 325 children from Pre-K through
Grade 8.
Timothy McNiff, School Superintendent of
the Archdiocese of New York, said the school
served as a model of the benefits offered by
private religious education.
“This is one of [the] better schools in
Manhattan,” said McNiff. “What I am most
proud of is how well the graduates do when
they go to high school.”
McNiff added that such visits allowed the
Archdiocese to showcase successful Catholic
schools and make a compelling case for
investment.
He praised the Cardinal for supporting the
academic institutions despite the ongoing

Gov. Andrew Cuomo has announced
the first meeting of a new working group that
will focus on revising the state’s Alcoholic
Beverage Control Laws.
The group will review existing statutory
provisions and, according to a statement, will
“explore approaches to clarify and modernize
the 80-year-old statute.”
“This administration has worked hard to
cut red tape and break down bureaucratic
barriers,” Cuomo continued. “This working
group will help continue these efforts,
providing both perspective and first-hand
experience on how to bring our laws into the
modern era.”
The opening meeting will be held on
November 12, 2015 at 1:00 pm at the State
Liquor Authority’s Harlem office located at
317 Lenox Avenue. Headed by State Liquor
Authority Chairman Vincent Bradley, the
review will seek to build on the legislative
and regulatory progress achieved over the
past five years.
Among the points of focus within the
current alcohol beverage control law,
include, but are not limited to:
•Removing outdated and redundant
provisions;
•modernizing statutory language for clarity;

•improving and consolidating various
licensing provisions;
•clarifying the types of licenses available;
•reducing mandatory paperwork; and
•eliminating unnecessary restrictions
imposed on manufacturers.

and develop working solutions to update and
modernize the law.”

A Tale of Trova
T
he Association of Dominican
Classical Artists (ADCA) will
be hosting its second concert of
the VI Concert Series 2015-16.
Title “Nueva Trova: La Nueva
Canción Latinoamericana,” the
concert will take place on Thurs.,
December 17 at 7:00 p.m., at the
Aaron Davis Hall, City College
of New York.
The concert will be featured by La
Camerata Washington Heights and special
guest singer Andre Veloz.
La Camerata Washington Heights is a
group of musicians formed by the faculty
members of The Washington Heights
Community Conservatory of Fine Arts. The
ADCA was founded in 1980 by musicians
and composers of Dominican descent
living and working in New York City.
ADCA’s mission is to foster appreciation
for the classic and folkloric music of the
Dominican Republic, or of music created
by composers of Dominican and Latin
American descent living in the United
States; and to create performance spaces
for its artists.
Its repertoire ranges from traditional
classical composers from Europe and Latin
America, to folkloric and popular music
from the Latin American heritage. The goal
of the group is to bring chamber music to
the community of Washington Heights and
to serve as a model for underprivileged
youngsters.
This concert will connect major historical
events in Latin America with pieces by
key artists such as Víctor Jara, Violeta
Parra, Luis Días, Caetano Veloso, Chico
Buarque, Mercedes Sosa, Pablo Milanés,
Silvio Rodríguez, among other artists and
musicians from Cuba, Chile, Argentina,
Dominican Republic and Brazil.
The concert is the second in a series aimed
to celebrate the tradition by the Association.
It will offer orchestral accompaniment
playing classical music and also explore the
genre of “Nueva Trova”.

I
n one way or another, as loved
ones and guardians, we have
so much to offer that can inspire
our children to love reading. Some
of my most treasured memories
include listening to my father’s
stories about his native country
Spain. He would
weave his real
life experiences
with a war torn
country which
ignited my passion
for reading and
a subject I still
consider my
passion today –
social studies.
Reading opens doors, fosters creativity,
encourages imagination and expands
opportunities for our children. It is crucial
that our families have the right tools and
resources to support their children’s reading
habits beyond the classroom, which is why
this week I announced NYC Reads 365, a
new multi-year citywide literacy effort to
promote reading every day both inside and
outside our schools.
Schools will receive updated reading lists
for each grade, new posters and bookmarks
encouraging reading and families will receive
resources to build on this learning at home.
In fact, we launched a new website for
students and families to easily access updated
reading lists and extensive reading resources
at NYC Reads 365 website at http://on.nyc.
gov/1N9O5VM.
I am asking all
New Yorkers – not
just students and
families – to join me
in promoting NYC Reads 365 to raise
awareness and provide more reading
resources for students and families.
As we give New York City students
and families resources to make
daily reading a reality in
their lives, I know that
we are going to be a
better city for it. We are
also working with the New York, Brooklyn
and Queens Public Libraries to ensure that
the texts on the reading lists are available
throughout the city.
The importance of daily reading is promoted
by a wealth of academic research, and parents
and families will be important partners in
ensuring the success of NYC Reads 365. The
effort is being launched the same week as
November elementary school parent-teacher
conferences, and will be highlighted through
Carmen Fariña.

That is the number of animals
treated by the American Society for the
Prevention of Cruelty to Animals (ASPCA),
in collaboration with the New York City
Police Department (NYPD).
In the new partnership, which launched
citywide in January 2014, the NYPD
has taken the lead role in responding to
all animal cruelty complaints in the five
boroughs and the ASPCA expanded its
direct care support for
its victims, as well as
training,
veterinary
forensic and legal support
for the NYPD.
“The heroic efforts of
NYPD officers and ASPCA medical and
behavioral staff are clearly giving more
victimized animals the opportunity to
recover and transition into safe and loving
homes,” said ASPCA President and CEO
Matt Bershadker. “Reaching this milestone
so quickly confirms the effectiveness of
the ASPCA/NYPD Partnership in fighting
animal cruelty and upholding New York
City’s commitment to protecting its most
vulnerable residents.”
The animals brought to the ASPCA over
the last year and a half have experienced
a range of cruel treatment from being
discarded on the side of the road, viciously
kicked and even stuffed in a suitcase
and left to die. To meet the needs of the

the ASPCA opened
and recently completed
construction on the Gloria
Gurney Canine Annex for Recovery and
Enrichment (CARE), a rehabilitation center
dedicated to providing specialized behavioral
treatment for dogs that were victims of abuse
and neglect.
Earlier this year, the ASPCA and New
York Police Department Foundation also
announced the expansion of the foundation’s
Crime Stoppers program, which allows the
public to easily and anonymously provide
information about animal cruelty in New
York City.
To report animal cruelty in any of the five
boroughs, the public is encouraged to call 311
or submit an online complaint. For crimes in
progress, individuals should call 911.

Lunging
at Cancer
Chemotherapy, I could find
only one researcher who was
working in this field. How
times have changed.
Today, there is a growing
field of physical activity
specialists working with
people diagnosed with cancer.
Back in my day, exercise was
not even thought of as helpful.
But today you can even find
special exercise classes for
people undergoing treatment
or post treatment. Another
development is a new approach
called “prehabilitation.” This
prescribes physical therapy
even before the treatment
starts in order to prevent side
effects in the first place.
Don’t stop moving.

ne of the biggest and best
surprises I had while
undergoing chemotherapy was
how physically active I was able to
remain. Today, both the American
College of Clinical Oncology and
the American College of Sports
Medicine continue to encourage
physical activity during illness.
With regular exercise, you might
be able to:
• Lower the risk of cancer. For example, 3
hours of moderate or vigorous activity per
week can lower the risk of breast cancer in
women 30 to 40%.
• Lessen the side effects of cancer treatment
including fatigue, pain, heart and digestion
problems, numbness, brain fog, and
depressed mood.
• Increase the effectiveness of the
treatment.
• Improve the quality of life during treatment
and afterward.
• Lower the rate of cancers returning. For
example, up to 50% reduction in breast
cancer recurrence.
• Lowering the Risk
It is estimated that 1 in 8 women is at risk
of being diagnosed with breast cancer in their
lifetimes. Men can get breast cancer too, but
at much lower rates. Regular physical activity
can help reduce the following risk factors:
• Obesity
• Insulin resistance
• Inflammation
• Immune system function
• Hormones

Whereas, according to the UJA-Federation
of NY Jewish Community Study of 2011,
Russian-speaking immigrant Jews have the
highest levels of poverty among all the groups
in New York Jewish community – 45 percent
(including 20 percent among the working-age
population and over 70 percent among the
elderly);
Whereas, according to the same study,
Russian-speaking Jews make at least 18
percent of the entire Jewish population in
NYC (and according to other estimates up to
25 percent of the total), and their numbers are
growing;
Whereas, in spite of this, the share of
funding by New York Jewish philanthropies
specifically targeting the socio-economic
needs of Russian-speaking Jewish immigrants
or supporting their grassroots organizations is
less than 1 percent of the total, and the share
of Russian-Jewish immigrant employees in
Jewish nonprofit organizations is about the
same;
Whereas Northern Manhattan is one of the
areas of the largest Russian-Jewish presence;
Whereas the YM&YWHA of Washington
Heights and Inwood, the largest Jewish
nonprofit in the area, with $5.4 million annual
budget (that has nearly doubled over the past

equal participation of our City government,
American Jewish nonprofits in Northern
Manhattan, and Russian-speaking grassroots
community organizers and organizations;
the working group should issue a report on
its activities and accomplishments within a
year.
•For the YM&YWHA of Washington Heights
and Inwood, to re-establish the Russianspeaking department, with an advisory
board and staff composed of representatives
of the Russian-speaking immigrant
community and its nonprofit organizations;
the department should provide the full range
of social services to the elderly and recent
immigrants, as well as workspace and basic
operating support to grassroots Russianspeaking immigrant nonprofits.
•For our Council Members and other elected
officials, to secure the establishment of
Russian-speaking
community
liaison
positions in their offices and other key
government agencies in Northern Manhattan.

The program that I know best is the one
offered by Moving for Life (MFL). Dr. Martha
Eddy, Program Director, who explains,
“Many cancer patients and survivors have
told me that they appreciate having a class
that is designed specifically for them.”
With MFL, Eddy and co-founder Dr.
Allison Stern Rosen identified what symptoms
were common to cancer patients. Eddy then
used her expertise as an exercise physiologist
to devise exercises to address them, and her
knowledge as an internationally known dance
educator to weave these together into an upbeat
with breast cancer.”

Moviéndose por la Vida
El programa que mejor conozco es
el ofrecido por Moviéndose por la Vida.
La Dra. Martha Eddy, su directora, dice,
“muchos pacientes y sobrevivientes
de cáncer me han dicho que aprecian
tener una clase que es diseñada
específicamente para ellos. Esto significa
ejercicios que se dirigen a los efectos
secundarios del tratamiento del cáncer
y utiliza las guías de la Sociedad Americana del
Cáncer para ejercicios seguros durante y después
del tratamiento. Moviéndose por la Vida ha estado
