in the Hospital floors, often results in patients waiting two or three days before a doctor
sees a patient. They even indicated that when they call the doctor directly or call their
office because of critical care issues with patients, too often the doctors don’t respond,
resulting in patients not getting the proper care. The national standard patient to Nurse
ratio on a critical care floor is 5 to 1. At Kaleida, it often 8 or 9 to 1.
An example of the problems can be viewed with a recent case where a elderly patient
was admitted into the emergency room at Buffalo General hospital. Family had brought
in the patient, because he had slipped and fallen at home. After being seen by a Physician
Assistant at the hospital the patient was told that they would be keep for observation
because he had a slight fracture in his back and that his white blood cell count was high.
A few days later the patient was told, that his gallbladder needed to be removed, because
it has infected. The patient was then moved to Kaleida’s High Point facility for rehab and
the patient only got sicker and was moved back and fourth to Buffalo General because of
several bout of high fever and vomiting. Eight weeks later his gallbladder raptured and the
patient became septic and almost died. This patients has remained under Kaleida’s care for
almost four months.
The problems at Kaleida Health are not just with the Hospital but also with its Nursing
facilities.
It was late April and the employees – a registered nurse, seven licensed practical nurses
and nine certified nursing aides – stood accused of neglecting bedridden patients under
their care.
One by one, each of those 17 former workers at Kaleida's HighPointe facility on Michigan
pleaded guilty and has been sentenced, ending a story that cast yet another critical
spotlight on Kaleida and its nursing home care across the region.
“The treatment of the victim in this case was shameful, and I am pleased that those who
were responsible have been held accountable,” Attorney General Eric T. Schneiderman
said in a recent statement to The Buffalo News.
Initially charged with felony crimes, the defendants ended up pleading guilty to
misdemeanors or violations. With one exception, a nursing aide who went to jail for 15
days, each was sentenced to community service.
As part of their sentences, they are required to take part in a “scared straight”-style
program intended to educate other nursing home workers. State officials said the 17 will
talk about their failure to adequately care for their patient and how that led to their arrest
and prosecution.

"I have people helping me with that and I would like for folks to know that every position
in city hall is going to be analyzed. We're going to look at each of those positions and
we're going to see if these positions, the people in these positions, are doing what they
need to be doing," Rosas explained, adding to that, he will be replacing some of the people
in the positions the mayor appoints with council approval. "I have already looked out to
certain people that I believe are better qualified and more competent, and so I intend to go
IN that direction with these positions. When the time is right, I will be announcing what
positions those are."
Rosas then thanked his wife Rosita, and sons Jonah and Jordan, who joined him on the
stage.
Beginning January 1st 2016 Willie Rosas will be the first elected Hispanic/Latino mayor
of Dunkirk, NY and New York State.

the mainland of 64,000 in 2014, more than double the net loss of 26,000 in 2010.
The island’s declining population is not a new trend. Indeed, Puerto Rico has been
experiencing a net population loss since at least 2005, a year before its recession began.
However, the trend has been accelerating since 2010 as the U.S. mainland’s economy has
rebounded from the Great Recession even as the island’s economy has remained mired in
a recession. More recently, the Puerto Rican government has seen its tax revenues decline
and, barred by U.S. law from filing for bankruptcy, it may run out of cash in November.
The continued loss of people, particularly school-aged children and those in their prime
working age, has only worsened the island’s economic situation and outlook.
Rosas is not bragging when he says that. It is almost impossible for members of the
Dunkirk electorate, not just Latinos, to not be somewhat familiar with his name.
Public opinion surveys show Puerto Ricans are not confident in their economy’s future. A
Gallup poll conducted in December found that just 6% of Puerto Rican residents thought

On Tuesday, November 3, 2015 the voters sent a message again that they wanted change
in city hall by electing Willie Rosas with over 75% percent of the vote.
Rosas celebrated his victory at the First Ward Falcons Club, where Dunkirk Democratic
City Committee Chairman Ned Divine congratulated the candidate and thanked all those
who helped before introducing Rosas.
Rosas began his comments by thanking all of the committee members for their efforts
from start to finish, including the Democratic committee.
"When I received that endorsement the committee seemed to be divided and it was a tough
race for the primary. Primary night, the dirty politics came into play. When that happened,
I realized then that I needed to toughen up and I had two people who I was really relying
on because it was really hard for me mentally to deal with this issue. I had to want this
position of mayor bad enough, I had to really want it." Rosas said.
Rosas then introduced his brothers, Hector and Robert, and had them come and stand by
him.
Rosas continued and said "There was a point after the primary when I was feeling that
maybe this was not the right choice, and these two guys helped me to get through that
and helped me to understand that this was part of what was happening. There was change
coming and there were folks in place who didn't want to see that change, well, they have it
now, the people have spoken. ... I would like to say I am very proud of my committee for
keeping it a very clean campaign. It would have been so easy for me to go ahead and play
dirty, there were so many issues I could have brought up, but I thank God that I didn't go
there."
The mayor-elect said he is starting on his transition team and a comprehensive plan has
already begun.

As authorized under the receivership law, Dr. Cash recently initiated negotiations with the
BTF for a receivership collective bargaining agreement with respect to the five Persistently
Struggling schools in the district. They are: West Hertel Elementary School, South Park
High School, Marva J. Daniel Futures Prep School, Burgard Vocational High School, and
Buffalo Elementary School of Technology (BEST). Cash sought to negotiate 10 proposals
with the BTF to provide the superintendent receiver with increased authority over the five
schools, including the authority to increase the length of school year and school day at the
Persistently Struggling schools; change those schools’ start and end times; involuntarily
transfer teachers out of the Persistently Struggling schools; and fill vacancies at those
schools through transfers. Educators would be compensated for the extra school hours.
In her decision, Elia imposes Cash’s proposals, but with significant modifications based on
her review of parties’ positions and the record, including collective bargaining principles,
the parties’ existing collective bargaining agreement, and the best interests of the students
in the Persistently Struggling schools as well as the students in the district as a whole.
Dr. Cash, with his team, and members of the BTF met on numerous occasions but were
unable to reach agreement within the 30 days required by law. Under Education Law
§211-f(8)(b), the remaining unresolved issues were submitted to the Commissioner for
resolution.
In April 2015, the legislature and governor created a new section of State Education
Law pertaining to school receivership. In June, the Board of Regents first approved new
regulations to implement the provisions of the law.
Struggling Schools are defined as schools that have been identified since 2012-13 as
Priority Schools (i.e., among the lowest performing five percent of schools in the state).
Priority Schools that have been in the most severe accountability status since the 2006-07
school year have been identified as Persistently Struggling Schools.

FBI Steps Up Inquiries in Clinton Email Probe
As Democratic presidential candidate Hillary Clinton tries to put questions about her
private email server to rest, Politico reports that the FBI has stepped up inquiries into the
security of the former Secretary of State's server as well as the communication between
aides.
"This sounds to me like it's more than a preliminary inquiry; it sounds like a full-blown
investigation," said Tom Fuentes, former assistant director of the FBI. "When you have this
amount of resources going into it …. I think it's at the investigative level."
Though the FBI has declined to comment on their examination, Politico reports that the
agency has interviewed insignificant individuals who corresponded with Clinton in an
attempt to determine the security of the sever.
According to former FBI and Justice officials, the agency is tasked with trying to prove
two things: "whether the use of an outside email system posed any risks to national
security secrets and if so, if anyone was responsible for exposing classified information."
Politico notes that it is unclear who the FBI is talking to at the staff level, however,
Clinton's campaign and lawyers are cooperating.

given an initial one-year period as the receiver and can use the enhanced authority to make
demonstrable improvement on indicators, including student performance, some of which

reviewing 2015-16 school year results, the Commissioner determines that demonstrable
improvement has not been made, the Commissioner may direct the school board to appoint

of all independent receivers must be approved by the Commissioner. Additionally, each
Persistently Struggling school is eligible to receive a portion of $75 million in grant funds
to support and implement turnaround efforts over a two-year period.

The Psychology Department at Buffalo State, State University of New York, seeks

Required Qualifications:

Vargas is out

Bolgen Vargas will step down as superintendent of the Rochester school district at the end
of December, well before his contract expires in June 2016. (Related column: "Impossible
job claims another superintendent.")
He will be replaced by Daniel Lowengard, retired superintendent of the Syracuse City
School District. Lowengard will serve as interim superintendent of Rochester schools
until a permanent superintendent is hired, hopefully by the end of the school year, says
Rochester school board president Van White. Lowengard will not be eligible for the
permanent job, White says.
White says that all seven board members are in agreement concerning Vargas's departure
and the terms. The board will buy out the remaining six months of Vargas's contract and
Vargas has agreed to be available to support Lowengard in the transition. Vargas's annual
salary is $195,000.

Vargas says that went to the board in September to talk about renewing his contract. But
when board members indicated that his contract would likely not be extended, Vargas says
that he decided to leave.
"It's a mutual decision," Vargas says. "It's no secret to anyone here that we've had our
disagreements and it's in the best interest of the district."
Problems between Vargas and the school board have been brewing for at least a couple of
years, going back to when Vargas hired former deputy mayor Patricia Malgieri -- a wellknown critic of the district -- as his chief of staff early in his tenure. And his relationship
with White has also been tense over the years, their differences at times spilling out into
public view.
But both men say that one of the most serious problems has been an ongoing disagreement
over the roles and responsibilities of the board and that of the superintendent. Earlier
this year, Vargas took the unusual step of threatening legal action against the board
over a dispute concerning who and what types of positions should be allowed in the
superintendent's employee group, the cabinet-level management tier.
Vargas continues to argue that the board changed the terms of his contract and overstepped
its authority.

This year’s Upstate Latino Summit featured U.S. Department of Commerce Director
of Intergovernmental Affairs, William Ramos; Governor Andrew Cuomo, and New
York State Assemblyman and Puerto Rican/Hispanic Task Force Chair Marcos Crespo
as keynote speakers. Centro Civico’s Executive Director, Ladan Alomar, was also in
attendance and part of the planning process.
“Since meeting Ladan in 2007, we have established a close partnership while discussing
the needs of Latinos and others in the Capital Region of Albany, Amsterdam and
Rochester. With so many parallels between these communities, the decision to combine
agencies, resources and abilities was an easy one,” said Ibero President and CEO Hilda
Rosario Escher.
“Ibero and Centro Cívico have dedicated staffs who have demonstrated commitment and
time to our communities. I am grateful to both boards and staff for the support we have
received. We look forward to a partnership that will extend well beyond the relationship

decades to come,” said Centro Cívico Executive Director Ladan Alomar.
Ibero was founded in Rochester in 1968. Initially established as an organization to
support the growing Latino community, Ibero has grown into a full service dual-language
human services agency that serves individuals of all ethnic backgrounds with a staff of
approximately 250 people.
Ibero’s award-winning programs focus on:

• Preparing children for school
• Providing academic and social support to high school students
• Teaching important life skills to both children and parents

Ibero also offers successful GED and English as a Second Language programs, and its
Annual Hispanic Scholarship and Awards Gala presents more than 60 scholarships to high
school seniors from Genesee, Livingston, Ontario, Monroe and Wayne counties.
"Reasonable people can make the case either way," Vargas says. "It is clear that we don't
shy away publicly or privately around that difference."

White says, after years of lax supervision of the SEG. It's part of a "paradigm shift," he
says, in how the board will supervise superintendents going forward.
White cites the board's direct involvement in engaging the University of Rochester as the
educational partner to turn around East High School as an example of this shift. And he
says that the board is currently pursuing a partner for an elementary school.
Vargas never followed through with litigation against the board, but the threat clearly
damaged his relationship with board members. Though he says he has no regrets about his
decision, he also says that he would have preferred to stay with the district longer and that
he has no immediate plans.
Vargas was hired in 2011 as the interim superintendent following former superintendent
Jean-Claude Brizard's departure. Vargas was made permanent superintendent almost a year
later in a 6-1 vote, with White opposed.

Ibero American Action League In Rochester Anounces That It Will Form A ParentSubsidiary Relationship With Centro Cívico In Amsterdam, New York
New relationship will provide services to more than 80,000 Latinos and individuals of
other backgrounds.
In a special meeting on Thursday, October 21st, the Board of Directors for Ibero American
Action League approved a resolution to form a parent-subsidiary relationship with Centro
Cívico, a human services agency based in Amsterdam that serves the Capital Region in
Montgomery County, approximately 35 miles outside of Albany. Centro Cívico’s Board
of Directors has also approved the resolution. The new relationship is being established to
better serve the growing Latino communities in the Finger Lakes and Capital Region areas.
“The combined Latino populations in the counties that our agencies serve are more than
80,000 and growing. However, we know that Ibero and Centro Cívico have become
well-known outside of our home counties. Both agencies have always been ready to work
with other groups and individuals who provide services to Latinos, and others in our
community, wherever they are located in our regions,” said Ibero Board Chair Juan Lugo.
Lugo is also the chair of a joint task force that oversaw the due diligence for the proposed
relationship. Also overseeing the process is Michael West, senior attorney for the New
York Council of Nonprofits (NYCON).

Reed Fights for Jobs in Dunkirk
Tom Reed called for a renewed push to allow the NRG power plant in Dunkirk to remain
open for the benefit of the local community. “I care about the taxpayers of Dunkirk and
Chautauqua County and its only fair that we continue working tirelessly to keep this
project moving forward. I remain committed to bringing our state and local officials
together with the federal government to make that happen. This site is critically important
to the local economy. It’s only fair we pull out all the stops to keep this project moving
forward.”
A recent lawsuit brought against the company that manages the plant has stymied efforts to
convert the facility from generating electricity from coal to using cleaner natural gas. The
natural gas generation would reduce the environmental impact of production and keeping
utility costs lower for consumers.
“As we go forward, we are hoping for a positive outcome, but are continuing to prepare
for every contingency,” Reed continued. “My office has been working tirelessly to assist
the broad coalition of officials, including Senator Young, Assemblyman Goodell, County
Executive Horrigan, many from the City of Dunkirk, as well as the Chamber of Commerce
and the local labor unions, to make sure NRG stays in business.”
Reed originally helped stop the plant from closing by bringing together stakeholders, as
well as state and local officials and assisting with the authorization for the conversion plan
from coal to natural gas.
“Power plants like NRG, which use energy from right here in the United States, are vital to
our necessary all-of-the-above energy strategy which keeps our economy moving forward
and the people of our community employed. Using the natural gas found right here at
home is crucial to our national security, and continues to limit our dependence on Middle
Eastern crude oil. I stand with the NRG plant and hopeful we can achieve a speedy,
positive outcome in this situation,” Reed concluded.
Cummins' Community Recycling Day A Success
JAMESTOWN, N.Y.:-- Cummins Inc.’s Jamestown Engine Plant has once again given
back to its local community. The plant recently hosted and sponsored a Community
Recycling Day event where residents could recycle electronics and safely dispose of
household hazardous waste for free.
Among the items collected were batteries, oil based paints and stains, electronic devices,
used motor oil, fluorescent bulbs, scrap metal, auto and light truck tires, pesticides,
herbicides, fertilizers, weed killers, and pool chemicals.
“Roughly 50 volunteers from Cummins participated in the event and we had over 1,000
people come and drop off items,” said David Burlee, Plant Engineering Manager at
Cummins Inc.’s Jamestown Engine Plant.
Through the event, Cummins collected:

93,700 pounds of electronics

56,000 pounds of tires

4,065 pounds of batteries,

2,388 pounds of fluorescent bulbs,

870 gallons of used motor oil,

2,509 gallons of paint,

36 gallons of pesticides, and

20 gallons of antifreeze.
By sponsoring the event, Cummins donated about $75,000 to have these items safely
disposed.

for their incredible support to our local community,” said Chautauqua County Executive
Vince Horrigan.

Reed Demands Cuomo/Schumer Sweeteners for Polly-O Buyer
Tom Reed renewed his call for keeping the Kraft-Heinz Polly-O plant in Campbell open.
“I care about the families that rely on the jobs provided by the plant in Campbell,” said
Reed. “The current deal negotiated with Senator Schumer and Governor Cuomo for the
other facilities is unfair to our families and neighbors. Every other plant in our state will
remain open or even expand and the Southern Tier is once again left out. That is just not
right."
The response comes as Senator Schumer justified Kraft-Heinz’s decision to close the plant
during a press conference at the Seneca Valley Dairy Farm in Burdett yesterday.
“The Senator publicly acknowledged that Kraft-Heinz was offered $20 million dollars
in state level incentives to remain open, but still declined to keep the Campbell facility
operational. I expect the Governor and Senator to stand by their millions of dollars in
commitment to this facility to ensure any potential buyer interested in keeping the site
operational can rely on such aid in their purchasing calculation,” Reed continued. "We are
working with local partners to actively seek a buyer to operate the plant and these millions
of dollars in aid are critical to our success in this endeavor."
Along with the 400 jobs at the plant, the closure is also expected to negatively impact
countless dairy farmers throughout the region, as they sell their milk to the plant.
“My office stands ready to offer assistance in the process to ensure this plant is kept
open. We are willing to sit down and discuss the opportunity with any potential buyer
and encourage any buyer to contact our offices or James Johnson at the Steuben County
Industrial Development Agency for more information."

State University of New York Chancellor Nancy L. Zimpher, the SUNY Board of Trustees,
and student and faculty governance leaders asked all New Yorkers to “Stand With SUNY,”
announcing the launch of a statewide advocacy campaign urging public support for the
university system, its campuses, students, faculty, and staff. SUNY will seek to secure
increased state investment and the renewal of the landmark reform legislation, NYSUNY
2020, in order to keep tuition setting authority with the SUNY Board for the next five
years.

Latinos Respaldan a Bernie Sanders

LAS VEGAS, Nevada — El candidato presidencial demócrata Bernie Sanders delineó
este lunes una serie de propuestas destinadas a mantener unidas a las familias, desmantelar
programas inhumanos de deportación, proteger a las víctimas de violencia doméstica y
acabar con políticas que discriminan a las mujeres.
“No podemos y no debemos arrasar con millones de hombres, mujeres y niños — de los
cuales la mayoría han vivido en Estados Unidos por años — y arrojarlos fuera del país”,
dijo Sanders al público presente en la cumbre nacional de inmigración aquí en Nevada.
Sanders hará uso de los poderes presidenciales, incluyendo la discreción procesal, para
permitir que toda persona indocumentada que ha residido en Estados Unidos por lo menos
cinco años pueda permanecer aquí sin miedo a ser deportada. Su plan esencialmente

La investigación científica es la clave del crecimiento económico
París - La Unesco destacó que la investigación es un factor clave para impulsar el
desarrollo sostenible y para la aceleración del crecimiento económico, en su informe
quinquenal sobre la ciencia hecho público hoy.
A pesar de la crisis económica que golpea desde 2007 en particular a los países
industrializados, el gasto en Investigación y Desarrollo (I+D) creció globalmente un 31 %
entre 2010 y 2015, el periodo comprendido por el informe.
Esta tendencia se explica por el aumento de las inversiones privadas, que compensaron en
los países desarrollados los recortes por las políticas de austeridad, así como por la mayor
inversión tanto pública como privada en países emergentes como Brasil, China, India y
Turquía.
De esta forma, se acortó la distancia en el gasto en I+D entre los países del Norte y los del
Sur, señaló la organización en su estudio, elaborado por más de 60 autores de 40 países, y
que pone el foco en la consecución de los Objetivos de Desarrollo del Milenio para 20152030.
La Unesco advirtió de que dejar la inversión en manos de empresas privadas, más
restrictivas en la divulgación de los avances científicos, puede afectar al ritmo de la
difusión de conocimientos.
Además, el coordinador del estudio, Luc Soete, recordó que el gasto público atrae la
inversión privada y que, por tanto, ambos factores son complementarios.
Los recortes fueron especialmente importantes en Canadá (cuya contribución al gasto
mundial en ciencia disminuyó del 2.1 % al 1.5 % de 2007 a 2013) y Australia.
Sin embargo, creció de forma significativa el dinero que le dedican algunos países
africanos como Kenia, donde la I+D se ha más que duplicado al pasar del 0.36% de su
producto interior bruto (PIB) en 2007 al 0.79% en 2010.
En América Latina, Brasil es el único país que destina más del 1 % de su PIB a la
inversión científica, que en volumen supera al resto de países de la región juntos. Y
aunque la apuesta de Brasil por las energías limpias ha disminuido, continúa siendo un
sector prometedor.
El peso del gasto en ciencia de Latinoamérica en el total mundial subió del 3.1 % al 3.4 %
de 2007 a 2013.
Los autores del informe constataron un mayor interés de las publicaciones científicas de
esa región por los conocimientos indígenas, que centraban más del 0.5 % de los artículos
en Bolivia, Colombia, Guatemala y Nicaragua.
La Unesco hizo notar que las diferencias entre países ricos y en vías de desarrollo se
redujeron en materia de investigadores.
Aunque la Unión Europea es líder mundial con el 22 % del personal y el 34 % de las
publicaciones científicas, China le sigue en investigadores (19 %) y ha logrado duplicar
sus publicaciones en un lustro hasta representar un 20 % del total.
Tanto el número de investigadores como su movilidad internacional aumentaron en el
periodo del estudio y los destinos se han diversificado, aunque los países más deseados
siguen siendo Estados Unidos (49 %) y Europa. Dentro del Viejo Continente, están en
cabeza Reino Unido (9 %) y Francia (7 %).
En Latinoamérica, Cuba es el país preferido por los estudiantes extranjeros (son 17,000),
seguido por Brasil (5,000) y Chile (2,000). Malasia es un caso particular porque logró
prácticamente duplicar su número de estudiantes extranjeros de 2007 a 2012 para llegar a
56,000.
La Unesco subrayó asimismo la brecha de género en la ciencia, con cifras que muestran
cómo la proporción de mujeres científicas se reduce conforme se sube en el escalafón
académico.
Mientras existe paridad en los estudios de máster, en los doctorados representan el 43 % y
sólo suponen el 28.4 % del personal investigador.
Lanzan nuevo programa de Start-up Popular
Cuenta con un fondo de $1.6 millones para financiar emprendimientos de alto potencial
en Puerto Rico
Al detectar un vacío entre los programas existentes para emprendedores, Popular decidió
lanzarse a cubrir esa laguna y dar comienzo a “Start-up Popular”.
“Sabemos de la necesidad de financiamiento, sea para comenzar formalmente un negocio
o para expansión, y en Popular queremos darle un impulso a este sector”, indicó Ignacio
Álvarez, presidente de Banco Popular.
La institución bancaria ha creado un fondo con $1.6 millones para otorgar en préstamos
de hasta $50,000 a los solicitantes aceptados al programa.
Las propuestas se podrán someter a partir del 20 de noviembre, por la página web startup.

empresarismo, especialmente entre la población joven.
Como parte del programa StartUp Popular, una vez aprobada la propuesta de
financiamiento, se incluyen: pagos más bajos durante el primer año del término, coaching
empresarial para el desarrollo de su negocio, cuenta comercial (FlexiCuenta o B-Smart) y
acceso a Mi Banco Comercial, estos últimos dos libres de cargos por un año.
Mientras, el componente de apoyo se proveerá a través de una alianza de Popular con
la firma 100Ventures Business Accelerator, y a través de eventos de networking para
conectar clientes con otros empresarios, inversionistas y compradores.
El grupo de 100Ventures Business Accelerator estará localizado en la sede de la
Fundación de Banco Popular en Hato Rey y ofrecerá servicios de asesoría en temas de
finanzas, mercadeo, legal, administración, recursos humanos y en el proceso de permisos.
Aunque no participen en el programa de financiamiento, los clientes comerciales actuales
de Popular podrán solicitar los servicios del grupo a unos precios especiales al presentar
su estado de cuenta comercial o la tarjeta ATH Business de Banco Popular.
El programa StartUp Popular también incluye un componente de educación, basado en
una plataforma digital con vídeos, artículos y “tool kits” en temas empresariales para el
impulso y crecimiento de los negocios.
“Queremos brindar a todo nuevo negocio esa flexibilidad que sabemos necesitan para
poder comenzar a operar al ritmo que desean. Evaluamos el mercado y nos dimos a la
tarea de diseñar un programa que pudiera hacer posible que un negocio en sus comienzos
tuviese el respaldo que necesita, tanto bancario como en términos de asesoría. Este será
solo el comienzo, durante el 2016 esperamos continuar añadiendo iniciativas y alianzas
al programa que impulsen el desarrollo de nuevos negocios para continuar apoyando el
desarrollo económico de Puerto Rico”, concluyó Álvarez, presidente de Popular.
“Estamos viendo mucho empresarismo entre la gente joven como jamás lo habíamos

Claves para la economía mundial del future
GINEBRA - La innovación en la impresión 3D, la nanotecnología y la robótica tienen
el mayor potencial dentro de la economía mundial del futuro, dijo hoy la Organización
Mundial de la Propiedad Intelectual (OMPI).
Expertos de la organización revelaron en una rueda de prensa que los países que
concentran el 75 % de las solicitudes de patentes en esas industrias son Japón, Estados
Unidos, Alemania, Francia, Reino Unido y Corea del Sur.
En el ámbito de la robótica, las empresas japonesas destacan sobre el resto, ya que
suponen ocho de los diez mayores solicitantes de patentes con Toyota a la cabeza (4,189
solicitudes desde 1999), seguida de la firmas Honda, Nissan, Denso, Hitachi, Panasonic,
Yaskawa y Sony.
La alemana Bosch y la coreana Samsung completan la lista.
Las compañías estadounidenses lideran las solicitudes de patentes de impresión 3D, con
3D Systems en el primer puesto con 200 solicitudes acumuladas desde 1999.
A las estadounidenses Stratasys, General Electrics y United Technologies, se les unen las
alemanas Siemens, MTU Aero Motores y DEOS, y las japonesas Mitsubishi, Hitachi y
Toshiba.
En cuanto a las empresas peticionarias de patentes de nanotecnología, la surcoreana
Samsung encabeza la lista con un total de 2,578 solicitudes desde 1999.
Este registro lo completan IBM, la Universidad de California, Hewlett-Packard y las
japonesas Nippon Steel, Toshiba, Canon, Hitachi, Panasonic y TDK.
De manera general, la OMPI considera a Estados Unidos, Japón, Corea del Sur, Alemania,
Reino Unido y Francia como los países industrialmente más avanzados gracias a las
inversiones que han realizado en innovación a lo largo de todo del siglo XX y hasta ahora.
En su informe titulado "Innovación revolucionaria y crecimiento económico", presentado
hoy la OMPI, equiparó la evolución que se está experimentando en las áreas de la
impresión 3D, de la nanotecnología y de la robótica con lo que representó en el pasado el
desarrollo de la industria aeronáutica, de los antibióticos y de los semiconductores.
A esta idea se refirió el director general de la OMPI, Francis Gurry, al señalar que "los
avances tecnológicos del pasado han sido parte esencial de las expansiones duraderas en
la producción económica".
Añadió que es necesario seguir apostando por la innovación "especialmente en períodos
de débil crecimiento económico" como el que atraviesa la economía mundial desde 2008.
Para Gurry hay un vínculo "visible" entre el crecimiento económico y la innovación,
aunque normalmente "la innovación tarda años y hasta décadas en trasladarse al
crecimiento económico".
Aun así, el periodo que transcurre entre la creación de un producto o servicio y su
comercialización se está acortando.
Entre los países emergentes, sólo China se acerca a los países más industrializados en
cuanto al nivel de solicitudes de patentes de nanotecnología, impresión 3D y de robótica,
con un 25 % del total en estos dos últimos ámbitos.

J. Roberto Burgos, President of Burgos Properties LLC, has established his company
in the heart of the Hispanic community on Clinton Avenue North. He decided to make
his first business investment in the same area of the City of Rochester that his family
landed more than 60 years ago. He has always believed once successful, we all need to
give back in order to affect a better life for the following generations in Rochester NY.
Since the early 1970’s Roberto became a community and civil rights activist known
for his passion to access services to improve the lives of the Hispanic Community. He
was the founder of the Puerto Rican Youth Development and Resource Center while
still a college student and served as Executive Director for 25 years. He then then went
on to work for Home Properties Company as a manager of residential complexes in
Rochester. He also worked for the Monroe County Legislature for many years before
joining the City of Rochester in the Department for Community Development under
the former administration of Mayor Bob Duffy. He has served on a number of boards
including but not limited to the Ibero American Action League, the American Red
Cross Blood Center, and the University of Rochester’s Community Advisory Board
for AIDS Vaccine Research. Roberto believes in volunteering in the community and
currently serves on the Hispanic Heritage Committee of Rochester and the Committee
that has established the first Spanish Language Radio Station in Rochester New York.
Roberto received his BS degree in Management from Roberts Wesleyan College.

parents and siblings to Rochester NY in 1954. He has been married to Sonia Burgos

En una olla o cacerola de 3 cuartos de galón, cocina el tocino a fuego medio alto hasta

¡Agradecer el tener “defectos”!

Hola mis compañeros latinos en ésta gran nación llena de oportunidades para los de gran
empeño, perseverancia, y gran sed de triunfo. Como cada mes, y mediante éste periódico,
cuyos propietarios me abrieron sus puertas, quiero compartir con ustedes una experiencia
vivida llena de sabiduría para el alma. Ésta vez, sucedió poco antes de viajar para ésta
nación. En mi isla Puerto Rico, mientras cenaba junto a mi esposo José Ángel Crespo
platicábamos acerca de cómo había pasado nuestro día, haciendo diligencias y demás. La
conversación se tornó muy interesante cuando en un momento dado, comenzamos a hablar
sobre algunos dones que poseo y de los cuales no me gusta hablar, ya que podrían tildarme
por loca.
Él, muy acertadamente me dijo; “A Albert Einstein lo creían loco; también a Charles
Darwin, a Leonardo Da Vinci”.
Al escucharlo no dije nada.Permanecí pensativa por momentos. ¡Tenía razón! A esas
personas en algún momento, nos revela la historia que fueron tildados de ‘locos’. A pesar
de todo, se convirtieron en inventores indispensables que contribuyeron al crecimiento
intelectual aún en nuestra sociedad actual. La cuestión fue que uno de los mencionados
también fue Beethoven. El más impresionante de todos en mi opinión.
¿Por qué fue el más impresionante para mí? Porque fue un genio tocando el piano y
componiendo sus propias notas musicales sorprendentes; ¡A pesar de ser sordo! ¡Eso fue
precisamente lo que lo sobresaltó de los demás! ¡Su “defecto” fue lo que lo hizo grande!

somos individuos únicos y diferentes. ¿Cómo es posible que vivamos las mismas
situaciones o parecidas? Pues bien; lo único que cambia es nuestra manera de pensar,
nuestra manera de ver las cosas.Una persona pesimista visualiza una situación difícil de
la peor manera. No encuentra salida; pero ¿cómo vería una persona optimista la misma
situación? La situación sigue siendo la misma. Lo que cambia son esos dos puntos de vista
totalmente diferentes. ¿Con cuál de esas dos personas te identificas?
Medita en lo siguiente:
Había un viudo que vivía con sus dos hijas muy curiosas e inteligentes. Las niñas siempre
hacían muchas preguntas.Su padre sabía responder algunas de sus curiosidades, pero otras
no. Como quería brindarle la mejor educación, lo cual en su país no era fácil ofrecer al
sexo femenino, el anciano decidió enviarlas un tiempo donde un conocido sabio espiritual

que está viva, la aplastaré y morirá.De esa manera, cualquier respuesta que me de, será
equivocada.
De ese modo, muy impacientes fueron a ver al sabio.
“Maestro, tengo aquí entre mis manos una mariposa. Dígame, ¿está muerta o viva?”
Preguntó una de las niñas maliciosamente esperando que su plan funcionara.
A lo que el sabio le contestó con una sonrisa en sus labios y muy calmadamente: “Todo
depende de ti; ella está en tus manos.”
Ésta historia es muy conocida y nos trae una gran enseñanza. No importa la situación
que estemos atravesando. Está en nuestras manos cómo la atravesemos. Con una actitud
negativa, pesimista, las cosas no se tornarán mejor, al contrario, atraerá más negativismo a
la situación, complicando más las cosas. Asumiendo una postura optimista, la situación se
tornará ante nuestros ojos no tan difícil, dándonos la capacidad de resolverla o atravesarla
más fácilmente.Debemos recordar que una de las Leyes Universales es que todo pasa.
Nada es permanente. Cada situación difícil, pasará, hay que enfrentarla con valentía y
fuerza, mientras que cada situación alegre, también pasará, hay que disfrutarla al máximo.
Todo depende de nosotros.Nuestra propia vida está en nuestras manos. Tú decides cómo

Obesidad puede provocar cáncer de seno

Madrid - Se intuía pero ahora ya está comprobado. Un equipo de científicos españoles ha
demostrado que la obesidad puede provocar cáncer de mama y que, probablemente, dicho
riesgo se puede detectar con un simple análisis de sangre.
El estudio, liderado por la doctora Ana Belén Crujeiras del grupo de científicos del
Centro de Investigación Biomédica en Red-Fisiopatología de la Obesidad y la Nutrición
(CIBERobn), ha sido publicado en el International Journal of Obesity y parte de la tesis
doctoral de Begoña Cabia, investigadora del grupo de Crujeiras.
La obesidad es uno de los factores importantes para el desarrollo del cáncer de mama,
pero este estudio demuestra por vez primera qué mecanismos moleculares están
implicados en el proceso.
"El objetivo del trabajo era estudiar si el sobrepeso es capaz de activar los genes
relacionados con los procesos tempranos de desarrollo del cáncer de mama y hemos visto
que sí", explica a EFE la doctora Crujeiras.
Para ello, los investigadores del CIBERobn estudiaron en ratones obesos la expresión de
los genes implicados en las rutas que inician el cáncer y los compararon con los de ratones
delgados y comprobaron que los procesos cancerosos se activaban en los animales obesos.
Pero ¿qué factores eran los causantes de activar el cáncer?
Los investigadores estudiaron entonces el tejido adiposo, que puede ser visceral (el que
rodea y protege a los órganos) y subcutáneo.
"Diversos estudios explican que el visceral es el más perjudicial para la salud, el
más relacionado con enfermedades asociadas con la obesidad como la diabetes o las
enfermedades cardiovasculares y quisimos saber si también lo estaba con el cáncer",
precisa Crujeiras.
Ahí comenzó la segunda parte del estudio.
Los científicos seleccionaron en cultivo los factores secretados por el tejido epitelial
adiposo visceral y subcutáneo y trataron con ellos células epiteliales de mama.
"Cuando el tejido era visceral obeso, estas células proliferaban más, algo que no ocurría
cuando tratamos con tejido adiposo subcutáneo".
Y es que el tejido adiposo visceral tiene una actividad diferente y más perjudicial
que la del subcutáneo "porque secreta una serie de factores más dañinos", explicó la
investigadora.
El estudio, por tanto, ha observado los cambios moleculares que se producen antes de
que se desarrolle un tumor, "lo que además de dar relevancia a la necesidad de prevenir
la obesidad, pone de manifiesto que cuanto más se prolongue la obesidad en el tiempo,
mayor es el riesgo de padecer cáncer de mama", advirtió Crujeiras.
Por último, los investigadores estudiaron una población de mujeres con y sin cáncer
de mama y al compararlas en función de su estado de obesidad observaros los mismo
cambios en las células sanguíneas de estas pacientes que en los animales, de modo que,
aunque queda mucho por comprobar, "creemos que un análisis de sangre permitiría saber
si la desregulación de los genes relacionados con el cáncer ha comenzado".
Sería algo así como ver si en el organismo "se está preparando el camino para el
desarrollo de un tumor", aclaró la investigadora.
"Estos resultados revelan que la obesidad a largo plazo podría desencadenar el desarrollo
de cáncer de mama, y esta potencial susceptibilidad se puede detectar en la sangre
circulante", si bien, reconoce la investigadora, hacen falta más estudios para evaluar si
esta predisposición al cáncer provocada por el sobrepeso "se puede prevenir mediante una
terapia para reducir la adiposidad".
Alternativas para la disfunción erectile
Diabetes, hipertensión, síndrome metabólico, entre otras condiciones, pueden perjudicar
la vida sexual de los hombres al extremo de intervenir con las funciones del cuerpo
necesarias para lograr una erección. Pero antes de determinar que existe una disfunción
eréctil se llevan a cabo pruebas físicas y también psicológicas. La situación puede
deberse a problemas vasculares, neurológicos, hormonales, efectos secundarios de
medicamentos, situaciones con la pareja o asuntos personales incluyendo el estrés.
Por eso, cuando ellos enfrentan dificultades para completar el acto sexual deben buscar
ayuda profesional y asegurarse de que no padecen condiciones físicas que incluyen entre
sus consecuencias la incapacidad de mantener el pene erecto.
“A veces la situación enmascara problemas más serios, incluyendo riesgo de infarto o
derrame cerebral”, alerta el doctor Luis Ambert, urólogo.
Cuando después de los exámenes correspondientes se diagnostica disfunción erectil el
paciente debe recibir un tratamiento escalonado que puede incluir desde modificaciones
al estilo de vida hasta medicamentos. El último eslabón de esa cadena de opciones es la
cirugía, explica el galeno.
“Antes de llegar a la prótesis hay medicamentos por boca. Luego de eso, hay terapias
mecánicas que incluyen un aditamento que se coloca en el pene y hace una succión para
lograr la erección. También una inyección intracavernosa con un medicamento que se
pone en las córporas del pene” indica el médico.

Los candidatos para prótesis suelen ser pacientes cuya condición afectó de forma
permanente las funciones del sistema circulatorio u otros mecanismos del cuerpo
relacionados con la capacidad para tener una erección. Los hipertensos, por ejemplo,
pueden sufrir daño en los vasos sanguíneos más pequeños y esto evita que llege suficiente
irrigación al pene.
“También hay hombres que tienen que tomar medicamentos que interfieren con la
erección, como los vasodilatadores, y si estos no pueden sustituirse por otros el paciente
puede ser candidato a cirugía”, indica Ambert.
Las prótesis principales son :
Inflables – Consisten de un mecanismo que le ofrece al paciente la posibilidad de apretar
una pequeña bomba adentro del escroto para llenar de agua salina un implante en forma
de bolígrafo o lápiz adentro del pene. El pene se mantiene erecto para el acto sexual y
cuando el paciente vuelve a apretar la bomba lo regresa a su estado flácido.
Maleable- Con esta prótesis, que consiste en un cilindro con capa de silicón, el pene
siempre se mantiene rígido pero el paciente puede “esconderlo” doblándolo hacia abajo.
Pacientes de edad avanzada o que por alguna razón tienen dificultad para utilizar sus
manos se benefician más de este implante pues es extremadamente fácil de utilizar.
Estos tipos de prótesis llevan más de 20 años en el mercado pero su calidad y
funcionalidad ha ido mejorando con los avances de ingeniería biomédica así es que de
acuerdo a Ambert son altamente confiables.
La cirugía suele ser ambulatoria con riesgos mínimos de entre 1 a 4% de complicaciones
que pueden incluir infecciones. Para evitarlas, el paciente debe seguir con rigor las
indicaciones del médico. Éstas incluyen no utilizar la prótesis durante seis semanas
después de la cirugía. Tampoco deben exponerse a actividades que puedan provocar
sudor excesivo. Luego del periodo de cuidado, el paciente puede utilizar la prótesis con la
frecuencia que deseee.
“Son los pacientes más complacidos y más agradecidos porque la sexualidad es una
necesidad básica de todo ser humano. Muchos me dicen que han vuelto a la vida”,
asegura Ambert.

Any doubts over about December Fed hike may be swept away
Inflation numbers from the United States on Tuesday could be the provide the final
domino in the Federal Reserve's track to raise interest rates next month.
Earlier in November a robust report on U.S. employment hardened expectations for the
Fed's first rate increase in nearly a decade and if prices are shown to be rising steadily
those views will likely solidify.
Reuters polls see inflation a 1.9 percent year-on-year, unchanged from the previous
reading.
Minutes from the Fed's October meeting will also be published, giving an insight into the
Committee's decision to remove a key sentence on global risks from its policy statement.
"We have had a strong October jobs report and Fed Chair Janet Yellen herself referring to
a December rate rise as a 'live possibility' for the first time," said Chris Hare, economist at
Investec.
"The coming week should shed a little more light on the prospects for tightening this
year."
While most U.S. data has been relatively upbeat, retail sales rose less than expected in
October, suggesting a slowdown in consumer spending that could temper expectations of
a strong pickup in fourth-quarter economic growth.
In the meantime, Britain's Bank of England was once pegged as likely to be the first major
central bank to tighten policy but prices fell again last month, data will probably show on
Tuesday.
With inflation so far below its 2 percent target the BoE's Monetary Policy Committee
won't be raising its benchmark rate from a record low 0.5 percent until at least April, a
Reuters poll found, putting it several months behind the Fed.
British retail sales numbers on Thursday will offer clues as to how consumers are faring.
"While inflation looks odds on to post its lowest rate since March 1960, we do not think
this decline will worry the MPC too much, with weak price pressures driven largely by
lower energy prices rather than domestic economic weakness," wrote Ruth Miller at
Capital Economics.

No change in policy is expected from the Bank of Japan on Friday but it could ease
monetary policy further early next year, according to nearly half the analysts surveyed by
Reuters, as consumer prices fall short of central bank forecasts. [ECILT/JP]
GDP data on Monday will probably show Japan fell into a technical recession in the third
quarter, maintaining pressure on the BOJ and Prime Minister Shinzo Abe to support the
world's third largest economy.
South Africa's Reserve Bank will hold its repo rate at 6.0 percent on Thursday, waiting
until early next year before tightening. The Hungarian and Indonesian central banks will
also probably leave policy unchanged.
In China, where Beijing has rolled out a flurry of support measures since last year to avert
a sharp slowdown, key data will show how the country's housing market is performing
and whether it is supporting the struggling economy.
"Recently, we have seen an increasing number of cities reporting a sequential home price
increase, a trend which we think continued despite a slowdown in home sales growth in
October," said Rob Carnell at ING. "Overall, we believe that China's growth prospects
depend on housing."
The world's second-largest economy grew a reported 6.9 percent in the third quarter from
a year earlier, the weakest pace since the global financial crisis, but a pace many say likely
overestimated the real pace of growth.
IEA Says Record 3 Billion-Barrel Oil Stocks May Deepen Rout
Oil stockpiles have swollen to a record of almost 3 billion barrels because of strong
production in OPEC and elsewhere, potentially deepening the rout in prices, according to
the International Energy Agency.
This “massive cushion has inflated” on record supplies from Iraq, Russia and Saudi
Arabia, even as world fuel demand grows at the fastest pace in five years, the agency
said. Still, the IEA predicts that supplies outside the Organization of Petroleum Exporting
Countries will decline next year by the most since 1992 as low crude prices take their toll
on the U.S. shale oil industry.
“Brimming crude oil stocks” offer “an unprecedented buffer against geopolitical shocks
or unexpected supply disruptions,” the Paris-based agency said in its monthly market
report. With supplies of winter fuels also plentiful, “oil-market bears may choose not to
hibernate.”
Crude has dropped about 40 percent in the past year as OPEC defends its market share
against rivals such as the U.S. shale industry, which is faltering only gradually despite the
price collapse. Oil inventories are growing because supply growth still outpaces demand,
the 12-member exporters group said in its monthly report Thursday.
Total oil inventories in developed nations increased by 13.8 million barrels to about 3
billion in September, a month when they typically decline, according to the agency. The
pace of gains slowed to 1.6 million barrels a day in the third quarter, from 2.3 million a
day in the second, although growth remained “significantly above the historical average.”
There are signs the some fuel-storage depots in the eastern hemisphere have been filled to
capacity, it said.
Heating Fuel
“The stock buffer is bearish and will probably set a lid on how much higher prices can
go in 2016,” Torbjoern Kjus, an analyst at DNB ASA in Oslo, said by phone. “There’s a
sizeable risk that we could run totally full,” in terms of storage capacity, he said.
Stockpiles of diesel, used as heating fuel in Europe in the U.S. northeast, were at a fiveyear high of about 600 million barrels at the end of August. “This could protect the market
from a supply crunch should there be a lengthy spell of cold temperatures,” the IEA said.
Production outside OPEC will fall by 600,000 barrels a day next year, with an equal-sized
decline in U.S. shale oil, the IEA said. That contrasts with an expansion of 2.4 million a
day in 2014 in total non-OPEC output. The IEA’s 2016 forecast for non-OPEC supply, at
57.7 million barrels a day, is 100,000 barrels lower than in last month’s report.
Demand Growth
Overall, the report shows a stronger outlook for oil markets next year because of the cut to
non-OPEC supply and increase in the demand forecast, according to DNB, RBC Capital
Markets and Sanford C. Bernstein & Co.
“While 2015 remains oversupplied, the picture for 2016 and beyond is becoming very
favorable,” analysts at Bernstein including Oswald Clint said in a report.
Faltering non-OPEC supply next year means that the amount of crude needed from OPEC
is moving closer to the group’s actual output. About 31.3 million barrels a day will be
required from the organization in 2016, 460,000 less than it pumped in October.
Global Demand
Supply from OPEC was little changed last month at 31.76 million barrels a day as declines
in Iraq and Kuwait countered gains in Libya, Saudi Arabia and Nigeria, according to the
report. Near-record output from the group’s Gulf members means the organization’s spare
capacity is “stretched thin,” the IEA said. OPEC ministers will meet on Dec. 4 in Vienna
to review their current policy.
Global oil demand will climb by 1.8 million barrels a day this year to 94.6 million amid
the strongest growth in India’s consumption in more than a decade, according to the
agency. Demand growth will ease next year to 1.2 million barrels a day as the stimulus
from cheap fuel fades and China’s economy remains “problematic.”
Gov. Cuomo Raises Minimum Wage to $15 for All N.Y. Workers
Gov. Andrew Cuomo's decision Tuesday to raise minimum pay for all New York state
workers to $15 an hour underscores the powerful role governors and local governments
can play in shaping the national wage fight.
To date, no other state has enacted a $15 public sector minimum wage. "It's a
groundbreaking move," said Connie Razza, director of strategic research at the Center for
Popular Democracy. The center conducts research and helps organizers on public policy
issues, including the minimum wage.
About 10,000 state employees will benefit from the governor's decision, which will phase
in higher pay from year's end through 2021.
Cuomo's move is "exactly the kind of steps that governments and mayors can be taking
right away, even as we move to raise the minimum wage for all workers through
legislative or electoral means," Razza said.
Democratic Gov. Cuomo has used a multipart strategy to push for pay hikes without
legislative action — moves that could be replicated by other governors in states with
similar legal authority.
The $15 Minimum Wage Fight Just Got a Lot More Interesting
The New York wage board — appointed by Cuomo — previously set in motion a
recommendation to lift hourly minimum pay to $15 for thousands of state fast food
workers.
The power of wage board laws and ultimately governors also reveals how labor advocates
are creating local momentum for higher national pay. They're targeting occupations in a
single industry, and focusing on wage battles by city and state.
"The wage boards, this announcement by Cuomo and the success of minimum wage ballot
initiatives in the last election all point to the need for the minimum wage to rise," said
Razza of the Center for Popular Democracy.
Governors in a few states have authority to lift wages independently without state action,
according to the National Employment Law Project. States with administrative wage
authority — and their current statewide, minimum wages per hour — are:
New York at $8.75
California at $9
Massachusetts at $9
New Jersey at $8.38
Opinions on both sides
The International Franchise Association in July said Cuomo's decision on fast food worker
pay discriminates against the quick-service food industry. The association also says
mandated pay broadly hurts job growth and franchise business owners.
"Applying a new mandatory minimum wage increase to a narrow group of businesses
creates an un-level playing field for owners that provide important entry-level jobs and
valuable experience for millions of workers across the state of New York," said the group's
president and chief executive, Steve Caldeira, in a prepared statement.
Others contend boosting pay can raise employee retention and ultimately help businesses
long term.
Kelly Vlahakis-Hanks is chief executive of Earth Friendly Products, the maker of the
"Ecos" brand of cleaning items including laundry detergent. The value-priced brand is
available at large retailers, including Whole Foods, Target and Wal-Mart.
Her father founded the small business in 1967, years before consumer consciousness
about such products became widespread. Earth Friendly Products has since expanded to
five U.S. manufacturing plants and nearly 400 employees.
How Unions, Cities Are Flexing Their Power in the Wage Fight
Employees who work on the production side of the business earn $17 an hour — more
than double the federal minimum wage of $7.25 an hour. Vlahakis-Hanks says higher
pay has helped her lift employee retention, attract quality talent and reduce training costs.
Some employees have been with Earth Friendly Products for 40 years.
"People stay with us," Vlahakis-Hanks said. Current job growth has exceeded 5 percent
compared to the same period last year, she added.
On Tuesday, fast food workers demanding a $15-an-hour wage walked out in dozens of
cities.

Es hora de volver al cuadrilátero y dejar atrás las dolencias en la mano izquierda. Félix
‘El Diamante’ Verdejo está de regreso, y feliz de estar en proceso de pasar de prospecto a
un verdadero contendor mundial.
Verdejo, invicto en 18 peleas con 13 nocauts, defenderá su título peso ligero Latino de
la Organización Mundial de Boxeo (OMB) ante el brasileño Josenilson Dos Santos el
próximo 11 de diciembre en el Coliseo Roberto Clemente de Hato Rey.
El combate estuvo previsto para el pasado 31 de octubre en Orlando, Florida, pero se
suspendió por molestias en la mano de Verdejo, quien no pelea desde junio pasado. Ahora
tendrá de coestelarista al excampeón mundial filipino, Nonito Donaire, quien disputará el
cetro Internacional junior pluma de la OMB ante el mexicano César Juárez.
“Estamos listos para el 11 de diciembre. A dar un espectáculo como sabemos hacerlo.
Espero que venga listo el rival (Dos Santos) que viene a pelear conmigo”, dijo Verdejo el
jueves en rueda de prensa en el Hotel Sheraton de Miramar. “Estoy listo y bien contento
de pelear nuevamente en casa para darle alegría a mi país”.
La mano, a su juicio, ya no es una preocupación, tras someterse a pruebas recientes y
varias opiniones médicas que certificaron la completa recuperación de la operación a la
que se sometió en el verano.

El Reino De Los Super Ricos

La historia es absolutamente cierta. Estados Unidos es el país de las oportunidades. Yo he
visto a gente muy pobre convertirse en millonaria.
Pero también es cierto que, poco a poco, eso está cambiando y este país se está
transformando en el reino de los súper ricos.
Primero el billete. Estados Unidos tiene más billonarios, según la revista Forbes, que
cualquier otro país del planeta. En Estados Unidos había más billonarios este año (536)
que todos los que existen en China (213), Alemania (103) y Rusia (88). Y aquí estamos
definiendo como billonario a cualquier que tenga más de mil millones de dólares en dinero,
inversiones y propiedades.
Estados Unidos se creó bajo el principio –establecido en su Declaración de Independenciade que todos los seres humanos son iguales y, por lo tanto, tienen los mismos derechos y
oportunidades. La realidad es otra. Muchos aquí son maltratados y discriminados, y no
todos tienen las mismas oportunidades educativas y financieras.
Quien más ha estado denunciando esta desigualdad económica en la campaña presidencial
norteamericana es el senador demócrata Bernie Sanders, que se describe a sí mismo
como socialista. “La décima parte del uno por ciento más rico del país”, dijo hace poco el
senador Sanders, “tiene casi la misma riqueza que el 90 por ciento más pobre.”
Esto, definitivamente, no suena como una sociedad muy igualitaria. Y en eso coincide
Ben Bernanke, ex director del banco central de Estados Unidos y quien acaba de publicar
su libro “The Courage to Act” (El Valor de Actuar). “La economía de Estados Unidos no
está sirviendo a toda la población de la manera en que quisiéramos”, me dijo Bernanke en
una entrevista. “La desigualdad está empeorando y así ha ocurrido por mucho tiempo. En
los últimos 40 años hemos visto que los salarios y las fortunas están distribuyéndose de
manera muy desigual. Es un problema que necesita solución.”
De hecho, si comparamos a Estados Unidos con los países más desarrollados del mundo,
no sale muy bien parado. La disparidad de ingreso entre los norteamericanos –coeficiente
Gini, le llaman los economistas- es una de las peores dentro del grupo de las 34 naciones
más ricas del mundo, según la comparación hecha por el centro Pew. En cambio, las
sociedades más igualitarias son, en este orden, Corea del Sur, Suiza, Islandia, Noruega,
Holanda y Dinamarca.
La desigualdad en Estados Unidos es algo que se siente y se ve cada vez más. En Nueva
York, por ejemplo, me sorprende la enorme riqueza de los que viven y trabajan cerca de
las nubes frente a la infinita pobreza de los que sobreviven en las calles y laboran en las
cocinas de los restaurantes. Esto es algo que denunció el Papa Francisco hace poco y que
es uno de los principales retos del alcalde neoyorquino Bill de Blasio. Pero el problema no
es único de Nueva York y se nota en muchas areas.
Veamos el ejemplo de los estudiantes. Es cierto que muchas universidades, los estados y el
gobierno de Estados Unidos ayudan con becas y préstamos a los alumnos más necesitados.
Pero miles de estudiantes, junto con el diploma, se llevan una deuda gigantesca.
El año pasado la deuda por los préstamos estudiantiles superaba el 1.2 billlones de
dólares, según la revista The Economist. Los recién egresados tienen, entonces, una doble
responsabilidad: encontrar trabajo y pagar su préstamo universitario. Y no todos pueden.
Siete millones de universitarios no han podido pagar lo que deben. Estamos creando, por lo
tanto, una nación de universitarios deudores.
Estados Unidos es, todavía, una nación que da grandes oportunidades para reinventarse. Yo
lo hice hace más de 30 años y he visto cómo miles se han creado aquí una nueva vida. Por
eso tantos inmigrantes quieren venir.
Pero el peligro es que el mismo sistema que permite la creación de tantas fortunas se está
cerrando para los que no son parte del club de los multimillonarios. Fácil sería pedirle a
los más ricos que regresaran a la sociedad parte de lo que acumularon. Pero las cosas no
funcionan así. Eso no va a ocurrir.
Los ricos en Estados Unidos están ganando muchísimo más dinero del que pueden gastar
ellos y sus familias durante varias generaciones. ¿Cómo se puede gastar un individuo mil
millones de dólares en 70 u 80 años? Eso es casi imposible. Por lo tanto, no tiene ningún
sentido, como país, crear una nueva clase alta con más dinero del que pueda gastar e
invertir socialmente. Es un desperdicio.
Y así, el país que surgió hace más de 200 años bajo la idea de igualdad de oportunidades
está perdiendo la igualdad y las oportunidades. El reino de los súper ricos acecha.

Falta Un Año
Tranquilos. La pelea por la Casa Blanca es tan fiera que parecería que las elecciones
presidenciales son mañana. Pero no. Falta un año.
Todavía hay tiempo para separar a los improvisados de los más preparados y a los bullys
de los verdaderos líderes. Estar al frente del país más poderoso del mundo no es cualquier
cosa. Miles de millones de vidas, literalmente, están en sus manos.
Pero lo primero que me llama la atención de esta campaña electoral es que los candidatos
no reflejan a la población, ni en género, ni en grupos étnicos ni en temas. De los 22
candidatos que había en un momento (17 Republicanos y 5 Demócratas), solo dos
son mujeres: la Republicana Carly Fiorina y la Demócrata Hillary Clinton. En un país
donde hay más mujeres (161 millones) que hombres (156 millones), según datos del
2013, es desilusionante y preocupante que ni siquiera el 10 por ciento de los aspirantes
presidenciales sean mujeres.
Lo mismo ocurre respecto a los grupos étnicos. La presidenta del partido Demócrata,
Debbie Wasserman Schultz, me dijo en una entrevista que ellos son “el partido de la
diversidad.” Sin embargo, en el último debate presidencial entre Demócratas no vi a
ningún candidato latino, afroamericano o asiático. Sí, es cierto, Barack Obama fue el
primer presidente afroamericano de la historia. Pero eso ocurrió en el 2008. ¿Qué han
hecho desde entonces los Demócratas para preparar a candidatos presidenciales de las
minorías? Aparentemente no mucho.
Entre los candidatos Republicanos hay más diversidad. El neurocirujano, Ben Carson,
es afroamericano y, por primera vez, hay dos candidatos latinos buscando la presidencia,
el senador Ted Cruz y el senador Marco Rubio. Ambos son hijos de inmigrantes. Y el
gobernador Bobby Jindal también es hijo de inmigrantes (de la India).
Desafortunadamente ni Cruz ni Rubio apoyan la legalización de la mayoría de los 11
millones de inmigrantes indocumentados. No entiendo por qué no le quieren dar la
oportunidad de regularizar su situación a los inmigrantes que llegaron después de sus
padres.
Para que el partido Republicano haga las paces con los latinos es necesario, primero, que
apoye algún tipo de reforma migratoria. Pero tercamente se resiste. Esto a pesar de que la
mayoría de los votantes Republicanos (57%) apoya darle la ciudadanía o la legalización a
los indocumentados, según la última encuesta del New York Times. Es decir, casi todos los
candidatos del partido Republicano no piensan como la mayoría de sus votantes.
La resistencia es tal que el nuevo líder de la cámara de representantes, el Republicano Paul
Ryan, prometió bloquear cualquier plan de legalización hasta el 2017. “No habrá ninguna
reforma migratoria bajo el presidente (Obama)”, le dijo a la revista National Review.
Empieza mal Ryan. Eso no demuestra ninguna voluntad política de resolver uno de los
principales problemas del país. Ryan, si quiere tener éxito como un líder nacional, tiene
que alejarse de las ideas de Donald Trump.
Sin embargo, tenemos que reconocer que los primeros meses de la campaña presidencial
en Estados Unidos estuvieron marcados por las alocadas, insultantes e ignorantes
declaraciones de Donald Trump sobre los inmigrantes. Tendrá muchos millones pero no
entiende hacia donde va este país. Para el año 2055 los blancos
-con quienes Trump espera ganar la presidencia- serán una minoría más.
En 40 años todos seremos parte de una minoría y el cambio ya se siente. Sin latinos no
hay Casa Blanca. Trump asegura que los hispanos lo aman. No es cierto. ¿Cómo lo van a
querer con tantos insultos?
Una encuesta de AP dice que solo el 11 por ciento de los hispanos tiene una opinión
positiva de Trump. Eso no es suficiente para ganar la Casa Blanca. Mitt Romney obtuvo el
27 por ciento del voto latino en el 2012 y perdió. Y a John McCain tampoco le alcanzó el
31 por ciento del voto hispano para ganar en el 2008. Es imposible que Trump llegue a la
Casa Blanca con solo el 11 por ciento de los latinos. Hay nubes en Trumplandia.
Qué campaña tan rara con tantos candidatos tan alejados de los votantes. Pero calma; falta
mucho para la elección. Un año. Los extremos casi siempre se van y las elecciones se
ganan con el voto de los que están en el centro.
A cruzar los dedos. No. Mejor a votar.

Ya Chole Con La Corrupcion
El gobierno del presidente, Enrique Peña Nieto, está cansado de las quejas de los
mexicanos.
Por eso produjo y difundió en la internet un comercial llamado “Ya chole”. Las críticas en
las redes sociales fueron tantas que rápidamente lo sacaron de su página web. Pero fue una
decisión tonta. Nada desaparece de la internet. El comercial sigue viviendo en YouTube (y
aquí está).
Pero lo que Peña Nieto debe saber es que los mexicanos también están cansados de él y
de su temor a tomar decisiones fuertes. Parece que en los temas más graves, el presidente
desaparece. Tomemos el caso de la corrupción.
Primero la verdad, aunque duela. México es uno de los países más corruptos del mundo.
La organización Transparencia Internacional puso a México el año pasado en el lugar 103
de un total de 175 países y territorios. Este índice mide la percepción de corrupción dentro
del sector público de cada país. Traducción: los mexicanos creen que su gobierno es muy
corrupto. (Aquí está la lista transparency.org )
Eso, desafortunadamente, no es noticia. Lo grave está en que el gobierno del presidente
Enrique Peña Nieto ha decidido no hacer nada significativo contra la corrupción. La
política oficial es dejar que todo siga igual.
La percepción de corrupción e impunidad viene desde arriba. Un ejemplo ya muy trillado.
Si la esposa del presidente, Angélica Rivera, compró una casa de siete millones de dólares
de un contratista del gobierno -al igual que el Secretario de Hacienda, Luis Videgaray- y
no pasó nada, entonces ¿qué se puede esperar del resto del gabinete y de otros funcionarios
públicos?
La realidad es que la esposa del presidente y su principal colaborador se beneficiaron por
su relación con una empresa que gana millones de dólares en contratos con el gobierno.
Ellos dicen que todo es legal. Sin embargo ¿por qué todos los mexicanos no tienen acceso
al mismo tipo de financiamiento y condiciones que recibieron la señora Rivera y el señor
Videgaray para comprar sus casas?
El otro problema de corrupción vino con la investigación. El presidente Peña Nieto puso a
un subalterno -Virgilio Andrade- a investigar y, por supuesto, absolvió de cualquier culpa a
la esposa de su jefe y a su principal asesor económico.
¿Qué más podemos hacer? se pregunta el gobierno mexicano. Mucho, mucho más. Y los
ejemplos están en Guatemala y en Nigeria.
Si de verdad el gobierno de Peña estuviera interesado en luchar contra la corrupción,
haría un acuerdo con Naciones Unidas -como lo hizo Guatemala- para crear una
comisión investigadora, internacional e independiente. En Guatemala el presidente y la
vicepresidenta fueron obligados a renunciar por acusaciones de corrupción. Peña Nieto
nunca se atrevería a dejar que Naciones Unidas lo investigara. ¿Por qué? Porque esa
investigación no la podría controlar.
El otro ejemplo viene de Nigeria, que estaba en el lugar 136 de la lista de Transparencia
Internacional. Ahí el nuevo presidente Muhammadu Buhari ordenó una revisión de casi
todos los contratos gubernamentales, creo una comisión anti-corrupción y arrestó al
ministro y al ex-ministro de la empresa estatal de petróleo, según reportó The New York
Times.
Nigeria, como México, es un país petrolero. Pero si México siguiera el ejemplo de Nigeria, pondría
a revisión todos los contratos hechos por PEMEX en los últimos tres años. Además, investigaría a
fondo cualquier contrato por más de un millón de dólares o los otorgados sin concurso en cualquier
Secretaría. (Nada más de pensarlo, muchos están mojando de sudor esta página del diario o se les
está resbalando el celular.)
Es decir, si México de verdad quisiera hacer algo contra la corrupción y la impunidad, podría
perfectamente seguir los ejemplos de Nigeria y Guatemala. Pero, a propósito, el gobierno de Peña
Nieto ha decidido no invitar a investigadores de Naciones Unidas ni poner a revisión todos los
contratos gubernamentales cuestionables.
Así que, aunque duela, hay que decirlo. México es un país muy corrupto y lo seguirá siendo durante
el gobierno de Peña Nieto. El presidente no ha demostrado ninguna voluntad para cambiar prácticas
muy viejas. Si lo hiciera, los más cercanos a él serían los más afectados.
Y mientras nada cambie, los mexicanos tienen todo el derecho de quejarse y de decir: “Ya chole con
la corrupción.”
Posdata. Un problema similar ocurre respecto a los derechos humanos. Esta semana Estados Unidos
detuvo un pago a México de cinco millones de dólares por graves violaciones a los derechos
humanos (como la desaparición de 43 estudiantes de Ayotzinapa y la masacre del ejército en
Tlatlaya). El gobierno, muchas veces, parece ser el principal obstáculo para conocer la verdad e
impartir justicia. Sí, ya chole también con los asesinatos, los secuestros y los desaparecidos.
